WHEREAS the city council of the city of South San Francis co has received from
the Board of Administration, provided for in the State Employee's Retirement Act, a
quotation of the approximate contribution of the Retirement System which will be re-
quired of said city, in order to enable said city to participate in s aid Retirement
System; and
WHEREAS an election has been held in said city to permit members of the police
dep~rtment of said city and members of the fire department of said city and certain
other employees of said city to be included in the State Employees' Retirement System,
and, at said election, a majority of the members of the police department and a
majority of tne members of the fire department and a majority of said other employees
of said city have voted their approval of the proposal bo be included within said State
Employees' Retirement System; and
WtiEREAS the city council of the city of South San Francisco did, on the 30th
day of July, 1945, adopt a certain resolution giving notice of intention to approve
a contract between said city and the Board of .Administration of said Retirement System;
and
WKER~AS said State Employees' Retirement Act provides for the approval of such
contract between said city and said Board of Administration by an ordinance adopted
by a majority vote of the electorate of the city voting thereon, and, pursuant to said
act, it is the intention of said city council to submit such ordinance for the approval
of such contract to the~ qualified electors of said city for adoption or rejection by
said qualified electors;
Now, therefore, resolved by the city council of the city of South San Francisco
as follows:
Section 1. A special election is hereby called m~d shall be held in the City of

The people of the City of South San Francisco do ordain as follows:
1. That a contract betwe.en the City of South San Francisco and the Board of
Admini~stration, State Employees' Retirement System of the State of California, is
hereby authorized, a copy of said contract being attached hereto marked "Exhibit A~,
and by suca reference made a part hereof as. though herein set out in full.
2. The ~ayor of said City and ,the 5ity Clerk are hereby authorized, empowered
and directed to execute said contract for and on behalf of said subdivision.
3. In the event of the adoption of this ordinance by a mojority of the quali~ied
voters of said city of South San Francisco at the special election to be held on the
31st day of August, 1945, this oridnance shall take effect and be in force on the 1st
day of September, 19~5, and shall be published by one (1) insertion in The South San
Francisco Journal, a newspaper of general circulation printed and published in said
City of~ South San Francisca.

THIS AGREE~ENT made this day of ,194 , by and between the
Legislative Body of the City of SOuth San Francisco, hereafter referred to as "City",
and the Board of Administration, California State Employees' Retirement System, here-
after referred to as "Board."
WIT ~E SSETH:
In ~onsideration of the covenants and agreements hereinafter contained and on
the part of both parties to be kept and performed, City&Board hereby agree as follows:
1. City is to participate in the State Employees' Retirement System, subject
to the provisions of the State Employees' Retirement Act.
~. City shall participate in said Retirement System, making its employees
members of said System, from and after July l, 19~8.
~. Employees of City in the following classes shall become members of said
Retirement System in accordance with the provisions of said Retirement Act, governing
membership in said Retirement System, an~ subject to the further exclusions from
membership in the next following ser~ence:

