RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTti SAN FRANCISCO GRANTING TO THE UNITED STATES 0F AMERICA PERMISSION TO CONNECT THE SANITARY SEWER OF TI~ TAN- FORAN PARK RECE~TION CENTER WI~i~i THE SANITARY SEWER SYSTEM OF TEE CITY OF SOUTH SAN FRANCISCO IN HUNT- INGTON AVENUE EAST. WHEREAS the United States of America, through t~e District Engineer at San Francisco, California, has requested permission to connect to main sanitary sewer of the Tanforan Park Reception Center, located in the City of San Bruno, to an existing .manhole in the sanitary sewer of the City of South San Francisco, hereinafter designated as the ."City Sewer", north of the intersection of the Southern Pactftc~Company,s drill track crossing in Hunti~ton Avenue East, in said City of South San Francisco, ar~i the Sewer facilities requested, as aforesaid, are essential to the defense of this country at this time and to the successful prosecution of war in which t~e United States is now engaged; Now, Therefore, RESOLVED by the city council of the City of South San Francisco that said city of South San Francisco grants to th~ United States of America perm~ission to connect the main sanitary sewer of Tanforan Park Reception Center to said existing man- hole in said city sewer located in Huntington Avenue East, which city sewer crosses Linden Avenue and empties into a slough easterly from said Linden Avenue, upon the following conditions: 1. All costs and ex~nses incid~ent to the connect, ion of said ~sanitary sewer of the Tanforan Park Reception e~nter with the city sewer shall be borne by the United States of Ame ri ca. 2. The sewer pipe, for which permission is hereby granted for connection with the said city sewer, shall have an inter~al diameter not exceeding eight (8) inches. 3. In the event that the amount of sewage discharged from said sanitary sewer of said Tanforan Park Reception Center shall, in the opinion of said city council, exceed the capacity of the 6ight (8) inch sewer, for which permission is hereby given for connection to said city sewer, the United States of America shall discontinue use of said connection with said city sewer and shall build a sanitary sewer parallel to said city sewer to the point where said city sewer now has an internal diameter of eighteen (18) inches, and, in such event, permission is hereby given to the United States of America to connect said sanitary sewer of said Tanforan Park Reception Center to said city sewer at said last mentioned point, in the event in this paragraph specified. 4. The United States of America shall, if requested by a resolution of said city council, construct a dam across the slough, ~uto which said city sewer empties, at a location in said slough not less than fifty (50) feet upward and backward f~om the end of said city sewer, in such manner and size and at such location as will prevent sewage from pollution and contaminating the water in said slough in the portion thereof lying upstream from such dam. Such dam shall be removed by the United. States of America at the ~time when the nation shall cease to need said Tanforan Park Reception Center for any purpose in connection with the prosecution of the war. 5. The United States of America snell construct in such dam a control gate to pre- vent flood water from accumulating in such quantities as may injure adjoining property. 6e The United States Sf America shall bear all expenses incident to main~ning in a good state of repair, every portion of said city sewer below each point to~rein where permission is hereby give~ to connect said sanitary sewer of the Tanforan Park Reception Center. V. At the time when tt~e United States 'of America shall cease to use said Tan- foran Park Reception Center, for the purposes for which it is now proposed to use the same, the United States of America shallremove any connection made with said city sewer pursuant to the permission hereby given. 8. The permission hereby given to the United States of America is for the ex- clusive use of the United States of America, and neither the owner or owners of the property, on which said Tanforan Park Reception Center is, or may be located, nor any other person, persons, firm, corporation or body politic shall acquire any right to use 'either one of said sewer connections for any purpose whatever, irrespective of the length of time during which the use hereby permitted may continue. I hereby certify that the foregoing resolution was ~egularly introduced and adopted by the city council of the city of South San Francisco, this 18th day of May, 1942, by the following vote: Ayes, Councilmen Noes, Councilmen V Boido, Geo.
