CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION ACCEPTING GENENTECH'S MASTER
PLAN URBAN DESIGN IMPROVEMENT; APPROVING THE
FUNDING AGREEMENT FOR PUBLIC IMPROVEMENTS
AND THE LANDSCAPING MAINTENANCE AGREEMENT;
AND AUTHORIZING THE CITY MANAGER TO EXECUTE
THE AGREEMENTS
WHEREAS, on March 28, 2007, the City Council adopted the Genentech Facilities Ten
Year Master Plan which outlines goals and polices regarding Genentech's land use, urban
design, transportation and parking and utilities during its campus expansion; and
WHEREAS, the Master Plan also identifies improvements in the City's right -of -way that
require City Council approval; and
WHEREAS, Genentech's original Urban Design goals required the addition of Class II
bike lanes along Forbes Boulevard from Allerton Avenue to the terminus of Forbes Boulevard at
DNA Way; and
WHEREAS, Genentech collaborated with Fehr & Peers Transportation Consultants to
modify the original Urban Design Goal to develop Genentech's Master Plan Urban Design
Improvement, which will reduce Forbes Boulevard from two travel lanes to one travel lane in
each direction from Allerton Avenue to DNA way, increase the median width to 20 feet, and
construct a 6 -foot wide bike lane with a 2 -foot wide buffer zone in each direction; and
WHEREAS, Genentech would like the City to bid and administer the construction
contract since all the work will occur within the City's right -of -way and would deposit
$6,000,000 for the cost of construction, contingency, construction management, special testing
and City staff time; and
WHEREAS, Genentech and the City have co- authored a Funding Agreement for Public
Improvements to allow Genentech to place a deposit with the City to fund the project; and
WHEREAS, Genentech and the City have co- authored a Landscaping Maintenance
Agreement, which will allow Genentech to operate, maintain, repair and replace the landscaping
and irrigation system after the improvements have been constructed.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of South San Francisco
hereby accepts and approves Genentech's proposed Master Plan Urban Design Improvement.
BE IT FURTHER RESOLVED, that the City Council of the City of South San Francisco
hereby approves the Funding Agreement for Public Improvements and the Landscaping
Maintenance Agreement.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the
Funding Agreement for Public Improvements and the Landscaping Maintenance Agreement on
behalf of the City Council, subject to approval as to form by the City Attorney, and to take any
other action reasonably necessary to carry out the intent of this resolution.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a regular meeting held on the 14"' day of
November, 2012 by the following vote:
AYES: Councilmembers Mark Addiego, and KaryI Matsumoto,
Vice Mayor Pedro Gonzalez and Mayor Richard A. Garbarino
