CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AUTHORIZING THE CIRCULATION
OF A REQUEST FOR PROPOSALS TO PREPARE A
COMPREHENSIVE ZONING ORDINANCE
BE IT RESOLVED by the City Council of the City of South San Francisco that:
1. Approval of Request for Proposals.
The request for proposals entitled "Request for Proposals to Prepare a
Comprehensive Zoning Ordinance" is hereby approved, and a copy of said request is
attached hereto as Exhibit "A."
2. Authority to Circulate Request for Proposals.
The City Manager is authorized to cause said Request for Proposals to be
circulated and advertised for the purpose of soliciting such proposals from quali-
fi ed consultants.
I hereby certify that the foregoing Resolution was regularly introduced and
adopted by the City Council of the City of South San Francisco at a regular
meeting held on the 24th day of October , 1984, by the following
vote:
AYES: Councilmembers Mark N. Addiego, Emanuele N. Damonte, Richard A. Haffey,
Gus Nicolopulos; and Roberta Cerri Teglia

REQUEST FOR PROPOSALS TO PREPARE A COHPREHENSIVE ZONING ORDINANCE
The City of South San Francisco is requesting proposals from qualified planning
consultants to prepare a comprehensive Zoning Ordinance. The new Zoning Ordinance
must contain the following major elements.
1. The creation of new zones which are consistent with the recently adopted Land
Use, Circulation and Transportation Elements of the General Plan.
2. Revised parking standards, particularly for uses such as research and develop-
ment, multi-tenant warehouse-office buildings, shopping centers, multiple-family
developments, large office and mixed-use developments and uses in the downtown
area.
3. Complete new sign standards and regulations.
4. Updated requirements and procedures for the City Council, Planning Commission,
Design Review Board, and the proposed Board of Zoning Adjustment.
5. Updated procedures on revocation hearings, appeals, interpretations, and the
processing of Use Permits, Variances, Specific Plans, Rezonings, Planned
Developments, and other discretionary items.
6. Drafts and final mylar reproducible copy of a new zoning map.
7. A more comprehensive list of definitions.
8. Revised site development standards.
9. New standards regulating addi. tions and accessory buildings for single-family
residences.
10. New performance standards for certain intensive uses.
ll. Updated procedures for enforcement actions.
12. Appropriate diagrams to illustrate setback requirements, parking standards,
sign standards, etc.
13. Incorporation of the basic California Environmental Quality Act (CEQA) re-
quirements, General Plan consistency requirements, and State processing
requirements.
14. More detailed provisions on the continuation and termination of non-conforming
uses and buildings.

In an attempt to accelerate the process, City staff will provide the consultant
with the proposed zone classifications and general direction to assist the consult-
ant in preparing this new. Zoning Ordinance.
Because of the importance of this project to the City, a schedule of approximately
six months has been established by the City to complete this project. The follow-
ing more detailed timetable has been prepared to establish a maximum time period
to complete each portion of this process
Task
1. Meetings with Staff
2. Preparation of an Administrative Draft
3. Preparation of Public Hearing Draft
4. Public Hearings before the Planning Commission
5. Modifications as a result of Planning Commission Hearings
i. Recommendations by the Planning Commission
7. Public Hearings before the City Council
8. Modifications as a result of City Council Hearings
9. City Council introduction of an Ordinance
10. City Council's second reading and adoption 'of an Ordinance
MAXIMUM TIMETABLE

Each consultant should submit a recent statement of qualifications and experience.
Examples of recent Zoning Ordinances should be submitted with the proposal. An
hourly rate should be submitted for each staff person assigned to this project. Al-
so, a "not to exceed" figure must be submitted based upon the above described time-
table.
Five (5) copies of the proposal must be submitted. The consultant should also in-
clude duplication costs for the five (5) administrative drafts. All of the other
printing costs will be borne by the City.
The final Ordinance must be placed on discs for both the A. B. Dick Word Processor
_ Magna III and the IBM Personal Computer. These-discs will become the property of
the City of South San Francisco.

The consultant should plan to attend at least six meetings with the Planning Commis-
sion and City Council.
All proposals must be submitted to the Planning Division, 753 Del Monte Avenue, South
San Francisco 94080 (P.O.Box 711, South San Francisco 94083) no later than November
7, 1984. Two or three of the consultants will be selected for interviews tentatively
scheduled for the week of November 12-16, 1984.
