RE~ L~ED by t~e city council of t~e ~mty of South San Francisco that public inte
and convenience require t~e following public improvement work to be done in said city,
to-wit:
A lin~ of vitrified clay p~pe outfatl sewer, with manholes, from the
existing ei~teen {18) inch outsell sewer, servir~? the Lindenville

San ranomsco, in a general westerly direction to a point east of
E1 Caning Real.
Ail said work shall be done at the location shown upon th~ plans hereinafter mcr.
tioned, and strictly in accordance with the plans and specifications heretofore su0mitt
by the works enilineer o£ said city for said work and hereby adopted for said work. Ail
said-?~ork and materials used in connection ti~erewitn sl~allbe furnished under
direction and to t±~e satisfaction of the works en~ineer of said city.
Said city council hereby ascertains that the general prevailing rates of per
diem wages and the general prevaili~ rates for legal holiday and overtime work

The City Clerk is hereby directed to cause a notice inviting sealed proposals for
doing said work and for the furnishing of all materials necessary therefor to be pub-
lished by two (2) insertions ti'~ereof, and not less than five (5) days apart, in the
South San Francisco Journal, a newspaper of general circulation published and printed
in the City of South Sma Francisco, which notice shall b e substantially in the follow-

Francisco, in a general westerly direction to a

All the work of constF~cting such sewer shall be done at the location upon the
plans for said work and st-~ictly in accordance with the plans and specifications
heretfore adopted for said work. All such work and t~ze materials used in connection
therewith shall be furnished under the direction mud to the satisfaction of the works

Said city council has ascertained that the general prevailinj rates of per diem

The following are to be considered holidays: New Year's Day, Decoration Day,
Independence ~ay. Labor Day, Admission Day, T~anksgiving Day, Christmas Day,
Saturdays and o~ays.
It sl~allb e mandatory upon the contractor to whom the contract is awarded, s_nd
upon any subcontractor under him, to pay not less than the specified rates to all
laborers, workmen and mechanics employed by t±~em in the execution of the contract.
hecontractor shall forfeit as a oenalty to the Cit~ of South San Francisco Ten
ollars (~10.00) for each laborer,~worlmnan or mecnanmc employed, for eac~ calendar
day, or portion ttlereof, such laborer, wo~xman or mechanic is paid less than t~e
said stipulated rates-for any work done under said contract, by him, or by any
subcontractor under him. And such contract shall contain a stipulation to this
effect, in accordance with the provisions of Chapter 39V of the Statutes of
California, 1931.
No bid will be accepted from any contractor who has not been licensed in accord-
ance with the provisions of an act of the Legislature of the State of California
entitled: "An act providing for t~e registration of contractor, and defining
the term contractor, providing the method of obtaining licenses to engage in
the business of contracting, and fixing ti~e fees for such licenses; providing
the method of suspension and cancellation of such licenses; and prescribing the
punishment for violation of the provisions of 'this act." Chapter Vgl of Statutes
and Amen~hments of 1929, as s~ended.
Y0TICE IS ~UR~.~R i~EREBY .!~IVEN that no contractor or subcontractor or
agent or representative thereof shall knowingly employ or cause or allow to be
employed on t~e work herein provided for any alien, except in cases of extra
ordinary emergency caused by fire, flood, or danger to life or property.
The contractor or subcontractor to whom a contract for said work may be
awarded shall forfeit as a penalty? to the City of South San Francisco Ten Dollars
(i~i~tl0.00) for each alien knowingly employed in the execution of such contract, for
each calendar day, or portion thereof, ¢turir~ which such alien is permitted or
required to labor in violation of the orovisions of Article 4 of the Labor Code
of the State of California. A provision to this effect sRal! be inserted in such
contract.
Tb~ contract must be entered into in compliance with and subject to the
con~Litions imposed by Article 3 of the Labor Code of the State of California.
Such contract stall contain a stipulation to the effect that ei,[{~ht (8)

ur~lanufactured articles, materials, and supplies as may have been mined or pro-

supplies as have been manufactured in the United States, substantially from all
articles, materi~ls or supplies mined, produced, or so manufactured, as the case
may be, in tl~ United States, excepting only where such articles, materials
or supplies from which ti-~ey were manufactured 'are not mined, produced or manu-
factured, as tf~e case may be. in the United States as required by an act of the
Legislatz~re of the State of 6alifornia entitled: '
"An act to require the use of materials and sup?lies substantially produced in

The successful bidder shall, within ten (10) days after the award, enter
into a contract with the City of South San ~r~c.isco for the faithful performance
of the work to be done under said award. Ail sealed proposals or bids shall be
accompanied b.u a c±aeck payable to the City of South San Francisco, certified by
a responsible bank for an amount which shall not bee less than ten (10) per cent
of the aggregate of the proposal, or by a bond for the said amou;~t and so payable,
signed by the bidder and two (2) sureties who shall justify before any ~ ~

exemptions. If the proposal be accepted and the contract awarded and if the
bidder shall fail and neglect to execute a contract and ~jive the bonds required,
