A RESOLUTION OF THE CITY COUNCIL 0P THE CITY 0F SOUTH SAN FRANCISCO DECLARING ITS INTENTION TO IMPROVE LINDEN AVENUE FR0]~ THE NORTHERLY LINE OF RAILROAD AVENUE TO THE BAY SHORE LINE 0F THE SOUTHERN PACIFIC COMPANY,' DOLLAR AVENUE., AND PORTION 0F TANFORAN AVENUE, AND HUNTINGTON AVENUE EAST, IN SAID CITY OF SOUTH SAN FRANCISCO. WHEREAS, public interest and convenience require that the work and improvement hereinafter described should be done; and_ WHEREAS, in the opinion of the City Council of the City of South Sa~ Francisco, it is the intention of said City Council to order the following work and improve- ment to be done in said City, to-wit: Section 1. That Linden Avenue from the northerly line of Railroad Avenue to the westerly line of the right of way of the Southern Pacific Company's Bay Shore Line, including all intersections and terminations, or portions of such intersections and terminations, within the lines and limits of said Linden Avenue, but excepting, however, from the work herei~ provided for,. but except as hereinafter provided, the portion of said Linden Avenue, consisting of the area between the rails of each of the two railroad tracks crossing Said Linden Avenue, the area between said_ rail-' road tracks and a strip of land two (2) feet in width, measured outwardly and north- erly from the northerly one of said tracks, and measured outwardly and southerly from the southerly one of said tracks, (such excepted areas to be improved, however, by the construction of storm sewers as hereinafter mentioned), be improved as follows, to-wit: (a) By grading said street for the i~ll length hereinbefore described and for the full width thereof, and in accordance with the plans, profiles, detailed draw- ings and specifications hereinafter referred to: (b) Also by constructing on each side of said avenue a combined hydraulic cement concrete curb and gutter and on the westerly side of said avenue a hydraulic cement concrete sidewalk, all for the full length thereof; all of the forms, sizes, dimensions and in the locations as all are more particularly shown on'the plans, profiles detailed drawings and specifications hereinafter referred to; (c) Also by cOnstructing on the roadway of said avenue, between the proposed gutters and for the full length thereof', a pavement consisting of a three (3) inch asphaltic concrete base pavement laid upon a six (6) inch waterbound rock macadam sub-base or cushion and a two (2) inch asphaltic concrete wearing surface laid upon such base pavement, excepting from said pavement, however, two (2) lengths or areas of roadway, each twenty (20) feet-in width, one such length extending from the northerly line of Railroad Avenue to a point' four hundred (400) feet southwesterly ' therefrom and the other such length extending from the westerly right of way line of the Southern Pacific Company'S Bay Shore Branch to a point five hundred and forty (540) feet northerly therefrom measured along said Linden Avenue, and excePting, also portions of the intersection of Railroad Avenue and Linden Avenue, all of such areas or lengths now being occupied by existing pavement; all such areas or lengths shall be improved by resurfacing the said existing pavement with an additional asphaltic concrete wearing surface, of such thickness as to bring such surface up to the grades as shown bn said plans. All the work mentioned in this paragraph shall beto the sizes, dimensions, thickness and in the locations as all are more particularly shown on the plans, profiles, detailed drawings and specifications hereinafter referred to; (d) Also by constructing a steel reinforced hydraulic cement concrete bridge located across said Linden Avenue at a point eight hundred and twenty-two (822) feet southwesterly from the southwesterly line of Railroad Avenue, of the form, sizes, dimensions and in the particular location as all are more particularly shown on the plans, profiles, detailed drawings and specifications hereinafter referred to; (e) Also by constructing a steel reinforced hydraulic cement concrete bridge across said Linden Avenue at apoint two thousand and seventeen (2017) feet southwesterly from the southwesterly line of Railroad Avenue of the form, sizes, dimensions and in the particular location as all are more particularly shown on the plans, profiles, detailed drawings and specifications hereinafter referred to: (f) Also by constructing a steel reinforced hydraulic cement concrete box culvert with two s~ormwater inlets consisting of cast iron frames and gratings across said avenue, at a point three thousand and sixty-nine ('3069) feet southwesterly from the southwesterly line of Railroad Avenue; of the form, sizes, dimensions and to the depth and in the location as all are more particularly shown on the plans, pro- files, detailed drawings and specifications hereinafter refer~ed t°o; (g) Also that twenty-three hundred and thirty-nine (2339) feet of eight (8) inch diameter vitrified salt glazed ironstone pipe sanitary sewer with ten (10) red burnt brick manholes, capped with cast iron frames and covers, be constructed in said avenue at the various locations and to the depths, sizes, forms and dimensions as all are more particularly shown and set forth in the plans, pro- files, detailed drawings and specifications hereinafter referred to, and provided further that nineteen hundred and nineteen (1919) feet of said sewer~be laid upon a wire fabric reinforced cement concrete slab as shoEn on said plans; (h) Also that sixty (60) feet of twelve (12) inch diameter saltglazed vitrified ironstone pipe sanitary sewer with one (1) red burnt brick manhole capped with cast iron frame and cover, be constructed across said avenue at a point two thousand and ten (2010) feet southwesterly from the southwesterly line of Railroad Avenue, and in the particular location and to the depths, sized, forms, and dimensions as all are~more fully shown on the plans, profiles, detailed drawings and specifications hereinafter referred to; said sewer to be laid upon a wire fabric reinforced cement concrete slab as shown on said plans; (i) Also that fifty-eight (58) feet of eighteen (18) inch diameter salt- glazed vitrified ironstone pipe sanitary sewer with one (1) red burnt brick manhole, capped with cast iron frame and cover, be constructed across said avenue, at a point three thousand and seventy-six (30?6)feet southwesterly from the southwesterly line of Railroad Avenue and in the particular location and to the depth, sizes, forms and dimensions as all are more fully shown on the plans, profiles, detailed drawings, and specifications hereinafter referred to; said sewer to-be laid upon a wire fabric reinforced cement concrete slab as shown on said plans; (j) Also that a twelve (1£) inch diameter cement concrete pipe storm sewer with two (2) red burnt brick catchbasins, capped with cast iron frames and gratings, be constructed across said avenue from gutter to gutter, at a point six hundred (600) feet southwesterly from the south- westerly line of Railroad Avenue, and thence continuing said storm sewer from the catchbasin at its easterly end by the construction of two hundred and three and twenty-five hundredths (203.25) feet of fifteen (l~).inch diameter cement concrete pipe storm sewer to the northerly side of the hereinbefore proposed concrete bridge; said storm sewer of both said sizes shall be laid upon a wire fabric reinforced cement concrete slab, all of which shall be of the forms, sizes, dimensions and to the depths and in the particular locations as all are more particularly shown on the plans, profiles, detailed drawings and specifications hereinafter re- ferred to; (k) Also that a ten (10) inch diameter cement concrete pipe storm sewer, with two (2) red burntkbrick catchbasins, capped with cast iron frames and gratings,be constructed across said avenue from gutter to gutter~ at a point eleven hundred and twenty-five (1125) feet southwester- ly from the southwesterly line of Railroad Avenue, and continuing said storm sewer from the catchbasin at its easterly end by construction of two hundred eighty-four and twenty-five hundredths (28~.2~) feet of twelve [12) inch diameter cement concrete pipe storm sewer to be south- erly side of the hereinbefore proposed concrete bridge; said storm sewer of both sizes shall be laid upon a wire f~bric reinforced cement concrete slab, all of which shall be of the forms, sizes, dimensions and to the depths and in the particular locations as all are more particularly shown on the plans, profiles detailed ;drawings and Specifications hereinafter re- ferred to; fl) Also that two (2) lengths of 46 feet each.of 12 inch diameter cement concrete Pipe storm sewer with a red burnt brick catchbasin, capped with cast iron frames and gratings at each end of both such lengths be constructed on each side of Linden Avenue extending .zoutherly from ~he southerly line of R:'.,ilroad Avenue as more particularly shown on the here- inb'efore mentioned plans; (m). Also that forty-four (~4) electroliers, consisting of hollow- spun granite street lighting columns, Westinghouse Belmont design, with Washington street-lighting units and lamps, together with conduit, wires, safety coils and concrete foundations to the nuxnber and of the sizes and .in the particular locations, as all are more ~ully shown on the plans hereinafter referred to, be constructed on both sides of said Linden Avenue for the full length thereof; tn) Also that a steel reinforced cement concrete wall to be con- structed at the westerly end of the existing bridge vhich crosses said Linden Avenue at a point about fifteen hundred.(1500~ feet southerly from the southerly line of Railroad Avenue, ~nd that a steel reinforced cement concrete wall be constructed at the~easterly end of said bridge, both walls to be constructed in such manner as to prevent water from flowing under said bridge, and also that the curb, coping and guard rail of said existing bridge be removed; said walls shall be of the forms, sizes, dimensions, ~nd in the locati'ons as all'are more particularly shown on the plans, profiles, detailed drawings and specifications here- inafter referred to; Section 2. That Dollar Avenue from the southerly line of Linden Avenue to the northerly line of Tanforan Avenue be improved as follows, to-wit: la) By grading said avenue for the full length and full width thereof and in accordance with plans, profiles, detailed drawings and specifications hereinafter referred to; (b~ By constructing on both sides of said avenue, for the full length~thereof, a combined hydraulic cement concrete curb and gutter and by constructing on the westerly side of said avenue, for the full length thereof, a hydraulic cement concrete sidewalk, ~nd also by pav- ing the roadway of said avenue, for the full length thereof and her- ween the herein proposed gutters, with ~ pavement consisting of a three (3) inch asphaltic concrete base pavement laid upon.a six (6) inch waterbound rock macadam sub-base or cushion and two (£) inch 294 asphaltic concrete wearing surface laid upon such base pavement, all of which ahall be of the forms, sizes, dimensions and in the locations as all are more particularly shown on the plans, profiles, detailed drawings and specifications hereinafter re- ferred to; ,(c) Also that sixty (60) feet of eighteen (18) inch diameter cement concrete pipe storm water sewer, with two (2) re~ burnthrick catchbasins, capped with cast iron frames and gratings be constructed across said Dollar Avenue at a point Sire hundred and thirty-five I535) feet southerly from the centerline of ~inden Avenue, all of which shall be of the forms, sizes, dimensions, to th~ depths and in the locations as all are more particularly shown on the plans, profiles, detailed draw- ings and specifications hereinafter referred to. Section 3. That the northerly one-half (½) of Tanforan Avenue, from the West- erly line of the Southern Pacific Company's Bay Shore Branch to the northeasterly line of the right of way of the Southsrm Pacific Company's Valencia Stre~ Branch, including all intersections and terminations and portions thereof, be improved as follows, to-wit: (a) By grading said street for the full length thereof, and for a w~dth'ex- tending from the centerline of said street to the northerly line thereof, and in accord- anCe with the plans, profiles, detailed drawings and specifications hereinafter referred to; (b) By.constructing on the northerly side of said street for the full length thereof a combined hydraulic cement concrete curb and gutter and a hydraulic cement concrete sidewalk,~and also by constructing ~lo~ the cente~rline of said street a two (2) inch by eight (8) inch redwood header board for the full length thereof, and also by paving the roadway area for the full length thereof, for a w~d~h between said proposed headerboard and the herein proposed gutter with a pavement consisting of a three (3) inch asphaltic concrete base pavement laid upon a six (6) inch waterbound rock macadam sub-base or cushio$ and a two (2) inch asphaltic concrete wearing sur- face laid upon such base pavement, all of which shall be of the forms, sizes, dimensions and in the locations as all are more particularly shown .on the plans, profiles, detailed drawings and specifications hereinaTter~referred to; Section 4. That HuntiDgton Avenue East, from the northerly line of Tanforan Avenue northwesterly to a line drawn on a curve across said Huntington Avenue East, which line is parallel with and distant two (2) feet at right angles easterly from the easterly rail of the existing spur track which crosses said Huntington Avenue East northwesterly from said Tanforan Avenue, be improved as follows, to-wit: (a.) By grading said street for the full length as above described for the full width' thereof, and in accordance with the plans, profiles, detailed drawings and specifications hereinafter referred to; (b) By constructing on both sides of said street, for the full length as above described, combined hydraulic cement concrete curbs and gutters, and also by constructing on the northeasterly side of said street, for the full length as above described, a hydraulic cement concrete sidewalk, and also by paving the roadway of said street between the herein proposed gutters with a pavement consisting of three (3) inches of asphaltic concrete base pavement laid upon a six (6) inch waterbound rock macadam sub-base or cushion and a two (2) inch asphaltic concrete wearing sur- face laid upon such base pavement, which shall be of the forms, sizes, dimensions and in the locations .as all are more particularly shown on the plans, profiles, detailed drawings and specifications hereinafter referred to. All work herein provided £or shall be done in accordanqe with the special plans, profiles and specifications for said work, which plans, profiles and spec- ifications are entitled~ "Plans, profiles, detailed drawings and specifications for the construction of improvement work upon Linden Avenue from the northerly line of Railroad Avenue to the westerly line of the right of way of the Southern Pacific Company's ~ay Shore line, Dollar Avenue, Tanforan Avenue and Huntington Avenue East, in the City of South San Frahcisco, County of San Mateo, State of C~lifornia," which plans, profiles, detailed drawings and specifications were heretofore adopted by said City Council on the 3rd day of June, 19Z0, and are now on file in the office of the City Clerk. Reference is hereby n~de to said plans, profiles and specifications for the description of the grade at which the work is to be done and for a £ull des- cription of