A RESOLUTION OF THE CITY COUNCIL OF THE CI~f '0F SOUTH SAN FRANCISCO
DECLARING ITS INTENTION TO IMPROVE PORTIONS 0F SWIFT AVENUE IN. THE
CITY 0F SOUTH~SAN FRANCISC0~ ~.
WHEREAS public interest and convenience require that the work and im-
provement hereinafter described should be done; and
WHEREAS, in the opinion of the city council of the City of South San
Francisco, said contemplated work ~nd improvement is, and is hereby ~eclared
to be of more than local or ordinary public ~enefit;
NOW, THERE~0RE, resolved by the City Council of the City of South
San Francisco that it is the intention of said City Council to order the follow-
ing work and improvement to be done in the said City, to-wit:
That Swift Avenue from the southeasterly line of the right of way of
the Southern Pacific Company to a line drawn at right angles across said Swift
Avenue, which line if distant 5070 feet measured along the centerline of Swift
Avenue from the intersection of the centerlines of Grand Avenue and Swift Avenue,
including all street or avenue intersections and terminations and portions there-
of within the lines and limits of the streets and avenues hereinbefore described,
be improved as follows, to-wit:
(al By grading said Swift Avenue for the widths and lengths as all are
more fully shown on the plans, profiles, detailed drawings and specifications
hereinafter particularly referred to.
(b) By constructing hydraulic cement concrete intergral curb and gutter
and hydraulic cement concrete sidewalks in and along said avenue for the lengths,
forms, sizes, dimensions and in the particular locations, as all are more fully
shown on the plans, profiles, detailed drawings and specifications hereinafter
particularly referred to. ~
(c)~ By paving in the roadway of said avenue for the length, width and in
the particular locations, as all are more fully shown on the plans, profiles, de-
tailed drawings and specifications hereinafter particularly referred to, with a~
hydraulic cement concrete base pavement e~ght_ (8) inches in thickness and an asphaltic con-
crete Wearing surface two (2) inches in thickness; excepting therefrom, ~however, the
pavement eighteen (18) feet in width, existing on Swift Avenue.
(d) By constructing along the edges of the proposed pavement hereinbefore
described, at all places where such pavement does not abut or adjoin the herein pro-
posed concrete gutter and also along a portion of the southerly edge of said pavement
eighteen (18) feet in width existing on Swift Avenue redwood headerboards of the sizes,
dimensions and for the lengths and in the particular loc~tions, as all are more fully
shown on the plans, profiles, detailed drawings and specifications hereinafter part-
ieularly referred to.
(e) That the following portions of the existing pavement on Swift Avenue from
Engineer's ~-station 14 x 50 'to lB x 00, and from Engineer's station 19 x §0 to 20 x 00
be taken out and removed and that the total length along the said existing pavement
from Engineer's s~tion 14~x 60 ~to Engineer's station 20 x 00 be improved by construct-
lng thereon a new subgrade and an hydraulic cement concrete base pavement
eight 18) inches in thickness; and also that the following.portions of the
existing pavement on Swift Avenue from Engineer's station 14 x 00 to Engineer's
station 14 x 50, from Engineer's station 20 x 00 to Engineer's station 20 x 50,
and from~Engineer's station 5~. x '00 to Engireer's station 36 x 00 be brought
up to the official cross-section by placing on the top of such existing pave-
ment asphaltic concrete to the thickness as shown on said plans therefor, all
to be in accordance with the plans, profiles, detailed drawings and specific-
tions hereinafter particularly referred to.
(f) By constructing on said existing pavement and on the repaired portions
of said pavement, as above specified on Swift Avenue, for the full length
thereof and for a width of eighteen (181 feet, an asphaltic concrete wearing
surface two (2) inches in thickness.

Ih) Also that hydraulic cement concrete Pipe storm water sewers and red
burnt brick manholes, capped with cast iron frames and covers, and red burnt
brick catch basins, capped with cast iron frames and gratings, be constructed
in, along, and across Swift Avenue to the depths, sizes, dimensions and in the loc-
ations, as all are more particularly shown on th~ plans, profiles, detailed
drawings and specifications hereinafter particularly referred to, as follows, to-wit:
One such storm water sewer with two such catch basins in Swift Avenue at its
intersection withIndustrial Way from Engineer's station 1 x 6E to connect with the
herein proposed concrete box culvert 94 feet easterly therefrom.
One such storm watersewer with two such manholes and four such catch basins
extending from Engineer's station 1Z x 9~ to Engineer's station £8 x 69; thence
across Swift Avenue to the northerly gutter at Engineer's station E8 xS1.80.
One such storm' water s~wer with one such catch basin across Swift Avenue at
Engineer, s station 19 x 00 to connect with the above described storm water sewer;
two such catch basins on each side of Swift Avenue at Engineer's station Z9 x 60.
One such storm water sewer with two such catch basins in Swift Avenuein the
termination of Allerton Avenue in Swift Avenue and between Engineer's station
~Z x 8~ and Engineer's station
One such storm water sewer and one such manhole connecting the existing
twenty-four ~2~) inch storm water sewer crossing Swift Avenue near Allerton
Avenue with the above described catch basin at Engineer's station A~ x 8~.
One such storm sewer at the northerly end of the existing box culvert
at Engineer's station l~ x 9~ and one such storm water sewer at the south-
erly end of the existing box culvert at Engineer's station lB x 9~.
I j l Also that a steel reinforced hydraulic cement concrete box culvert
be constructed, of the form, sizes, dimensions and in the particular locations,
as all are more fully shown on the plans, profiles, detailed drawings and
specifications hereinafter particularly referred to. Said box culvert shall
extend from the southerly end of the existing concrete box culvert at the inter-

sizes, dimensions and in the particular locations, as all are more fully showm

icularly referred to, be constructed on each end of the existing concrete box
culvert across Swift'Avenue at Engineer's station lB x 9~.
Ill Also that salt glazed, vitrified pipe sanitary sewers with hydraulic
cement concrete manhole, capped with cas~ iron frames and covers, be con-
structed of the form, sizes, dimensions and in the particular locations as
shown, on said plans, profiles, detailed drawings and specifications herein-
after particularly referred to across Swift Avenue at its intersection with
Industrial Way.
All work herein provided for shall be done in accordance with the special
plans, profiles and specifications for said work and to the official grade
shown upon said plans, profiles and specifications, which plans, profiles
thereof and for a width Of eighteen (18) feet, an asphaltic concrete wearing
surface two (2) inches in thickness.

in, along, and across Swift Avenue to the depths, sizes, dimensions and in the loc-
ations, as all are more particularly shown on th~ plans, profiles, detailed
drawings and specifications hereinafter particularly referred to, as follows, to-wit:
One such storm water sewer with two such catch basins in Swift Avenue at its
intersection wi thIndus trial Way from Engineer's station I x 62 to connect with the
herein proposed concrete box culvert 94 feet easterly therefrom.
One such storm watersewer with two such manholes and four such catch basins
extending from Engineer's station l~ x 9~ to Engineer's station 28 x 69; thence
aoros.s Swift Avenue to the northerly gutter at Engineer's station 28 ~B1.80.
One such storm water Bswer with one such catch basin across Swift Avenue at
Engineer_ts station 19 x 00 to connect with the above described storm water sewer;
two such catch basins on each side of Swift Avenue at Engineer's station 39 x 60.
One such storm water sewer with two such catch basins in Swift Avenuein the
termination of Allerton Avenue in Swift Avenue and between Engineer's station
4Z x 87 and Engineer's station 44 x 67.
One such storm water sewer and one such manhole connecting the existing
twenty-four (24) inch storm water sewer crossing Swift Avenue near Allerton
Avenue with the above described catch basin at Engineer's station 43 x 87.
One such storm sewer at the northerly end of the existing box culvert
at Engineer's station 13 x 9~ and one such storm water sewer at the south-
erly end of the existing box culvert at Engineer's station 13 x 96.
(j) Also that a steel reinforced hydraulic cement concrete box culvert
be constructed, of the form, sizes, dimensions and in the particular locations,
as all are more i~ully shown on the plans, profiles, detailed drawings and
specifications hereinafter particularly referred to. Said box culvert sh~ll
extend from the southerly end of the existing concrete box culver~ at the inter-
section of Swift Avenue and Industrial Way to the southerly line of Swift Avenue.
([k) Also that steel reinforced hydraulic cement concrete walls of the forms,
sizes, dimensions and in the particular locations, as all are more fully shown
on'~he plans, profiles, detailed drawings and specifications hereinafter part-
icularly referred to, be constructed on each end of the existing concrete box
culvert across Swift'Avenue at Engineer's station 13 x 96.
(1) Also that salt glazed, vitrified pipe sanitary sewers with hydraulic
cement concrete mauhole, capped with cast iron frames and covers, be con-
structed of the form, sizes, dimensions and in the particular locations as
shown on said plans, profiles, detailed drawings and specifications herein-
after particularly referred to across Swift Avenue at its intersection with
Industrial Way.
All wOrk herein provided for shall be done in accordance with the special
· plans, profiles and specifications for said work and to the official grade
shown upon said plans, profiles and specifications, which plans, profiles
and specifications are entitled, "Plans, profiles, detailed drawings and
specifications for the construction of improvement work upon Swift Avenue
in the City of South San ~rancisco, County of San Eateo, State of California,"
which plans, profiles, detailed drawings and specifications were heretofore
adopted by said City Council on the 24th day of June. 1929, and are now on
file in the office of the City Clerk, to which plans, profiles, detailed
drawings and specifications reference is hereby made for a full description
of said work and for the locations and extent of the work to be done here-
under and for a particular desc~ption of the bo~udaries of the district
herein mentioned. There is excepted, however, from the above mentioned work
any and all such work as has been already done to official grade.
And said City Council does hereby determine and declare that said proposed
work and improvement is of more than local or ordinary public benefit and

will affect and benefit the lands and district hereinafter described, which said
district is hereby declared to be the district benefitted by said work and im-
provement and that therefore the entire c'~sts and expenses of said work and im-
provement shall, be and are hereby made chargeable against and shall be assessed
uPOn said lands and district, except as hereinafter expressly provided, which
district is within said City of South San Frandisco, County Of Saix M_~teo, State
of California, and particularly bou_uded and described as follows, to-wit:
Beginning at.point of intersection of the southerly line of Grand
Avenue with the easterly line of Division Street in the City of South San Fran-
cisco, County of San Mateo, and State bf California; running thence from said
point of beginning norhteasterly along said line of Division Street to a point
where it is intersected by the westerly production of a line drawn parallel
to and distant 200 feet at right angles northerly from the northSrly line of
Swift Avenue; thence easterly along' said parallel line to its intersection with
the line dividing the right of way of the Sou~h San Francisco Belt Railway and
the 8.253 acre tract of the South San Francisco Land and Improvement Company;
thence northeasterly along the southeasterly line of said right of way t6 its
intersection with the northwesterly line of the 25.1£6 acre tract of the South
San Francisco UniOn Stock Yards; thence northeasterly along said last mentioned
line to the most northerly corner of said tract; thence s'outheasterly along the
northeasterly lines of said 25.126 acre tract and the 18.889 acre tract of
said South San Francisco Union Stockyards, crossing the right of way of the
South S~u Francisco' Belt R~ilway and Allerton Avenue to the northeasterly cor-
ner of said 18.889 acre tract; thence in a direct line southeasterly to the
northwesterly corner of the W. P. ~uller and Company 8 acre tract; thenbe
easterly along the northerly line of s~id last mentioned tract and its pro-
duction easterly to the westerly line of the 1.556 acre tract of said W.
Fuller and Company; thence northerly along said last mentioned line to the
northwesterly corner of said 1.556 acre tract; thence easterly along the north-
erly lines of said 1.556 acre tract and the 1~.47 acre tract of said W. P. Fuller
and Company to th~ northeasterly corner of said last n~med tract; thence south-
erly along the easterly line of said 17.4~ acre tract and crossing into the
right of way of the South San Francisco Belt Railway to a point where it is in-
tersected by the southwesterly production of the northwesterly line of the
Catal~ti5 Chemical Company 0.492 acre tract; thence northeasterly along said
southwesterly production and following the boundaries of said o.49£ acre tract
~nd the westerly production of its southerly line northeasterly, southeasterly,
southwesterly and westerly to the above mentioned easterly line of the W.
~uller and Company 17.47 acre tract; thence southerly along said easterly line
to the most southerly corner of said tract; thence westerly and following the
southerly line of the property of W. P. Fuller and Company and the northwesterly
production of said line to the 'most southerly corner of the property of the
Western Meat C~' '
om~oany, thence northwesterly~ and westerly along the southerly
boundary of th~ property of said Western Meat Company and its production west-
erly to the southeasterly corner of the American Marble and Mosaic Company's
6 acre tract; thence westerly along the southerly line of said 6 acre tract
and its~ production westerly to the southeasterly corner of the Growers' Rice
Milling Company's 2.2~,3 acre tract; thence westerly along the southerly line
of said 2.233 acre tract and crossing ~he right of,way of the South San Fran-
cisco Belt Railway and continuing westerly along the southerly line of the
1.452 acre tract of the said Growers' Rice Milling Company to the southwesterly
corner thereof; thence northerly along the westerly line of said 1.452 acre
tract and its production northerly to a point where said production is inter-
sected by a line drawn parallel to and distant '200 feet at right angles south-
westerly from the southwesterly line of Swift Avenue; thence northwesterly and
westerly paralleling Swift Avenue at a distance of 200 feet a~ right angles
southerly from its southerly line to the northeasterly line of Division Street
extended southwesterly; thence northeasterly along said southwesterly extension
to the point of beginning; said district being more fully shown upon that certain
map entitled "Map showing Assessment District Under Resolution of Intention No.
66," on file with the City Clerk of said City of South San Francisco, to which m~p
reference is hereby made.
Saving and excepting and excluding from said district all public
streets, avenues and alleys, lanes, courts and places included and contained.
Notice is hereby given that serial bonds to represent unpaid assess-
ments and bear interest at the rate of seven ~?) per cent per annum will be issued
hereunder in the manner specified in the "Improvement Bond Act of 191~" and the
amendments thereto, the last installment of which bonds shall mature nine
years from the £nd day of July next succeeding ten Il0) months from their date.
"The Enterprise and the South San Francisco Journal", a newspaper of
general circulation, printed and published in said City of South San Francisco, is
hereby designated as the newspaper in which this resolution of intention shall be~
published, and the City Clerk is hereby directed to cause this resolution of in-
tehtion to be published by two ~2) insertions in the manner and form required by,
the line dividing the right of way of the ;o and
the 8.2~5 acre tract of the South San Francisco ~,and and Improvement Company;
thence northeasterly along the southeasterly line of said right of way t~ its
intersection with the northwesterly line of the 25.126 acre tract of the South
San Francisco Union Stock Yards; thence northeasterly along said last mentioned

