RESOLUTION OF AV~ARD OF CONTRACT TO EATON & SMITH
TO CONSTRUCT AI~ OUTFALL SEVER & P~PING STATION.
WHEREAS the City Council of the City of ~outh San Francisco did, in open session, on the llth~-~
day of October, 1944, duly open, examine and declare all sealed proposals for doing the work hereinafter
mentioned;
RESOLVED by the City Council of the City of South San Francisco that said City Council hereby
rejects all said proposals or bids, except that next hereinafter mentioned, and hereby awards the contract
for doing said work to the lowest responsible bidder, to-wit: ~aton & Smith, at the pr~es named in their
bid and hereinafter set ~orth.
All said work is to be performed within said City of ~outh San Francisco and consists of the
following:
UNIT A:
1. A line of vitrified clay pipe 9utfall sewer, with manholes, along the easterly side of
San Bruno Road, from the existing eighteen (18) inch outfall sewer at Colma Creek to the ex~sting
ei~Thteen (18) inch outfall sewer, approximately nine hundred fifty (950) feet north of Tanforan Avenue,
at its intersection with San Mateo .%venue.
UNIT B:
1. A line of vitrified clay pipe outfall sewer, w~ th manholes, from the e.~isting manhole in
San BE~no Road, ap?roximately nine h~ndred fifty (950) feet north of Tanforan Avenue and San Nateo Avenae,
southerly along San Bruno Road and San Mateo Avenue to Tanforan Avenue, thence easterly to the punping
plant hereinafter provided for;
2. A control manhole and one hundred fifty (150) feet of thirty (30) inch diameter pipe over-
flow sewer;
3. A reinforced concrete pump house and pumping plant with screen chambers, bar screen, sewage
pumps, electrical equipment, control apparat,~s, pipes, valves, fittings and all necessary appurtenances;
4. A twenty-one (21) inch diamete~ reinforced concrete pipe main extending from said proposed
pump house and pumping plant to a point near the confluence of Navigable Slough and the Bel Air Shipyard
turning basin, near the northeasterly corner of Bel Air Island.
5. A surfaced road from San Mateo AVenue to said proposed p~nuping plant.
The following are the prices named in the bid of said Eaton & Smith for said work:
UNIT OF A PROJECT
Item 1. Approximately 2168 lin. ft. of 24" dia. vitrified clay pipe sanitary sewers, complete, the sum
of Eight Dollars ($8.00) per lin. foot.
Item 2. 5 Concrete manholes, complete with cast iron frames and covers, including one drop manhole, $
One Hundred Sixty Dollars ($160.00) each.
Item 3. Class "C" . concrete, support for sewer, in place complete, 160 cu. yds. more or less $ nine ($9.00)
per cubic yard..
UNIT B. OF PROJECT
Item 4. Approximately 1737 lin. Ft. of 27" dia. Vitrified clay pipe sewer @ Seven and 35/100 Dollars
(7.35) per lineal foot.
Item 5. Approximately 100 lin. ft. of 36" dia. Vitrified clay pipe sewer $ Thirteen Dollars ($13.00)
per lineal foot.
Altermate Item 6. As an alternate to providing cast iron pipe force main, and in lieu thereof, aDErox-~
ima~el~ 4540 lin. ft. of 21" dia. Hume process concrete pipe, in place, complete, ~ Nine Dollars ($9.00)
per lineal foot.
Item 7. Approximately 275 lin. ft. of 18" dia. Cast iron force main, complete with 20" x 18" Y Branch,
and two (2) 18" tide gates, the sum of Ten and 30/100 Dollars ($10.30) per lineal foot.
Item 8. Approximately 60 lin. feet of 36" dia. steel casing jacked under Bayshore Highway, complete in
place, the sum of Thirty Dollars ($30.00) per lineal foot.
Item 9. Approximately 150 lin. ft. of 30" dia. concrete pipe sewer, complete with 30" tide gate, the
sum of Ten Dollar~ ($10.00) per lin. foot, complete.
