A RESOLUTION AMENDING THE SOUTH SAN
FRANCISCO EMPLOYEE CLASSIFICATION
PLAN BY ADDING AND DELETING CERTAIN
JOB SPECIFICATIONS
BE IT RESOLVED by the City Council of the City of South San Francisco
-that the Employee ClasSification Plan, as amended, is further amended as
fol 1 ows:
1. To add Job Specifications for the positions of:
Deputy City Manager, Community Development & Administration
Deputy City Manager/City Engineer, Technical & Maintenance Services
Director of Recreation & Community Services
Planning Director
2. To delete the Job Specifications for the positions of:
Assistant to the City Manager
Director of Community Development
Director of Parks & Recreation
Director of Public Services/City Engineer

DEPUTY CITY MANAGER
ADMINISTRATION AND COMMUNITY DEVELOPMENT
DEFINITION:
Under the general direction of the City Manager, assists the City Manager
in performing the executive, managerial and administrative functions
necessary to the operations of the city government. Is directly responsible
for directing and administering the Finance, Personnel, Planning and Building
Inspection functions.
DISTINGUISHING CHARACTERISTICS:
This is a professional position which requires the inCumbent to perform
executive, managerial, and administrative work of a highly responsible
nature. The incumbent must excercise leadership in coordinating community
development and administration areas and establish effective relationships
with a variety of groups and individuals. The work is performed under the
general policy direction of the City Manager and is conducted in accordance
with accepted public administration standards.
EXAMPLES OF DUTIES:
As assigned by the City Manager; Supervises office procedures, controls
department budget expenditures, provides day-to-day guidance to City Manager's
office operations and manages the researching, investigation and response to
various inquiries ~rom elected officials and citizens.
Plans, organizes and gives overall direction to the work of the administration
and community development areas. Has responsibility for the areas' budget and
personnel.
Coordinates the development and implementation of administrative procedures
which assure the effective inter-action of central and departmental operations,
and which meet legal, policy and systems requirements.
Formulates alternative policies, develops and processes through enactment local
resolutions and ordinances; advises local and state legislators on the
implications of proposed legislation.
Serves on behalf of the City Manager in representing the City and its officials
with other organizations and individuals such as the County of San Mateo,
governing bodies of joint powers agreement, other local cities, professional
organizations, school districts, local clubs, individual citizens, and appointed
boards and commissions.

DESIRABLE QUALIFICATIONS:
Knowledge of:
Principles and practices of public administration;
Legislative procedures;
Methods and techniques of trend analysis, cost/benefit analysis,
budgeting systems;
Principles of Personnel Management and Supervision;
Techniques of effective Public Relations;
and
Ability to:
Evaluate complex problems, develop a positive course of action,
and accomplish policy objectives;
Exercise sound professional judgment, reason logically and think
imaginatively and creatively;
Prepare clear, concise reports and communicate effectively both
verbally and in'writing;
Develop and maintain gOod working relationships with City officials
and good public relations with the community.

EDU CAT ION:
Graduation from an accredited college with a major in Business Administration
or a closely related field with graduate work in public administration
(preferably a Master's Degree).

Eight (8) years of experience in public administration of which five (5)
must be in a management or administrative capacity.

required knowledge, skills and abilities for the position.

SUMMARY OF DUTIES'
Under administrative direction, performs difficult, highly responsible management duties
of a professional nature in directing and administering the activities of the technical
and maintenance services areas and performs' b~igb'ly', res~onslib,1 ef engineerings'work;'does
related work as required.
DISTINGUISHING CHARACTERISTICS-
-
This is a high level engineering, administrative position involving responsibility for
exercising leadership and coordinating the Public ~Jorks, Treatment Plant,i Engineering,
Equipment and Facilities Maintenance Divisions. The work is performed under the general
policy guidance of the City Manager and in accordance with accepted public administration
and municipal standards. General supervision is exercised over the activities of a
professional and technical staff.
EXAMPLES OF DUTIES AND RESPONSIB_ILI~TIES, _(Illustrative Only)-
Plans, organizes and gives overall direction to the work of the technical and maintenance
service areas and directly supervises the activities of the Engineering Division. Has
-~e. sponsibility for the areas' budget and personnel; Prepares administrative and engineering
~ports/studies; Establishes criteria for design and construction of public works projects;
~views and/or prepares specifications and obtains bids for construction and maintenance
projects; Attends public meetings, makes presentations and confers with the City Manager
on formulating the City's Capital Improvement Program.
LICENSE-
Must possess a valid certification of registration as a Civil Engineer issued by the
California State Board of Registration for Civil and Professional Engineers.
DESIRABLE QUALIFICATIONS:
Broad knowledge of'
Principles and practices of public administration;
Civil engineering principles and practices as applied to the field of municipal
public works, including planning and development, design, construction,
operations and maintenance;
Technical, legal, financial and public relations problems involved in the conduct
of a municipal public works program;
Methods of preparing designs, plans, specifications, estimates, reports and
recommendations relating to municipal utilities and proposed public works
facilities.

PLANNING DIRECTOR
DEFINITION:
Under administrative direction, performs difficult and highly responsible mana-
gement and technical duties in directing and administering the activities of the
Planning Division; does related work as required.
DISTINGUISHING CHARACTERISTICS:
This is a high level professional position which requires the incumbent to per-
sonally perform planning and related activities, exercise leadership and coor-
dinate the City's planning and zoning. The work is performed under the general
policy guidance of the Deputy City Manager and in accordance with accepted
public administration and planning standards. General supervision is exercised
over the activities of a professional and technical staff.
EXAMPLES OF DUTIES AND RESPONSIBILITIES (Illustrative Only):
Plans, organizes, directs, supervises and participates in the community develop-
ment programs of the city; including current and advance planning, downtown
revitalization, housing and redevelopment functions; responsible for site
review, architectural approval, C.E.Q.A. review, code enforcement, preparation
of reports on land use patterns and updating of the General Plan and related
elements, research and development of a comprehensive revitalization/redevelop-
ment effort, serves as staff to the Planning Commission, Chairman of the Design
Review Board and C.E.Q.A. Review Officer, attends meetings of various public
groups; makes presentations, prepares the division budget, presents recommen-
dations to the City Council; represents the City on local and regional planning
committees.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
Knowlege of:
Principles and practices of urban planning and redevelopment and of the
California State Planning Laws, C.E.Q.A., Subdivision Map Act, federal
housing and community development regulations and California Redevelopment
Laws;
Basic principles of personnel management and supervision.

Ability to:

Demonstrate sound professional judgment and to reason logically and think
imaginatively and creatively;

Graduation from an accredited four year college or university with major
work in planning or a closely related field. Master's degree preferred.

preferably in a community of comparable size; or any equivalent experience,
education and training which provides the required knowledge, skills and
abilities.
