RESOLUTION AWARDING CONTRACT FOR THE
CONSTRUCTION OF A S~;TER IN ~'iAYFAIR
VILLAGE IN THE CITY OF SOUTH SAN~
FRA~C ISC0.
WHEREAS the city council of the City of South San Francisco did,
in open session, on the 3rd day of April, 1944, publicly open, examine and declare
all sealed proposals or bids for doing the following work in said city, to-wit;
The construction of sanitary sewers and manholes at the places shown on the plans
adopted by the City Council of the City of South San Francisco on the 14th day of
March, 1944, for the improvement of Mayfair Village in said city, as said specifications
were heretofore amended, for the improvements in and adjacent to the land shown upon
the above mentioned plans, from the southerly line of South Canal Street approximately
287 feet westerly from the westerly line of South Magnolia Avenue, northerly 140 feet
to the proposed manhole in North Canal Street; thence easterly in North Canal Street
to the proposed manhole in the intersection of North Canal Street and South Spruce
Avenue; thence northerly in South SDruce Avenue to an existing manhole §60 feet from
the last mentioned proposed manhole.
RESOLVED by the city council of the City'of South San Francisco
that said city council hereby rejects all said bids, except that next hereinafter
mentioned, and hereby awards the contract for doing said work to the lowest responsible
bidder, to-wit, Henry Doe~ger Builder Inc. at the prices named in its bid, to-wit:
UNIT PRICES
580 lineal feet of 8 inch sewer, ~1.65 per lineal foot; 65 lineal feet of 10 inch
sewer, $2.00 per lineal foot; 14~5 lineal feet of sewer laid on redwood plank bedded
on gravel, ~2.90 per lineal foot; 8 bri6k manholes, $1.~ each.
All work herein provided for shall be performed strictly in
accordance with the plans and specifications for said work adopted by ~aid city council
on the 14th day of March, 1944, as amended.
The~gefleral prevailing rates of per diem wages and th~ general pre-
vailing rates for legal holiday and overtime work applicabl& to said work to be done are
as follows:

G~ards, watchmen and other com~on labor, not less than $0.90 per
hour.
The rate for any employee-not listed in the above schedule shall
not be less than $1.10 per hour for skilled labor, $0.95 for intermediate labor and $0.90
for~nskilled.
Overtime work will be double the above rates.
(except watchmen) double the above rates.
Sundays and holidays
The following are to be considered holidays: New Year's Day,
Decoration Day, Independence Day, Labor Day, Admission Day, Thanksgiving Day, Christmas
Day, Saturdays and ~undays.
It shall be mandatory upon the contractor to whom the contract is
awarded, and upon any subcontractor under him, to'pay not.less than the specified ratest
to all laborers, workmen and mechanics employed by them in the execution of'the contract.
The contractor shall forfeit as a penal~y to the City of' South San Francisco Ten
Dollars ($10.00) for each laborer, workman or mechan-ic employed, for each calendar day,
or portion ~ereof, such laborer, workman or mechanic is paid less than the said stipulated
'rates'for any work done'under said contract, by him, or by any subcontractor under him.
And such contract shall contain a stipulation to this effect, in accordance with the
provisions of Article ~ of the Labor Code of the State of California.
NOTICE IS FURTHER HEREBY GIVEN THAT no contractor or subcontractor
or agent or representative thereof shall knowingly employ or cause or allow'to be employgd
on the work herein provided for any alien, except in cases of extraordinary emergency
caused by fire, flood, or danger to life or property.

RESOLVED by the city council of the City'of South San Francisco
that said city council hereby rejects all said bids, except that next hereinafter
mentioned, and hereby awards the contract for doing said work to the lowest responsible
bidder, to-wit, Henry Doe~ger Builder Inc. at the prices named in its bid, to-wit:

The contractor or s~bcontractor to whom a contract for said work may
be awarded shall forfeit as a penalty to the City of South San Francisoo Ten Dollars
($10.00) for each alien knowingly employed in the execution of such contract, for each
calendar day, or portion thereof, during which such alien is permitted or required to
labor in v~olation of the provisions of Article 4 of the Labor Code of the State of
California. A provision to this effect shall be inserted in such contract.
The contract must be entered in% in compliance with and subject
to the conditions imposed by Article 3 of the Labor Code of the State of California.
Such contract shall contain a stipulation to the effect that eight
(8) hours shall constitute a legal day's work in th6 performance of the work herein
provided for~ and that no contractor or subcontractor who employs, directs, or controls
the work of any workman employed on public work shall require or permit such workman
to labor more than eight (8) hours during any one calendar day, except in cases of
extraordinary emergency, caused by fire, flood or danger to life or p~operty and shall
contain the further stipulation which shall provide that ~he contractor to whom the
contract is awarded shall forfeit as a penalty to said City of South San Francisco
Ten Dollars ($10.00) for each workman employed in the execution of such contract~by
the contractor o~ by any subcontractor 2or each calendar day during which any workman
is required or permitted to labor more than ~eight (8) hours in v~olation of the
provision of said Article 3.
The contract to be awarded shall contain a further stip-
ulation'that the contractor to whom such contract may be awarded, shall use
or supply only such unSanufactured articles, materials, and supplies as may have
been mined or produced in the United States and only such manufactured articles,
materials, and supplies as have been manufactured in the United States, sub-
stantially from all articles, materials or supplies mined, produced, or so
manufactured, as the case may be, in United States, excepting only where such
articles, materials, or sppplies of the class or kind to be used, or the articles,
materials or supplies £~o~which they are manufactured are not mined, produced
or manufactured, as the case may be in United States, as required by an act of
the Legislature of the State of California entitled: "An act to require~'the use
of materials and supplies substantially produced in the United States, in public
works and for public purposes"; Chapter ~6 of the Statutes of California, 1933.
The mayor and the city clerk are hereby authorized and
directed, in the name of said city and under its seal, to execute the contract
hereby awarded.
I here~y certify that the foregoing resolution was regularly
introduced and adopted by the city council of the City of South San Francisco,
this 3rd day of April, 1944, by the following vote:
