purposes and ~owers of said city; that the esti~p~ted cost of said ii~provement and equipn~ent of the same if Forty
Thousand Dollars (~[0~000.00), and that the cost of said im[~rovemer~ts and equipmemt thereo? is ~.nd will be too

great to be paid o~t of the ordinary ann~al ~ncome and revenue oF said City of South San Franc.~_sco, and
will, in a ~dit~on to the other exr~enditures of said City of South San ~ancisco, exceed the ~nccme and
r~venue for any o~e year.
