A RESOLUTION OF THE CITY COUNCIL A~ENDING THE ESTABLISHED
PERSONNEL RULES AND REGULATIONS OF THE CITY OF SOUTH SAN
FRANCISCO.
RESOLVED by tne city council of the city of South San Francisco that the
"Establsihed Personnel Rules and Regulations of the City of South San Francisco",
adopted by the city council on the 18th day of February, 1943, be, and the ssme
hereby are amended as follows:
Section 1. Section 4 of Rule II, as amended, shall read as follows:
Sec. 4. Absence from City: Heads of departments shall not absent themselves
from t~e City during their hours of duty, except when on City business necessitating
same or unless the consent of tl~e city council ±zas been first obtained. In the
event that any head of a department shall absent himself from the city for any reason,
he shall notify his immediate deputy or assistant to ii, at effect.
Section 2. Section I of ~ule VI, as amended, snail read as follows:
Sec. 1. Subject and Method of Examination: Except for common labor, ex-
aminations must be assembled and unassembled, and shall consist of written or oral
tests or any combination thereof, and shall cons~.st of all the following parts:
(a) Special subject: This part shall constitute that portion of the examin-
ation whicl~ deals with the duties of tt~e position, and may be an oral test, a
written short ~nswer test, or a written free answer test, or a combination of any
of these; but must be designed to test the ability of an individual to perform said
duties.
(b) Educational: This part may consist of penmanst~ip, spelling, composition,
civics, city information, or any or all of these, as well as other subjects to test
the basic training which would logically form the groundwork for performing the
duties of the position and advancements in the service.
(c) Training and Experience: Training shall consist of a statement of
schooling and studies. Experience sl~all consist of a statement of all past
activities that would tend to fit candidates for the positions they seek, and may
include a statement of the names of former employers, nature of work and refer-
ences. A record, based on references, investigation, character of past employ-
ment, sobriety and general standing in tt~e community, may be included as a part
of t~is subject.
(d) Physical and medical: A physical and medical test must be v~ade a part
of every examination. This requirement sl~all be stated in the classification
schedule.
(e) 0ral interview: Personality and appearance may be counted as a factor
in an examination, and the applicant may be questioned on the duties of the position,
training and experience, nature of work performed, and other reasonable questions
to determine his fitness for the position.
Section 3. Section ~- of Rule Vt, as amended, shall teas as follows:
Section 2. Conduct of Examinations: The Board of ~eview shall determine the
manner and me,od and by whom examinations si~all be given. The ~oard of Review may
contract with any competent agency or individual for t~e perforrm~nce by such agency
or 'individual of the responsibility for giving or scoring examinations, or it may
designate some city officiaI to conduct the same. The Personnel Clerk shall arrange
for the use of public buildings and equipment For the conduct of examinations and
shall render such assistance as s~all be- required with respect thereto.
Section 4. Section 4 of Rule XIII, as amended, shall read as follows:
Sec. 4. Resignation: An employee wishing to leave the competitive service in
good standing shall file with the supervising official a written resi~ation stating
the effective date and reasons for leaving. The resigna'tion shall be forwarded to the
Personnel Clerk with a statement by the appointing power or department head as to the
resigned employee's service, performance, and otaer pertinent information concerning
the cause for resignation. An employee, who shall resign, ~all forfeit the
right of reinstatement.
Section 5o A new rule, to be designated Rule IVa, is hereby added to said ~ules,
which rule shall read as follows:
RULE IVa
AGE AND i~IGttT REQUIRE~ITS.
L~NGTH OF RESIDENCE OF APPLICANTS.
Sec. 1. No person shall be eligible for an appointment as a policeman who is
under the age of twenty-one (~.l) years, or who is over the age of forty (40) years,
or is less than five (5) feet (9) inches in height, or weighs less t~an one hundred
sixty-five (165) pounds.
Section 2. No p~rson shall be eligible for appointment as a fireman who is
under the age of twenty-one (21) years, or is over tne age of forty (40)years, or
is less tr~n five (5) feet seven (7) inches in height, or weighs less than one
hundred fifty (150) pounds.
Sec. 3. No person shall be eligible for appointment in t~ competitive ser-
vice who has not been a bona fide resident of t~e city of South San Francisco for
the one (l) year next preceding the date of filing his application.

I hereby certi~ that the foregoing resolution was regularly introduced and
adopted by the city council of the city of South San Francisco this 19th day of
July, 19~3, by t~e following vote:
