County of San ~.Jateo,Stateoof California; and
,,~R~AS the rates to be charged for water served in said City of 2curb ~an Frsmci~co w:re estab-
lished in and by Decision No. 155~6 of the Railroad Commission of the State of ~sli£ornia,to which dec'
decision reference is hereby mmde for further particulars;and
WHEREAS Pacific ~ater Company is now engaged in rendering water service in said City for domes
tic,industrial and municipal purposes,including fire protestion,and is charging for such services the
rates established in said decision; and
WHEREAS,upon a thorough investigation made by the City Council of said City,it has boen ascertai~
tained that,if larger water mains and more extended facilities for the service and distribution of
water are rov ded at certain locations in said City,Fire insurance companieswill"'redu5e the£r-raths o'
Premium now charged for Such insurance in said City of South San Francisco to such and extent that
a saving in excess of Seven Thousand Dollarsf~$~,.000.00) per anmun will be realized by persons, firms
and corporations owning property and carrying insurance thereon in said City: and
WHEREAS said City Council believes that such reduction~ in fire insurance premiums will prove
advantageous to said City as an industrial and residance community: and
WHEREAS,in order to ?rocure such reduced ra~es of preminm for fire insurance it will be necessary
to,~rovid and install the facilities described in and set forth upon that certain statement designated
as "South San Francisco Estimate" ,which statement was filed in the office Of the City Clerk of the
City of South San Francisco on the 5th. day of January,1928, said statement being the estimated
cost of the work of extending and enlarging the facilities of the water system of said. Pauific Water
Company as recommended by R.A. Klassen,Assitant City Engineer of said C-,ty of South San rancmsco; and
WHEREJ~S the facilities described and referred to, in said "South San Francisco Estimate" are nos
now usefull or necessary for domestic or industri~,.1 pur?oses in said City o£ South San Francisco and,
according to the rate growth of said Oity of South San ~r,,ncisco and the corresponding expansion
of the water system of said 2acific Water Company in said City, such facilities and enlargements of
said system will not be ne~cessary for domestic and industrial purposes for a ',.eriod of approximately
twelve (12) yemrs from the present timeS and
WHER'EAS such additional fac lities and enlargement of said water system will add to the fire 'f: '"
r~nc~co and will tend to safegaurd property; and

WHEREAS said City i~ withou~ funds required tp provide such facilities aud enlargemeny of
sai~ system and, in order to secure the smme and the benefits of such reduced fire insurance rates,
has requested sai~ Pacific Water Company to provide the same; and
WHEREAS said Pacific Water Company has informed said City that said Pacific Water is willing
to provide and install the facilities mentioned and referred to in said "South Sa~: £ran~isco Estimate"
provided that said Pacific Water Company sha].l be assured of sufficient revenue to amount to the retur:
on the a,~ditional investment made necessary thereby in accordan~:e with the rules of said Railroad Corem:
Co~ missi.~n; and
WHEREAS the mm~ber of fire hydrants which will be actually installed and ~n use in said City of
South San Francisco in the very near fr. rture is One HundreS, smd ~ifty (150),and said City Council,
having in view sll the conditions existing in said City and hereinbefore recited and the objects and
p~rposes of this resolution,beleives that a hydrant charge of Three Dollars I~$.$0) per Hydraht per
month is a reasonable amo~mt to be fixed as the charge for such hydrant service for said one hundred
and £ifty~'(150) hydran~,s and ~o Dollars ~$2.00) per hydrant per month,is a reasonable charge to be '
fixed for such hydrant service for all hydrants in excess of said one hundred and fifty (150) hydrants
to be hereafter insta!led in said City;
~SOLVED by the City Council of the City of South San Francisco that said City join with said
Pacific Water Company in an applicatiofl to the Railroad Commission of the Sta:~.e of California to have
the fire hydrant charge to be made by said Pacific Water Company for fire hydrant service established
in accordance with the terms of this resolution.