northeasterly lines of said 25.126 acre tract and the 18.889 acre tract of
said South San Francisco Union Stockyards, crossing the right of way of the
South San Francisco" Belt Railway and Allerton Avenue to the northeasterly cor-

tract and its production northerly to a point where said production is inter-
sected by a line drawn parallel to and distant 200 feet at right angles south-
westerly from the southwesterly line of Swift Avenue; thence northwesterly and
westerly paralleling Swift Avenue at a distance of 200 feet a2 right angles
southerly from its southerly line to the northeasterly line of Division Street
extended southwesterly; thence northeasterly along said southwesterly extension
to the point of beginning; said district being mor~ fully shown upon that certain
map entitled "Map showing Assessment District Under Resolution of Intention~ No.
66," on file with the City Clerk of said City of South San Francisco, to which map
reference is hereby made.
Saving and excepting and excluding from said district all public

The SuPerintendent of Streets shall cause to be conspicuously posted
along the line of said contemplated work or improvement, at not more than Three
Hundred ~00) feet in distance apart, and along all the open streets within said
district and in front of all the property liable to be assessed and not more than
three hundred ~00) feet in distance apart, but not less than three ~J) in all in
each street in said district, notices of the passage of this resolution of intention,
in the manner and form required by the "Improvement ~ct of 1911" and the amendments
thereto.
Notice is hereby given that on Monday, the 15th day of July, 1929, at the hour
of ?:50 o'clock P. M. in the Chamber of the City Council of the City of South Saz~
~rancisco~ any and all persons having any objections to the proposed work and
improvement may appear before said City Council a~d show cause why said propesed
improvement should not be carried out in accordance with this resolution,
Except as hereinbefore provide&, all of the herein proposed work Sh~ll be
done 'in pursuance of an act of the Legislature of the State of California,
designated as the "Improvement Act of 1911", approved April 7, 1911, and the
~mendments thereto.