said work, and for the locations and extent of the work to be done here- under and for a particular description of the boundaries of the district herein mentioned. And said City Council does hereby determine and declare that .said proposed work and improvement is of more than local or ordinary public benefit and will affect and benefit the lands and district hereinafter described, which said district is here- by declared to be the district benefitted by said work and improvement; and that therefore the entire costs and expenses of said work and improvement shall be and are hereby ~ade chargeable against and shall be assessed upon s~id lands and district, except as hereinafter expressly provided, which district is within said City of South San Francisco, County of San Nateo, State of California, and particularly described as follows, to-wit: ~ . Beginning at a point in the northerly line of Railroad Avenue, distant thereon North ?40 27' West 200 feet from the westerly line of Linden Avenue; thence south ?4© 27' East along said northerly line of Railroad Avenue and.its extension easterly 780 (a) By grading said street for the full length thereof, and for a w~dth~ex- tending from the centerline of said street to the northerly line thereof, and in accord- ~.nCe with the plans, profiles, detailed drawings and specifications hereinafterreferred to; ,.. (b) By.constructing on the northerly side of said street for the full length thereof a co~ined hydraulic cement concrete~curb and gutter and a hydraulic cement concrete sidewalk,~and also by constructing along the cente'rline of said street m two (E) inch by eight (8) inch redwood header board for the full length thereof, and also by paving the roadway area for the full length thereof, for a w~d~h between said proposed headerboard and the herein proposed gutter with a pavement consisting of m three (~) inch asphaltic concrete base pavement laid upon a six (8) inch waterbound rock macadam sub-base or cushio$ and a two (2) inch asphaltic concrete wearing sur- face laid upon such base pavement, all of which shall Be of t~e forms, sizes, dimensions and in the locations as ~ll are more particularly shown .on the plans, profiles, detailed drawings and specifications hereinaTter,referred to; Section ~. That Huntington Avenue East, from the northerly line of Tanforan Avenue northwesterly to a line drawn on a curve across said Huntington Avenue East, which line is parallel with and distant two (~) feet at right angles easterly from the easterly rail of the existing spur track which crosses s~id Huntington Avenue East northwesterly from said Tanforan Avenue, be improved as follows, to-wit: (a,) By grading said street for the full length as .above described for the full width' thereof, and in accordance With the plans, profiles, detailed drawings and specifications hereinafter referred to; (b) By constructing on both sides of said street, for the full length ms above described, combined hydraulic cement concrete curbs and gutters, and also ~y constructing on the northeasterly side of said street, for the full length as above described, a hydraulic cement concrete sidewalk, and also by paving the roadway of said street between the herein proposed gutters with a pavement consisting of three (5) inches of asphaltic concrete base pmvement laid upon a six (8) inch waterbound rock macadam sub-base or cushion and a two (E) inch asphaltic concrete wearing sur- face laid upon such base pavement, which shall be of the forms, sizes, dimensions and in the locations .as all are more particularly shown on the plans, profiles, detailed drawings and specifications hereinafter referred to. All work herein provided for shall be done in accordanQe with the special plans, profiles and specifications for said work, which plans,'profiles and spec- ificztions are entitled; "Plans, profiles, detailed drawings and specifications for the construction of improvement work upon Linden Avenue from the northerly line of Railroad Avenue to the westerly line of the right of way of the Southern Pacific Company's ~ay Shore line, Dollar Avenue, Tanforan Avenue and Huntington Avenue East, · " which in the City of South San Frahcisco County of San ~ateo, State of C~lifornia, plans, profiles, detailed drawings and specifications were heretofore adopted by said City Council on the Zrd day of June, 19ZO, and are now on file in the office of the City Clerk. Reference is hereby n~de to said plans, profiles and specifications for the description of the grade at which the work is to be done and for a £ull des- cription of said work, and for the locations and extent of the work to be done here- under and for a p~rticular description of the boundaries of the district herein mentioned. West EO0 feet from the westerly line of Linden Avenue; thence south E~' East along said northerly line of Railroad Avenue and its extension easterly ?80 feet, more or less to the westerly line of Bay Shore Highway; thence southerlyalong s~id westerly line of Bay Shore Highway to its intersection with the westerly line of the Southern Pacific Company's right of way, B~:y Shore Branch, thence on and along said westerly line of the Southern Pacific Company's right of way to its intersection with the most northerly line of that certain tract of land conveyed to A. J. and J. L. Fair- banks Inc. by the South San Francisco Land and Improvement Company by deed recorded ~ay 19, 19E~, in Volt, me l~E of San ~ateo County Official Records, at page ?~; thence along said northerly line extended easterly, to the centerline of said Southern Pacific Company's Bay Shore Branch; thence southerly alon~ said centerline to its intersection with the southerly line of Tanforan Avenue, produced e~sterly; thence westerly along said southerly line of Tanforan Avenue ~nd its production westerly to its intersection with the westerly line of the Southern Pacific Company's Valencia Street Branch right of way; thence northerly 800 feet along said westerly line of the Southern Pacific dompany's Valenica Street Branch right of way; thence lEO feet easterly at right angles thereto, to the point of intersection o~ $~e esst~r~ l'ne of Hun ' g with the easterly line of that certain ~a~±ro~ ng o~ way gran~ ~ ~~r~mst I~cific Compauy by the South San Francisco T,and and Improvement Company and recorded July 18, 1927, in Volume 292 of Official Records of San Mateo County, at page 449; thence northeasterly along said railroad right of way to its, intersection with the southerly line produced westerly of that certain parcel of land conveyed to George H. Morrill Company of California by the South San Francisco Land and Improvement Company, and recorded February 16, 1927, in Volume 282 of Official Records of San ~iateo County at page 155; thence northerly and easterly along the boundaries of said parcel to the southwesterly corner of that certain parcel of land conveyed to the Union Ice Company by the South San Francisco Land and Improvement Company, and re- corded October 6, 191~, in Volume 228 of Deeds, at page 472, Records of San ~ateo County; thence northerly along the westerly boundary of said last mentioned parcel and its production northerly to the northerly line of Railroad Avenue and the point of beginning. Saving and excepting and excluding from said district all public streets, avenues and alleys, lanes, courts and places included and contained. The work of constructing the electroliers herein provided for shall also be done in accordance with the terms ~nd conditions set forth in that certain patent licensee agreement dated May 15, 19~0, and now' on file in the office of the City Clerk of said City of South San Francisco, U. S. Letter Patent for such electroliers being held or controlled by Westinghouse Electric & ~nufacturing Co., and the contractor, to whom said contract~m~y be awarded, will be required to procure such electroliers from said Westinghouse Electric & Manufacturing Co., as provided in said patent licensee agree- ment, Said City of South san Francis~co hereby agrees to pay, out of its general fund one-half of the cost of constructing the most northerly of the two bridges herein pro- vided to be constructed.~ Notice is h.ereby given that serial bonds to represent unpaid assessments and bear interest at the rate of seven (?) per cent per annum will be issued hereunder in the m~nner specified in the "Improvement Bond Act of 1915" and the amendments thereto, the last installment of which bonds shall mature nine (9) years from the gnd day of -July next succeeding ten (10) months from their date. "The Enterprise and The South San Francisco Journal", a newspaper of general circulation, printed and published in said,City of South San Francisco, is hereby de- signated as the newspaper in which this resolution of intention shall be published, and-the City Clerk is hereby directed to cause this resolution of intention to be published by two (2) insertions in the manner and form required by law. The Superintendent of Stree*s shall cause to be conspicuously posted along the line of said contemplated work or improvement, at not more than Three Hundred (300) feet indistance apart, and along all the open streets within said district and in front of all 'the property liable to be assessed and not more than three hundred (300) feet in distance apart, but not less than three (Z) in all in each street in said district, notices of the passage of this reolution of intention in the manner and form required by the "Improvement Act of 1911", and the amendments thereto, Notice is hereby given that on Monday, the ?th day of July, 19Z0, at the hour of 7:30 o'clock p. m. in the Chamber of the City Council, of the City of South San Francisco, any and all persons having .any objections to the proposed work and improvement may apper before said City Council and show cause why said proposed improvement should not be carried out in accordance with this resolution. Except as hereinbefore provided, all of the herein proposed work shall be done in pursuance of an act of the Legislature of the State of C~lifornia, de- signated as the "Improvement Act of 1911,"approved April 7, 1911, and the amend- ments thereto. -,-,-,-,-,-,-,-,-,-,- I hereby certify that the foregoing resolution was regularly intorduced and adopted by the City Council of the City of South San Francisco, this 3rd day of June, 19Z0, by the following vote: Ayes, Councilmen Noes, Councilmen V.
