RE~0LVED by the City Council of +he City of South San Francisco that public interest
and con~'enience require~'~tl~at said city should purchase four thousand (4,000) cubic ~ards of
crusher run rock for the construction of s base course for paving on Grand Avenue in said city.
Said ~Aty council hereby adopts the specifications for such cr~sher run rock, h~retofore sub-
mitred by the city engi.~eer. All such cr~sher r~n rock shall be in strici accordance 'm~.~ith
the provisions of said plans and specifications.

Eight (8) hours shall constitute a day's work.
Work performed on ~aturdays shall be paid for at double the rates for regular time
hereinbefore set forth.
The rate for any employee not listed in the alcove schedule shall not be less than
$1,10 per h~ur for skilled labor, $0,85 for intermediate labor and $0.?5 for unskilled.
The following are to be considered holidays: New Year's Day, Decoration Day,
Independence Day, Labor Day, Admission Day, Thanksgiving Day, Christmas Day, Saturdays and
Sunday s.
The city clerk is hereby directed to cause a notice inviting sealed proposals for
doing said work and the furnishing of all materials necessary therefor, to be published by
two (2~ insertions in the "South San l~rancisco Journal", a newspaper of gerner~l circu-
lation published and printed in the said City of South San Francisco, which notice shall
be s.U. bstantially in the following form:

Council of the City of South San ~'rancisco on Monday, the 5th day of Nay, 1941, until the
hour of 8:00 o'clock p.m. for furnishing to said City ~f South San Francisco four thousand
C4,000) cubic yards of crusher run rock. Said crusher run rock shall be delivered to said
city on Grand AvenUe, in said city, at places to be designated by the city engineer of said
city. ·
All such crusher run rock shall be furnished in strict accordance with the specifica-
tions for such crusher run rock ~dopted b~: the city council on the ESrd day of April, 1941, and
to the satisfaction of the city engineer of said city.
Said city council has ascertained that the general prevailing rates of per diem wages
and the general prevailing rate for legal holiday and' overtime work applicable to the work to
be done,are as follows:

It shall be mandatory upon the contractor to whom the contrac~ is awarded, and
upon any subcontractor under him, to pay not less than the specifie~ rates to all laborers,
workmen and mechanics employed by them in the execution of the contract. The contractor -
shall forfeit as a penalty to the Cit~ of South San Francisco Ten Dollars C$10.00) for
each l~borer, workman or mechanic employed, for each o*lendar day, or ~ortion thereof, such
laborer, workman or mechanic is paid less than said stipulated rate for any work done under
said contract, by him, or by any subcontractor under him. And such contrac~ shall containers
stipulation to this effect, in accordance with the provisions of Section 177~ of the Labor
0ode of the State of C~.lifornia.
No bid will be accepted from a contractor who has not been licensed in accordance with
the provisions of an act of the Legislature of the State of Oalifornia, entitled: "An act
providing for the registration of contractors, and defining the term contractor; providing
the method of obtaining licenses to engage in the business of contracting, and fixing the fees
for such licenses; providing the method of suspension and cancellation of such licenses; and
prescribing the punishment for violetion of the provisions of this act," Chapter 791 of Statutes
and Amendments of 1929, as amended.
NOTICE IS FURTHER HEREBY GIVEN that no person, firm, partnership, association, or
corporation, or agent thereof, doing any of the work herein ~rovided for, as a contractor, or Sub-
contractor, shall knowingly employ, or cause or allow to be employed thereon, any alien, except
in cases of extraordinary emergency caused by fire, flood or danger to life or pro~,erty.
The contractor, to whom a contract for said work may be awarded,~ shall forfeit as a
penalty to the City of South San l~rancisco, Ten Dollars ($10.00~ for each alien knowingly employed
in the execution of such contract by him, or any subcontractor under him, for such calendar day,
or portion thereof, during which such alien is permitted or required to labor in violation of
the provisions of Article 4 of She Labor Code of the S~ate of California.
The contract ~ust be entered into in compliance with a~d subject to the conditions
imposed by Article ~ of the Labor Code of the State of California. Said contract shall contain
a stipulation which shall pro~ide that the contractor to whom said contract is awarded shall
forfeit as a penalty to said City of South San ~rancisco Ten Dollars ~$10.00) for each laborer,
workman or mechan~ employed in ~he 'execution of said contract, by him, or by ~ny sub-contractor
under him, upon any of the work herein mentioned, for each calendar day during which such laborer,
workman or mechan~ is required or permitted to lo. bet more than eight ~8~ hours in violation of
the provisions of Article 3 of the Labor Code of theState of C~lifornia.
The contract to be awarded sh~ll contain a further stipulation that the contractor, to
whom such contract may be awarded, shall use or suprly only such unmanufactured articles, materials
and supplies ~s may have been m~ned or produced in the United States and only such manufactured
articles, materials ~ud supplies that have been manufactured in the United States, substantially
from all articles, materials or supplies mined, produced, or so m~nufactured, as the c~se may
be, in the United States, excepting .only where such articles, materials, or supplies of the class
or kind to be used, or the articles, materials or supplies fr~m which they~areman~$~r~l,~r~.~ote
manufactured, as the c~se may be in the United States, as~required by~an ac~ of the legislature
of the State of California entitled: "An act to require the use of materials and supplies substant-
ially produced in the United States, in public works and for public purposes; "Chapter 226 of the.
Statutes of California, 19~3.
The successful bidder shall, within ten (10) days, after the award, enter into a contract
with the City ~f South San Francisco for the faithful performance of the work to be done under
said award. All sealed proposals or bi~s shall be accompanied by a check p~yable to the City of
South Sa,. Francisco, certified by a responsib~le bank in the State of California for an amount
which shall not be less than ten (10) percent of the aggregate of the proposal, or by a bond for
the said amount and so payable, signed by the bidder and two ~2~ sureties who shall justify before,
any officer competent to administer an oath in double said amount over and above all statutory
exemptions. If the proposal be accepted and the contract awarded and if the bidder shall f&~l
and neglect to execute a contract and giv~ the bonds required, the sum mentioned in said check,
or the principal sma of said bond, as the case may be, sh~ll be liquidated damages for such failure
and neglect and shall be forfeited to and paid into the treasury of the City of South SanFrancisco.
The bidder to wh~0m the contract is awarded will be required to execute a bond for the faithful
performance of his work in an amount equal to f~f.~y, I~0~ percent of the amount of the undertaking
with at least two (2~ responsible sureties in the ~ull amount of the bid each; and will also be
required before entering upon the work to fur~ish a good and sufficient bond, assrequired by an.
act of the Legislature of the State of California, approved May 10. 1919. entitled: "An act to

said City of South San Francisco, City Hall, South ~anFrancisco, California.
~ealed proposals or bids will be delivered to the city Clerk on or before 8,00 O'clock
p.m. on Monday, the ~th day of May, 19Al. '
All sealed proposals will be opened by said City Council in ~ublic session on Monday, the
~th day of ~ay, 19~l, at 8:00 o'clock p.m. at the council chamber of said City Council.
Said City Council reserves the right to reject any and all bids.
