SAN FRANCISCO, CALIFORNIA: That the Cit~ Council of the ~City of South San Francisco, California, hereby determ~ines, finds and declares,'in the pursuance of the "Housin~ A~thorities Law" of the State of California, that: 1. Insanitary and unsafe inhabited dwellin~ accommodations exist in the City of South San Francisco, California;- ~. There is a shorta~e of safe and sanitary dwelling accommodations in the City of South San Francisco, California, available to Dersons of low income at rentals they can afford; Z. There is need for a Housin~~ Authority in the City of South San Francisco, California; ~. The City Clerk promptly notify the Na~or of theCity of South San Francisco, California, · of the adoption of t~.is resolute_on;, ~. The Na~or be and he hereby is directed to file in the office of the City Clerk of the City of South San Francisco, California, the necessary certificate of appoint- ment of the Commissioners of the Housing Authority, designating their terms of office and desi~'~ating the first Chairman of the Housin? Authority, pursuant to Section 8 of the" ' Houszng Authorities Law"' of the State of Cslifornia;: and 6. This resolution is hereby declared to be an urgency measure necessary for the irmmediate preservation of the public peace, health and safety and shall therefore go into immediate effect. A statement of the facts constitutin,~ such necessity is as follows:' Unemplo~ment and the existence of unsafe insanitar)f and congested dwell~n.c' accommodations in the Cft~ Of South[ San Francisco, Califor- nia, have produced an alar~in? economic and social condition therein. The immediate adoption of this resolution will enable housing projects to be ~ndertaken in this cit.w and furnish emplol~nent to many persons now idle, and enable them to become self-sup~orting, and will alleviate the aforesaid housing conditions. The motion to adomt said resolution was seconded b~: Councilman Lloyd, and ~pon roll call the followings: voted Yea: Councilmen V. Boido, Geo.W. Holston, Reese Lloyd, D.W. Ratto, Rod. Tibbetts. NOes, Councilmen None Absent, Councilmen None Thereupon the ~ayor declared said resolution duly adopted and passed. Councilman Lloyd then moved that said Resolution No. V99 ~o into effect immediatley, as provided in Section 6 thereof, which Section was then read in full. The motion was seconded by Councilman Ratto and thereupon the ~ayor put the ~uestion on the adoption of said motion, and upon roll call the following voted Yea: Councilmen V. Boido, Geo. W. Holston, Reese Lloyd, D.W.Ratto, Rod. Tibbetts Noes, Councilmen None Absent, ~ouncilmen None ~ereupon the ~iayor stated that said motion had received the zffirmative vote of more than half of the council and declared the same duly adooted.
