REDEVELOPMENT AGENCY OF THE CITY OF SOUTH SAN FRANCISCO
STATE OF CALIFORNIA
A RESOLUTION APPROVING THE REQUEST
FOR PROPOSALS FOR CONSULTANT SERVICES
RELATED TO THE PREPARATION OF AB315
HOUSING PRODUCTION PLAN AND AB1290
IMPLEMENTATION PLAN
WHEREAS, recent California Redevelopment Legislation has
changed the manner in which Redevelopment Agencies operate,
undertake redevelopment assisted activities, expend housing set-
aside funds, and report activities of their respective projects;
and
WHEREAS, two major pieces of legislation, AB315 and AB1290
have been enacted; and
WHEREAS, AB315 requires that Agencies adopt, for each project
area, a Plan for meeting low and moderate income housing production
requirements and AB315 for Agencies to identify and implement
strategies that will ensure compliance with affordable housing
-- goals; and
WHEREAS, AB1290 establishes a statutory maximum time limit for
incurring and repaying debt, for conducting redevelopment
activities under the Plan, and regulates the expenditure of Housing
Set-Aside Funds; and
WHEREAS, due to the limited staff resources in the area of
redevelopment and the new legislation, staff recommends that
consultant services be procured to assist in gathering required
data and analysis; and
WHEREAS, the Agency has budgeted $25,000 for consultant
services in the fiscal year 1994-1995 and it is proposed that those
funds be used to provide the necessary services.
NOW, THEREFORE, BE IT RESOLVED, by the Board of the
Redevelopment Agency of the City of South San Francisco that:
1. It hereby approves the issuance of a Request for
Proposals for consultant services to provide assistance as follows:
a) data collection and coordination;
b) a report of the analysis to develop the five to ten
-- year plans;
c) to document the conditions of blight and proposed
strategies for mitigation; and
d) prepare the written implementation plan which
reflects the City's policies and procedures for
compliance with redevelopment law.
2. Funding is provided for in the Agency's 1994-1995 budget.
I hereby certify that the foregoing Resolution was regularly
introduced and adopted by the Redevelopment Agency of the City of
South San Francisco at a re§u]ar meeting held on the 10th
day of Au§ust , 1994 by the following vote:
