RESOLUTION OF THE CITY OF SOUTH SAN FRANCISCO
PERTAINING TO PEACETIME EMPLOYMENT STABILIZATION
WHERE~ t~e United States is now waging a total war and all of its available
manpower is now working ~in the p~oduction of tDe weapons of war or in the armed forces;
and
WHEREAS when victor.y will come and the manpower of the nation should then be
devoted to peacetime production in an orderly manner; and
Whereas employment stabilization will, in part, be accomplished by a com-
prehensive planned public works p~ogram; and
WHEREAS, on June 10, 1941. tnerewas introduced in tne Senate of the United
States, Senate Bill number 1617, entitled "A Bill to Amend the ~mployment Stabilization
act of 19~1"' as follows:
Be it enacted by the Senate and House of Rep-
resentatives of the United States of America in
Congress assembled, That the Employment Stabili-
zation Act of 1931 is amended by adding the follow-
ing section:
USec. 9. There is hereby authorized to be app-
ropriated annually suc~ sums as max be necessary for
allotment to agencies of the United States and for
advances to the ~tates, Territories, and island pos-
sessions, and the agencies and .political subdivisions
thereof, by the President, through .suca agencies as he
may designate, and unde~ such rules and regulations
as he .may prescribe, for the making of such examinat-
ions, surveys, investigations, .legal studies, com-
prehensive plans and programs, architectural and
engineering plans and specifications, and forms of
legal proceedings, as may be necessary to facilitate
and expedite the selection, financing, and inauguration
of .public improvements, work sex, ices, and related activities:
Provided, That advances to States, Territories. and is-
land possessfons, and political subdivisions thereof,
shall be subject to suc~ requirements as to reimbursement,
or wit~ respect to contribution of funds, services, or
materials, as the President ~ey determinee"; and
WHEREAS that Bill was not enacted into law; and
WHEREAS the 'enactment of a bill in substantially the fbx~m of the above
b~ would make possible a logical and adequate public works program that would help
employment stabilization when peace comes;
NOW, THEREFORE, RESOLVED by the city council of the city of South San Fram-
cisco taat that city council petition t~e Peninsula Division of the League of California
Cities to adopt a resolution requesting the League of ~alifornia Cities to send to
Congress a resmlution embodying the substance of this resolution and requesting Congress
to enact a law similar to the abovee
