Francisco is, by reason of the increase of population of said city and the consequent need for fire department

San Francisco, a muuicipal corporation, of a central fire department station and the acqt~isition of the necess
fttrr, iture and eauJpment for the same~ that said i~r6~row~,raent is convenient and necessar? to carry out the objec
pur~'~oses and powers o;' said cit2.r~ the estimated cost of said improvement, Log. ether with the nece~ssary equipmen

improvement and said equipment is and will be too great to be paid out of the ordinary annual income aad reven
of said City of South San Francisco, and will, irt addition to the other expenditures of said City of South San
Francisco, exceed the income and rever~ for stay one year.
