HomeMy WebLinkAboutReso 745-1940#745 RESOLUTION AWARDING CONTRACT FOR THE CONSTRUCTION OF A SEV~ER IN HILLSIDE BOULEVARD IN THE CITY OF SOUTH SAN FRANCISCO. WHEREAS ~the city council of the City of South San Francisco did, in open session, on the 8th day of January, 1940, publicly open, examine and declare all sealed proposals or bids for doing the following work in s aid city, to-wit: The construction of a sewer in Hillside Boulevard, in the City of South San Francisco; RESOLVk~D by the city council of the City of South San Francisco that said city council hereby rejects all said bids, except that next hereinafter mentioned, and hereby awards the contract for doing said work to the lowest responsible bidder, to- wit: R.G. Clifford at the prices named in his bid, to-wit: UNIT PRICES 1. Eight (8) inch diameher vitrified sewer pipe per lineal foot; $ 0.75 2. Eight (8) inch diameter cast iron pipe per lineal foot; $ 1.10 3. Six (6) inch die-meter vitrified sewer pipe - per lineal foot $ 0.56 4 Manholes, each $69.00 5. Wye branches out of eight (8) inch sewer, ~ach 6. Wye branches out of six (6) inch sewer, each $ 2.00 $ 1.10 All work herein provided for shall be performed strictly in accordance with the plans and specifications for' said work adopted by said city council on the 28th day of December, 1939. The general prevailing rates of per diem wages and the general prevailing rate~ for legal holiday and overtime work applicable to said work to be done are as follows: CLASSIFIC AT I0N Trenching machine operator Trenching machine oilers Bricklayers or manhole builders Hodcarrieris concrete laborers common laborers cement finishers pipe layers carpent ers truck drivers (three cubic yards or less) truck drivers (four cubic yards or less) truck drivers ( five cubic yards or less) trm~k drivers (~ix cubic yards or ~less) tractor operators 35 horsepower Or less' tractor operators 38 horsepower to 50 horsepower flagmen and watchmen RATE PER HOUR $ 1.60 1.10 1.75 1.25 .@0 .75 1.25 1.125 1.25 1.00 1.0625 1.0625 1.125 1.00 1.125 .75 240 The rate for any employee not listed in the above schedule shall not be less than $1.00 per hour for skilled labor, $0.80 for intermediate labor and $0.75 for unskilled labor · Overtime work will be double the above rates. double the above rates. Sundays and hol.~days (except watchmen) The following are to be considered holidays: New Year's Day, Decoration Day, Independence Day, Labor Day, Admissiom Day, Ths~uksgiving Day, Christmas Day, Saturdays and Sundays. It shall be mandatory upon the contractor to whom the contract is awarded, and upon any subcontractor under him, ~to.pay not less than the specified rates to all laborers, workmen and mechanics employed by them in the execution of the contract. The contractor shall for- feit as a penalty to the City of South San Francisco Ten Dollars ($10.00) for each laborer, workman or mechanic employed, for each calendar day, or portion thereof, such laborer, work- man or mechanic is paid less than the said stipulated rates for any work done under said contract, by him, or by any subcontractor under him. And such contract shall contain a stipulation to this effect, in accordance with the provisions of Article ~. of the Labor Code of the State of Californiae NOTICE IS FURTHER HEREBY GIVEN THAT no contractor or subcontractor or agent or representat- ive thereof shall knowingly employ or cause or allow to be employed on the work herein pro- vided for any alien, except in cases of extraordinary emergency caused by fire, flood, or danger to life or property. The contractor or subcontractor to whom a contract for said work may be awarded shall forfeit as a penatly to the City of South San Francisco Ten Dollars ($10.00) for each alien knowingly employed in the execution of such contract, for each calendar day or portion thereof, du~ing which suc~ alien is peEnitted or required to labor in vJolation of the provisions of Article 4 of the Labor Code of~the State of California. A pro- vision to this effect shall be inserted in such contract. The contract must be entered into in compliance with an subject to the conditions im- posed by Article 3 of the Labor Code of the State of California. Such contract shall contain a stipulation to the effect that eight (8) hours shall con- stitute a legal day's work in the performance of the work herein provided for, and that no contractor or subcontractor who employees, directs, or controls, the work of ~uy workman employed on public work shall require or permit such workman to labor more than eight (8) hours during any one calendar day, except in cases of extraordinary emergency, caused by fire, flood or d~m~e to life or property and shall contain the further stipulation which shall provide t~at the contractor to whom the contract is awarded shall forfeit as a penalty to said City of South San Francisco Ten Dollars ($10.00) for each workman employed in t he execution of such contract by the contractor or by any sub-contractor for each calendar day during which any workman is required or permitted to labor more than eight (8) hours in violation of the provision of said Article 3. The contract to. be awarded shall contain a further stipulation that the contractor, to whom such contract may be awarded, shall use or supply only such unmanufactured a~ticles, materials, and supplies as may have been mined or produced in the United States and only such manufactured articles, materials, and supplies as have been manufactured in the United States, substantially from all articles, materials or supplies mined, produced, or so manufactured, as the case may be, in United States, exceDttng only where such articles, materials,or supplies of the clas~ or~ kind to be used, or the articles, materials or supplies f,~om which they are manufactured are not mined, produced or manufactured, as the case may be in UnltedStates, as required by an act of the Legislature of the State of California entitled: "An act to require the use of materials and supplies substantially produced in the United States, in Rublic work and for public purposes"; Chapter 2~6 of the~ Statutes of California, 19~3~ The mayor and the city clerk are hereby authorized and directed, in the name of s~d city and under its. seal, to execute the contract hereby awarded. -,-,-,-,-,-.-,-,-,-,-.- I hereby certify~ that the foregoing resolution was regularly introduced and adopted by the city council of the city of South San Francisco, this 8th day of January, 1940, by the following vote: Ayes, Councilmen V.
