'~¢EREAS the Congress of the United States has declared that a state of war exists
between the United States of America and Japan and the armed ~orces of Japan have
attacked territory belonging to the United Btates of America and have threatened attack
upon the State of California and, in the event of such attack and an attack upon the Cit~.
of South San Francisco, great conflagration and descrution of property an loss of life ~
result by reason of the lack of sufficient fire hose for use in the extinguishing of fir,
and said city council believes that the immediate purchase of two thousand (2000) feet o~
fire hose with a diameter of one and one-half (14) inches is necessary to safeguard life
and property;
NOW, THEREFC~E, RESOLVED by the city council of the City of South San Francisco
that said city council does hereby determine that public interest and necessity demand
the expenditure of sufficient money to purchase said quantity of hose for the purpose of
safeguarding life and property in said city, in the event of any conflagration resulting
from bombard~nent of said city by a public enemy, and that said city purchase, in the open
market, two ~housand (2000) feet of fire hose having a diameter of one and one-half (14)
inc~e s.