Item 10. Approximately l0 pile bents, complete as per detail, the sum of One Hundred DoLlars ($100.00)
each.
Ibem ll. One control manhole, complete the sum of Eleven Hundred DoLlar~ ($1100.O0).
Item 12. Three concrete manholes, complete with cast iron frames and covers, including one drop manhole,
the sum of One Hundred Sixty Dollars ($160.00) each.
Item 13. Construction of rmadway to p~nnping plant, and filling pumping plant site complete, the sum of
Twenty five hundred Dollars ($2500.00)
Item 14. ~xcavation for pump house and screen chamber, approximately 800 cu. yds. $ One and 50/100 Dollars
(1.50) per cubic yard.
Item 15. Construction of Class "A" concrete pump house and screen chamber structure, eomplete, approx-
imately 180 cu. yds, concrete $ One Hundred and Five Dollars ($105.00) per cubic yard.
Item 16. For furnishing and installing all sewage pumps, motors, electrical equipment, automatic bar
screen, puping, valves, fittings, control apparatus, wiring, lighting, and all incidental work to the
complete equipping ready for operation of the pump house, the sum of Sixteen Thousand Dollars ($16,000.00).
Item l?. 400 lin. feet fencing for pumping plant site, complete with 12' gate, the sum of Seven Hundred
Dollar ($?00.00).
The work provided for in said Unit B shall be commenced at such time as weather conditions
may reasonably permit and shall be carried forward as rapidly as practicable. When half of the work
provided for in said Unit B is completed, thirty - five (35) per cent of the value of said work provided
for in Unit B, as determined by the Works Engineer of said City of South ~an Francisco, shall be paid
to said Eaton &Sm. ith. On the completion of the work provided for in said Unit B, lai~ Eaton & Smith
shall be entitled to receive forty (40) per cent of the value of said work based upon said unit prices.
The final payment for the work provided for in said Unit B shall be made at the expiration of thirty-
five (35) days after the completion of the work of said Unit B, as determined by, the Works Engineer of
said City.
The work provided for in said Unit A shall be comenced within the first ten (10) days of
the month~of~'J~t~$' 1945, and carried forward as tepidly as may be practicable. When half of the work
provided for in said Unit A is completed, Thirty-five (35) per cent c~ the value of said work provided
for in Unit A, as determined by the Works Engineer of said City of South San Francisco, shall be paid
to said Eaton & Smith. On the completion of work provided for in said Unit~A, said Eaton & Smith shall
be entitled to receive forty (40) per cent of the value of said work, based upon said unit prices.
The final payment for the work provided for in said Unit A shall be made at the expiration of thirty-
five (35) days after the completion of the work of said Unit A, as determined by the Works ~ngineer of
Said City.
Representatives of the United States of America shall, at all times, have access to the work
during construction and shall be furnished with every r~asonable facility for ascertaining full know-
ledge respedting the progress, workmanship and character of the materials employed in said work.
All said work shall be done strictly in accordance with the plans and specifications adopted
for said work on the 28th day of September, 1944, by said City Council, and under the supervision and
to the satisfaction of the Works Engineer of said City.
The contract for said v~rk shall be entered into in strict accordance with the provisions of
the notice inviting sealed proposals and in accordance with the provisions of th~s resolution.
This award is made upon the condition that the United States of America, through its Navy,
shall enter into a~agreement with said City of South San Francisco and said City of San Bruno, a
municipal corporation in the County of San Mateo, State of Ca~fornia, in which the United States of
America will agree to contribute the sum of $45,400.00 toward the project for the construction of
said outfall sewer and other construction work connected therewith. This award is made upon the
fu~er condition that all priorities for the acquisition of all materials necessary for said project
can be obtained from the War Production Bcard and upon the further condition that said City of South
San Francisco will be able to acquire a right ofway from the United States of America for the
portion of said project to b e constructed in property of the United States of America, as shown on
said plans.
I hereby certify that the foregoing resolution was regularly introduced and adopted by the
City Council of the City of South San Francisco this 30 day of November, 1944, by the following vote:
