RESOLUTION OPPOSING TEE DIVERSION OP STATE '
HIGHWAY PUNDS.
~/EREAS the 3tats Department of Finance has proposed the diversion of
motor vehicle revenues, now used exclusively for the maintenance, reconstruction
and construction of highways, to the l~aYment of interest and redemption on outstand-
ing highway bonds; and
WHEREA~ ti ts estimated that such diversion would deplete state highway
revenues in the sum of $8,800,000.00 for the next biennium and the aggregate
cum of $9~,000,000.00 during the life.of said highwa~ bonds; and
~J~A5 3snare Constitutional Amendment No. YE, which will appear on the
November ballot, seeks to divert the 8fate's share of the franchise taxes collect-
ed from busses end truck~ to the general fund,, which would dsDlete the highway
fund in the a~ount of a~proximately $960,000.00 during the next biennium; and
WBEREA5 a law was emaoted at the last Legislature authorizing the 5tats
ltighway Commission to expen.d state high~ay funds within the corporate limits
of the cities of the state: and "'
WHEREAS reductions in state highway moneys through diversion to' the
general fund would greatly curtail or pomibly eliminate this state aid to cities;
and
WHEREAS, ,the cities of the State of California as a whole have not received
proper benefits fr~m the l~ighway funds of the State~ noW~, therefore, be it
RESOLVED; That the City of ~outh San l~ranoisco, throUgh its City Council
her?by expresses itself as opposed to the expenditure of highway funds for any pur-
pose other than the acquisition, c$nstrue%ioh and maintenance of roads, streets
and highways:
