RESOI~UTION OF THE CITY COUNCIL OF THE CITY
OF SOUTH SAN FRANCraCO PROVIDING FOR THE
CONSTRUCTION OF SEWERS AND A PUMPING PLANT.
RESOLVED by the city council of t~e .city of South San Francisco that public
interest and convenience require the following public improvement work to be done
in said city, t~-wit: -
UNIT A:
le A line of vitrified clay pipe outfall sewer, with manholes, along the east-
erly side of San Bruno Road, from the existing eighteen (18) inch outfall sewer at
Colma Creek to the existing eighteen (18) inch outfall sewer, approximately nine
hundred fifty (950) feet north of Tanforan Avenue, at its intersection with San
Mateo Avenne.
UNIT B:
1. A line of vitrified clay pipe outfall sewer, with manholes, from the exist-
ing manhole in San B ~z~uno Road, approximately nine hundred fifty (960) feet nol~ch
of Tanforan Avenue and San Mateo Avenue, southerly along San Bruno Road and San
Mateo Avenue to Tanforan Avenue, thence easterly to the pumping plant hereinafter
provided for;
2. A control manhole and one hundred fifty (150) feet of thirty (30) inch
diameter pipe overflow sewer;
3. A reinforced concrete pump house and pumping plant with screen c~mbers,
bar screen, sewage pumpS, electrical equipmenh, control apparatus, pipes, valves,
fittings and all necessary appurtenances;
4. A twenty (20) inch diamater cast iron pipe force main, extending f~om
said proposed l~ump house and pumping plant to a point near the confluence of
Navigable Slough and t~e Bel Air Shipyard turning basin, near the northeasterly
corner of Bel Air Island;
5. A twenty-one (21) inch diameter reinforced concrete pipe main extem~-
ing Trom said proposed pump house and pumping plant to a point near the confluence
of Navigable Slough and the Bel Air Shipyard turning basin, near the northeasterly
corner of Bel Air Island, which said concrete pipe force main may, at the option
of said City Council, be constructed in the place of the ~ast iron pipe force main
provided for in the preceding paragraph 4 of said Unit B;
6. A surfaced road from San Mateo Avenue to said proposed pumping plant.
All said work shall be done stricly in accordance with the plans and specifications
t~is day su~nitted by the Works Engineer of said City, which plans and specifications
are hereby adopted for said work. All said work s~all be done at the places shown
upon said plans for said wor~.
Said city council he~-eby reserves the right, in its discretion, to reject any and
all bids arid to award a.contract for all said work, or for any portion or portions the
of.
Said city council hereby ascertains t~at the general prevailing rates of per diem
wages and gne general pr. evailing rates for legal holiday and overtime work applicable
to said work to be done are as follows:

posed pump house and pumping plamt to a point near t~e confluence of Navigable Slough and the
Bel Air Shipyard turning basin, near the northeasterl~y corner of Bel Air Island, which said
concrete pipe force main may, at the option of said Uity Council, be constructed in the place
of the cast iron pipe force main provided for in the preceding paragraph 4 of said Unit B;
6. A surfaced road-from San Mateo Avenue to said proposed pumping plant.
All said work shailbe done strictly in accordance with the plans and specifications
this day submitted by the Works Engineer of said City, which plans and specifications are here-
by adopted for said work. All said work shall be done at the places shown upon said plans for
said work.

'It shall be mandatory upon the contractor to whom the contract is awarded, and
upon a~y subcontractor ~mder .him, to pay mot less than the specified rates to all
laborers, workmen and m~chaniCs employed by t~em in the execution of the contract. The
contractor shall forfeit as a Penalty to the city of South San Francisco Ten Dollars
$10.00'for each laborer~ workman or mechanic employed, for each calendar day, or portion
t~ereo.f, such laborer, workman or mecf~nic is paid less than the said stipulated rates
for an~r work done under' said contract, by him, or by any subcontractor under him.
And such contract shall'contain a stipulation ~o tnis effect, in Accordance with the
provisions of Chapter 397 of the Statutes of California, 1931.
No bid will be accepted from any contractor who has not been licensed in
accordance with t~e provisions of an act of the LegiSlature of the State of California
entitled: "An act providing for the registration of contractors, and defining tb~
term contractor, provid.ing the method of obtaining licenses to engage in the business
of con, ratting, and fixing the fees for suc~ license; providing the method of sus-
pensio.n and cancellation of suc~ license~; and prescribing the punishment for Violation
of the provisions of this act." Chapter Vgl of Statutes and Amendments of 1.q29, as
mende.&.
'NOTICE IS FURTHER HEREBY GIVEN that no contractor or subcontractor or agent or

of contracting, and fixing the fees for such license, providing the method of sus-
pensio~n and cancellation of such license~; and prescribing the punishment for ~iolation
of the provisions of this act." Chapter ~91 of Statutes and Amendments of 1929, as

caused, by fire, flood or. danger to life or property and shall contain the further
stipulation which s~all provide that the contractor to whom t~e contract~ is awarded shall
forfeit as a penalty to said City of South San Francisco Ten Dollars ($10.00) for each
workman employed in the execution of such contract by the contractor or by any subcontract-
or for such calendar day during which any workman is required or permitted to labor more
t~an eight (8) hours in violation of the provisions of said Article 3.
The contract to be awarded s~all contain a further s~p~lation that the contract-
or, to whom such contract may be warded, shall use or supply only such unmanufactured
articles, materials, and supplies as may have been mined or Produced in the United States
and 'only such manufactured articles, materials, and supplies as have been manufactured in
the United States, substantially from all articles, materials or supplies mined, produced,
or so manufactured, as the case may be, in the United States, excepting only where such
articl?s, materials or ~supplies from which they are manufactured are not mined, produced or
manufactured, as t~e case may be, in the United States, as required by an act of the
Legislature of the Stats of California ent it led: "An act to require the use of materials
and supplies substantia~lly produced in the United States, in public works and for public
purpos~es , Chapter 226 ?f the Statutes of California, 1933.
The successful bidder shall, within ten (10) days after the ward, enter into a
contra~t with t~e City pf South San Francisco for the faithful performance of ~he work
to be done under said award. All sealed proposals or bids shall be accompanied by a check
payabl_~ to the City of ~outh San Francisco, certified by a responsible bank for an amount
which shall not be less than ten (10) per cent of the aggregate of the proposal, or
by a bond for the said amount and so payable, signed by the bidder and two (2) sureties
who shall Justify before any officer competent to administer an oath in double said
amount over and above all statutory exemptions. If the proposal be accepted and the
contract awarded and if the bidder shall fail and neglect to execute a contract and
give the bonds required, the sum mentioned in said check, or the principal sum of said
bond, as the case may be, shall be liquidated-damages for such failure and neglect
and shall be forfeited to and paid into the treasury of the city of South San Francisco.
The bidder to whom the contract is awarded will be required to execute a bond for
the faitnfu! performance of his work in an amount equal to fifty (50) per cent of the
amount of the undertaking with at least two (2) responsible sureties in the full amount
of the bond each; and will also be required before entering upon t~e work to furnish
a good and sufficient bond,as required by an act of the Legislature of the State of
California, approved May 10, 1919, entitled "An act to secure the payment of the
claims of persons employed by contractors upon.public works and the claims of persons
who furnish materials, supplies team, implements or machinery used or consumed by
such contractor in the performance of such works, and prescribing the duties of cer-
tain public officers with respect thereto", Chapter 303 of the Statutes of California~
1919.
Plans, specifications and proposal sheets may be obtained at the office of Charles
T. Broughton, Works Engineer of the City of South ~an Francisco, in the City Hall of
said City, in South San Francisco, California.
Sealed proposals or bids will be delivered to the City Clerk on or before 8:00
o'clock p. m. on Wednesday, the llth day of October, 194A.
All ~e~led proposals will be opened by said city council in public session on
Wednesday, the llth day of October, 194~, at 8:00 o'clock p. m., at the council
chamber of said City Council.
Said city council hereby reserves the right, in its discretion, to reject any
and all bids and to award a contract for all said work, or for any portion or portions
thereof.
