THE INDUSTRIAL CITY," passed and adopted by said CITY COUNCIL ON THE 6th
DAY OF AUGUST, 1928.
WHEREAS, on the 6th day of August, 1928, the City Council oi' the City o~f
South San Francisco passed and adopted a certain ordinance numbered 1~7, of which or-
dinance a copy is hereinafter set lorrY; sma
WHEREAS it is provided in that certain Act of ~he Legislature oZ' the State
o£ California entitle~, "An act authorizing municipal corporations, 0~her than freeholder
charter cities to levy and collect a tax for par~, ~ueic an~.; advertising purposes,"
approved April 10, 1911, tha~ such Ordinance shall not become effective until the same
shall have been submitted to the electors o£ such municipal corporation at a special
election to be hel~ i'or tna~ purpose;
NOW, THEREFORE, resolved by the City Council o£ the City oi' South San
Francisco that a special election is hereby called and shall be held in the City of South
San Francisco, County of San Mateo, State oI' California, on Tuesday, the ll~h day oI'
September, 1928, for the purpose oI' submitting to the qualified electors the ordinance
hereinOeZOre mentioned and hereinafter set i~orth.
And the las~ mentioned date, to-wit, the llth day of September, 1928, is
hereby fixe~ as the Gate £or~ holding said special election.
The. manner of holding said special election and of voting thereat for and
against said ordinance shall be as provided by law £or holding municipal elections in
said City oi' South San Francisco, and in all particulars not provided for by law for
holding municipal elect'ions in said City, the general elections laws of the State oi'
California. so far as the same may be applicable, shall apply. In all other respects
the manner of holding said special election shall be as herein provided.

~or the purposes of holding said special election said City. o~ South S~n ~'ran-
cisco has been divided and now is divided into four (4) elections precincts respectively
to be known as Consolidated Voting Precinct "~", Oonsolidated Voting Precinct "B", Oonsolidated
Voting Precinct "C" and Consolidated Voting PreCinct "D".
Consolidated Voting Precinct "A" shall include all the territory described in
South San Francisco Precinct No. I ana South S~an Francisco Precinct No. 4, as established
by 0rdin~nce No. J55 oi' the Board of Supervisors of the County of San M~teo, State of Calif-
ornia, adopted on t~e l£th'day of December, 1927, dividing said County in election precincts
a~d establishing the boundaries thereof, and the polling place for said Consolidated Voting
Precinct "A" shall be in Brawn's Garage at No. 628 Miller Avenue, in said City of South San
Francisco.
Consolidated Voting Precinct "B" shall include all the territory described in
$oul~h San ~rancisco Precinct No. 2, South San ~rancisco Precinct No. 5, South San Francisco
~Precinct No. $ and Sou~h San Francisco Precinct No. 7, as established by said ordinance o~
the Board of S~pervisors oi' said~ San Mateo Cou~uty, aha the polling place for saia Con-
solidated Voting Precinct "B" shall be in the~basement of the City H~ll of said City~
Consoliaated Voting Precinct -"C" shall include all the territory described in
South Sau~ancisc° Precinct ,No~ j, South Sau ~rancisco Precinct No~ ~ and Sout~ San ~ran-
cisco Precinct No. ~ as established by s~id 0rdinsnce of the Board of Supervisors o~ said
County of San Mateo, and the polling place for said Consolidated Voting Precinct "C" shall
be at 218 Linden Avenue in said City.
Consoliaated Voting Precinct "D" shall include all the territory described in
South San Francisco Precinct No. 10, South San ~rancisco Precinct No.ll aha Sou~h Sam Fran-
cisco Precinct No. 1E, as establishea by said Ordinance o~ mhe Board o±' Supervisors of said
County of San M~eo, and the polling place for said Consoliaated Voting Precinc~ "D" shall
be in Pala~'s N~ll a~t the northeast corner of Lux Avenue an~ San Bruno Road in said City.
That said election shall be conducted by boards of election consisti~ oi one (1)
Inspector, One (1) Judge ana two ~) Clerks for each precinct whose duties and powers shaP1
be ~nd are ~he s~me as those of boards oi' election and of such elections officers, res-
pectively, under the law governing municipal elections of said City oi' South San ~rancisco,
and in particulars not covered by~ such l~w, then under the general laws of the State of
C~lifornia. If any of the members of sai~ Boards of Election hereinafter named fail to
attend at the opening of the polls on the morning oi' Such election, the qualified electors
of that pre¢inc~ present at that hour, including members of the board, may supply the place
of~ any such absen~ member by appointmenZ, as provided by said general election laws.
At sai~ special election, the polls shall be open at six o'cloc~ of the morning
of such election and shaP1 be kept open unZil sev~n o'clock in the a~ternoon of the s~me ~ay
when the saia polls shall be closed.
In said Consolidated Voting~ Precincts the polls sh~ll be held at the places afore-
said and the election conauc~ed as a~oresaid by said Inspectors, Judges ond Clerks, respect-
ively, hereinafter named as ±'ollows, to-wit: In Consoliaated Vot~ing Precinc~ "A" the In-
spector shall be Elsie M. Dotson, the Judge shall ~e E~te A. Maynard, ~ne Clerks~ shall be
Annie Flink and Alice M. Young.
In Consolidated Voting Precinct "B" the Inspector shall be James E. Sullivan,
the Judge shall be Ann Perry, t~e Clerks shall be Angelo ~Canziani and Annie Conrad.
In Consolidated Voting Precinct "C" the 'Inspector s~ll be Rebecc~ Kay, t~e Judge
shall be Andrew Sorenson, ~he Clerks shall be Gertruse Mutti and Ethel M. Davidson~
In Consolidated Voting Precinct "D" the Insp,ector shall be Minnie Hendel, the
Judge sh~ll be ~rances Garcia, the ClerEs shall be George Roll and ~iorina Bel~rami.
And sai~ polling places above designated have been fOund and are hereby determined
to be suitable ana proper places for holaing such special election, and said several persons
above designated as members of the respective Boards of Election have been found and are

hereby determined to be qualified for said respective positions on said Boards of Election
as required by law and they shall and will be an~ are hereby appointed ~s such officers to

shall meet and canvass said returns when received and declare the result o±' said special

A suffician$ number of ballots shall be and is hereby directed to be prepared
and caused to be printed ±'or said precincts as provided for by law and upon the proper kin~
of paper, to-wit:
The same as used at general elections in the Sta~e p-r California, by the Cler~
of the City of South San ~r~ncisco ~nd be furnished an~ provided for the use of the voters
at said special election at the expense of t~e City ol' Sout~ San Francisco, and to have the

Any voter who desires to vote in favor of said ordinance and to accept such
ordinance may do so by stamping a cross {x) in the votinE square on t~e right hand mar-
gin of his ballot, after and opposite the word "Yes", and 'after such ballot shall be so
stamped and deposited in the ballot box it shall be counted as provided by law as a vote
in favor of such ordinance an~ accepting the same. ~
Any voter who desires to vote against.said ordinance and to reject such or-
dinance may do so by stamping a cross (xl in the voting square on the right hand margin

JUNE, 19£9, FOR THE PURPOSES OF ADVERTISING SOUTH SAN

The City Council of the City cE South San Francisco do ordain as follows:
Section 1. There is hereby levied and ~ere shall be collected on all taxable
property in the City o£ South San Francisco for the fiscal year commencing on the first da
of July, 19£8, and ending on the thirtieth day of June, 19~9, a tax in ~he amount of seven
(7) cents upon each One Hundred Dollars ~$100.00) of said properZy, in addition to all oth
taxes now authorized by law to be levied· Said~tax sh~ll be collected only for said £isc

Section 2. Said tax shall be used only for the purpose of constructing in said
City of Sout~ San Francisco a concrete hillside sign to advertise said City of South San
Francisco as the industrial city.
Section Z. Said tax shall be collected a.t the time and in the manner now pro-
vided by law and ordinance No. £1 of said city entitled "An Ordinance Providing a System
for the Assessment, Levy and Collection of all City Taxes in the City of South San Fran-
cisco,'' which ordinance was adopted ~y the Board of Trustees of the City oi' South San
~rancisco on the 19th day of April,1909.

Bection 4. This ordinance sh~ll not become effective u~til the Same shall have been
submitted to the electors of said City of Sou.~h S_~n Francisco at a special election held for that
purpose. If, upon canvassing the votes cast at such an election, 'it is found that a majority
of the votes so cast are in favor of this ordins~ce, the same shsI1 become effective, ar~l said

On Tuesday, the llth ~day o~ September, 1928, the qualified electors of said City
South San ~rancisoo are hereby invited to vote for or against said ordinance.
Notice is hereby further given as follows:
For the purposes of holding said special election said City of South San Francisco
has been d.ivided and now is divided into four {4) election precincts respectively to be
known Ss Consolidated Voting Precinct "A", Consolidated Voting Precinct "B", Consolidated
Voting Precinct "C" and Consolidated Voting Precinct "D".
Consolidated Voting Precinct "A" shall include aL1 the territory described in
South San Francisco Precinct No. I and South San ~rancisco Pre~cinct No. 4, as established by
Ordinance No. 353 of the Board 'o~ Supervisors of the County of San Mateo, State of Calif-
ornia, adopted on the 12th day of December, 1927, dividing said County in election precincts
and establishing the boundaries thereof and the polling place for said Consolicated Voting
Precinct "A" shall 'be in Brawn's Garage at No. 628 Miller Avenue, in said City of South San
Franc i sco.
Consolidated Voting Precinct "B" shall include all the territory described in South
San ~rancisoo Precinct No. 2, South San Francisco Precinct No. 5, South San Francisco Pre-
cinct No. 6 and Sou~h San ~rancisco Precinct No. 'f, as established by said ordinance of the
Board of Supervisors of said San Mateo County, and the polling place for said Consolidated
Voting Precinct "B" shall be in the basement of the City Hall of said City.
Consolidated Vo~ing Precinct "C" shall include all the territory described in
Bouth San ~raucisco Precinc~ No. 3, Sou~ San Francisco Precinct No. 8 and Soumh San Fran-
cisco Precinct No. 9 as established by said Ordinance of ~e Board ol' Supervisors of said
County oI' San Mateo, and ~he polling place i'or said consolidated Voting Precinct "C" shall
be at 218 Linden Avenue in said City.
Consolidated Voting Precinct "D" shall include all the territory described in
Sout~ San Francisco Precinct No. lC, South S~u ~rancisco Precinct No. ll and South San
Francisco Precinct No. 12 as established by said Ordinance of the Board oi' Supervisors of
said County o±' San Mateo, and the polling pla~e Zor said Consolidated Voting Precinc~ "D"
shall be in l~ala's Hall at the northeast corner of Lux Avenue and San Bruno Road in said
City.
At said special election, the polls shall be open at six o'clock of the morning
of such election amd shall be kept open until seven o'clock in the ai'ternoon of the same
day when the said polls shall be closed.
In said Consolidated Voting Precincts the polls shall be held at the places
aforesaid and the election conducted as a±'oresaid by said InsPectors, Jtulges. and Clerks
respectively, ,hereinafter named as follows', to-wit: In Consolidated Voting Precinct "A" the
inspector shall be Elsie M. Dotson, the Judge shall be Kate A. Maynard and the Clerks shall
be Annie Flink and Alice ~, Young.
In Consolidated Vo~ing Precinct "B" the Inspector shall be James E. Sullivan, the
Judge shall be Ann Perry, the Clerks shall be Angleo Canziani an~ Annie Conrad.
In Consolidated Voting Precinct "~" the Inspector shall be Rebecca Kay, the Judge
shall be Andrew Sorenson, the Clerks shall be Gertrude Mutti and Ethel ~. Daviason.
In Consolidated Voting .Precinct "D" the Inspector shall be Minnie Henkel, the
Judge shall be Frances Garcia, the Clerks shall be George Roll and Fiorina Beltrami.
The ballot to be use~ at said special election shall have the i'ollowing n~at~er

by law as a vote in favor of such ordinance ~nd accepting the some.
Any voter who desires to vote a~ai~nst sai~ ordinance ~nd to reject such
ordinance m~y do so by st~mping a cross (x) in the voting squ~re on the right hand

so at said special election as stated in said form of ticket by stamping a cross
in the voting squ~re in the right hand margin ~of the ballot, received from one of the
aforesaid Boards of Election, after and opposite the wora "yes", and after said ballot
shall have been so stamped and deposited in the ballot box, it shall be canvassed and
counted as required by law as a vote in f~vor of said ordi~nce.
Ana any voter who desires to vote against said ordinance and to reject such
ordinance, may do so a~ said special' election, as stated in said form of ticket, by
stamping a cross ~xl in the voting square in the right hand margin oi~ his ballot,
received from one'of the aforesaid Boards of Election, after and opposite the word
"No", and after s~id ballot sh~ll be so stamped and depositea in the ballo~ box, i~
shall be canvassed ~nd counted as provided for by law as a vote against s~ia ordinance.
