MER RIAM AND STATE DIRECTOR OF FINANCE A. E. STOCKBURGER FOR AN 0CATION OF FUNDS FROM THE STATE EMERGENCY FUND TO REMOVE THE EXCESS SILT DEPOSITED IN THE CITY AND (~USED BY THE SEVERE STORMS OF THE PAST WINTER IN THE COLMA CHEEK WATERSHED. wHEREAS, the City of South San Francisco, in conjunction with the County of San Mateo and other govex-ning bodies, has constr~cted, by excavating and lining with cement ~ubble masonry~ a storm ditch some two miles long for the purpose of carrying the storm waters of the Colma Creek through the incorporated areas~ of South San Francisco and the unincorporated areas of the County of San Marco, at a total cost of approximately Three hundred and Thirty Th~asand (330,000.00) Dollars, and WHEREAS. this construction has served the purpose for~hich it was intended under normal winter conditions, and WHEREAS. provision has been made in the budget to handle approxi- mately 20,000 cubic yards of silt removal, and WHEREAS, the severe rain storms of the win t er 193~-1938 have caused a deposition of upwards of 100,000 cubic yards of sand, thus damaging the levees and destroying the usefulness of the ditch and necessitating the removal, before next winter's floods, of this excess sand, and WHEREAS, the City of South 'San Francisco did~ during the past severe winter, expend approximately $3500.00 in control work to reduce the damange being done by the storm waters, and WHEREAS the City of South San Francisco is without funds to re- move this excess amount &f silt, and WHEREAS, if said silt is not removed before next winter, great damage will result to Orange Avenue Park of the City of South San Francisco and the lands of private individuals, and the state highway and other public works including the water system serving the.City of S0~th San Francisco, and wP~REAs, thatChing'Council, ~being without funds to do the work re- quired before this coming winter, consider the matter to be an emergency as provided in Assembly Bill No. 2§, Chapter~, approved March 29, 1938, and WHEREAS, there hlsbeen appropriated to Item 189 of the Emergency Fund by the State of California monies to ~e used in the repair of damage caused by the severe~oXm~s, of the W~er193V-1938, of ~outh san ~rancisco does hereby petition the onor Fr . . Merriam, Governor of the State of California, and A. E. Stock burger, State DirectOr of Finance, to apportion for the removal of 166 said excees silt the sum of money over and above amount which said City and County have appropriated for the removal of such quant itied of silt as would ordinarily be deposited, the excess silt being approximately 80,000 cub~ic yards and the estimated cost of said removal is set at Thirteen (13~) Cents per cubic yard, making a total cost o f approximately Ten Thousand ($10,000.00) Dollars; and BE IT FURTRER RESOLVED. that a Certified copy of this Resolution be sent to Honorable ~ank C. ~erriam, Gove-~no~ of the State of Californta, A. E. Stockburger, Director of Finance of the State of Californi a, Edward Hyatt, State Engineer of the State of California, and the Board of Supervisors of the County of San Marco. This is to certify that the foregoing resolution was regularly introduced and 'adopted by the City Council of the City of South San ~ran~isco at a meeting held on the llth day of July, 1938.