In addition to the employees excluded from membership by said Retirement Act, the
following employees shall not become menbers of the Retirement System:
NO ADDITIONAL EXCLUSIONS
Board and City agree that, except as provided in paragraph 5, no adjustment shall
be made in tl~e amount of contributions provided in paragraph 5a, on account of
prior service, or in the percentage provided in paragraph 5b, because of variatio
in the numbers of employees who become members of said Retirement System on the
effective date hereof, from the numbers listed above, due to termination of
service by such causes as death, resignation or discharge, or the employement of
individuals not included in said numbers.
4. ~enefits on account of prior service, that is, service credited hereunder
as rendered to-City prior to the effective date hereof, shall be allowed to city
firemen and city policemen and to other employees, only as percentages of the
respective average salaries specified in said Retirement Act, for each year of
such service, and said percentages shall be equal to 100 percent of the analo[~ous
percentages now used under said l~etirement System in calculating benefits on
account of prior se~ice, allowed to members of the California State Hizhway
P~trol and to ot~er employees of the State of California, respectively.
5. City shall contribute to said Retirement System as follows:
The sum of $5,854.11 per annum, payable in equal monthly or less
frequent installments as Board shall require, for a period of 20
years, on account of the liability for benefits based on service re-
ndered to City prior to the effective date hereof.
9.947 per cent of total salaries paid by ~Uity each month to its
employees who are members of said Retirement System, provided
t~at only salary earned as members of said System shall be in-
cluded in said total salaries, and t~at employees who are members
of said System shall include employees who become members upon the
effective date hereof and employees who become members thereafter.
c. A reasonable amount as fixed by Board, payable in equal monthly or
less frequent installments, as Board s~all require, to cover the
costs of adminimtering said System as it affects the employees of
City, not including the costs of special valuations or of the
periodical investigation and valuation required by law, provided
that said amount shall not exceed $2.00 per fiscal year per member,
on the basis of the number of eraployees of City who are members on
July 1st, of the respective fiscal years, or with respect to the
first year of participation, on the ~ffective date of said participation.
d. A reasonable ~mount as fixed by the Board, payable in one installment
from time to time as the occasions arise, to cover the costs of special
valuations on account of employees of City and ti~e costs of the period-
ical investigation into the e~erience under said Retirement System, as
it affects said employees, and tl~e valuation of t~e assets and liabiliti~
of said System on account of said employees.
Contributions required of city and its employees shall be subject to ad-
justment by the Board of Administration on account of amendments to the State
Employees' Retirement Act, and on account of experience under the Retirement
System, as determined by the periodical investigation, valuation and determin-
ation provided for by said Retirement Act.
6. Contributions required ' of City under paragraph 5 inm~ediately precedi
and contributions required of City's employees who are members of said System,
shall be paid by city to the State Employees' Retirement System within thirty d
after the end of the month or longer period to which said contributions refer.
If more or less than the correct amount of contribution required of City or its
employees is paid for any period, proper adjustment shall be made in connectioz
with subsequent remittances of the City to the Board, to rectify the erros; or
such adjustments on account of errors made in contrbutions required of emplOye~

shall apply to employees of Subdivision, who become members of said Retirement
System.

Shall be adopted~
The last mentioned date, to-wit, the 31st day of August, 1945, is hereby fixed as the
date for holding said special election and notice of said election is hereby given and said
ordinance is hereby submitted to the qualified voters of said city for t~eir adoption or
rejection.
The manner of holding said special electJ_on and voting thereat for aud' against said
ordinance shall be as provided in Section 9700 to' Section 9920, inclusive, of the Election
Code of the State of California.
- At said special election, the polls sh-~ll be open at seven o'clock of the morning of
such election and shall be kept open until seven o'clock in the afternoon of the same day,
when said polls shall be closed.
That, for the purpose of said special election, said City of South San Francisco has
been and now is divided into twelve (12) election precincts to be known as Voting Precinct
A, Voting Precinct B, Voting Precinct C, Voting Precinct D, Voting Precinct E, Voting Pre-
cinct F, Voting precinct G, Voting Precinct H, Voting Precinct I, Voting Precinct J, Voting
Precinct K and Voting Precinct L~ respectively.
Voting Precinct A shall incoude all the territory described in South San Francisco
Precnct No. I and South San Francisco Precinct No. 2, as established by that certain
resoltulon entitled "Resolution and order dividing tho County of San ~ateo, California into
election precincts and establishing the boundaries thereof", passed and adopted by the
Board of Supervisors of the County of'San ~ateo, State of California, on the 7th day of
December, 1943, and the polling place for said Voting Precinct A shall bo .at Headlees's
Garage at 816 Grand Avenue, in said City of South San Francisco.
Voting Precinct B shall include all the territory described in South San Fran~isco
Precinct No. 18, as established by said resolution of the Board of Supervisors of said
County of San ~iateo, and the polling place for said Voting Precinct- B shallb e at Petroni~s
Garage 407 West Orange Avenue, in said city.
Voting Precinct C shall include all the territory described in South San Francisco
Precinct No. ~, and South San Francisco Precinct No. 17, as established by said resolution
of the Doard of Supervisors of said County of San L~ateo, and the pollinE place for said
Voting Precinct C shall be Tognella's garage at 801 ~iller Avenue, in said City.
Voting Precinct D shall include all the territory described in South San Francisco
Precinct No. ~, as established by said resolution of the Board of Supervisors of said
County of San ~',~ateo, ~nd the polling place for said Voting Precinct D shall be in 01ive:.~s
Garage at the intersection of Circle Court and Orange Avenue in said Qity.
Voting Precinct E shall include all the territory described in South San Francisco

Voting Precinct G shall include all the territory described in South San Francisco

voting precinct G shallb e in Volonte's office at 222 Linden Avenue, in s aid city.
Voting Precinct H shall include all the territory described in So~th San Francisco
Precinct No. 7 and South San Francisco Precinct No. 14, as established by said resolution
of the Board of Supervisors of said County of San ~iateo, and the polling place for said Voting
Precinct H shall be in Basil Marinoff's garage at 621 Maple Avenue, in said city.
Voting Precinct i shall include all the territory described in South San Francisco
Precinct No. ll, as established by said resolution of the Board of Supervisors of said County
of San Mateo~ and tt~e polling place for said Voting Precinct I shallb e in M. Petroff's store
at the corner of Linden Avenue and Aspen Avenue, in said City.
Voting Precinct J shall include all the territory described in South San Francisco
Precinct No. 12, as established by said resolution of the Board of Supervisors of said County
of San Mateo, and the polling place for s aid Voting Precinct J shall be in Minnie Hendel's
garage at 1011 Bayshore Highway in said city.

Scampini's Garage at 444 Lux Avenue, in said cityj
~ That said election shall be conducted by boards of election consisting of one (1)
inspector, one(l) judge and two (2) clerks for each precinct, whose duties and powers
shall be and are the same as ~hose of boards of election and of such elSction officers,
respectively, under the law governing municpal elections of said City of South San Fran-
cisco, and, in particularsnot covered by such law, then under the general election laws
of the State of California. If any of the members of said boards of election hereinafter
named shall fail to attend at the opening of the polls on the mornin~ of such election,
the qualified electors of that precinct present at thathour, including members of the board,
may supply the place of any such absent member by appointment, as provided by said general
election laws.

judge shall be ~ary Bloomer and the clerks shall be Julia Dietsche and
Ina Seibert.
In said Voting Precinct L the inspector shall be Dora McCarn, the
judge shall be Anita Zucco and the clerks shall be Freda Troy and Helen
E. Siebecker.
Said polling places above designated have been found and are hereby
dterminted to be suitable and proper places for holding such special election~
and said several persons above desingated as members of the respective
boards of election have been found and are ~reby detenuined to b e qualified
for said respective positions on said boards of election, as required by
law, and they shall and will be and are hereby appointed as such officers
to conduct such and said election and constitute said boards of election,
and said boards of election and said officers shall conduct and are hereby~
directed to conduct said election as by law and this resolution provided
and to canvass the votes given and cast at said special election and to m~ke
and deliver returns thereof in accordance with the provisions of this re-
solution and of law and said city council of the City of South San Francisco
shall meet and canvass said returns when received and declare the result of
s~id special election in the manner provided for by_law.
A sufficient number of ballots shall be and is hereby directed to be
prepared and caused to be printed for said special election, as is provided
for by law and upon the proper kind of paper, to-wit:

said city shall enter into a contract -~ith the Board of Administration, State
Employees' Retirement System of the State of California, substantially in the
form submitted to the city council of said city and now on file in the office
of the City Clerk of said city?
For the adoption of an ordinance providing that the
City of South San Francisco shall enter into a contract with YES
the Board of Administration, State Employees' Retirement

and deposited in the ballot box, it stroll be canvassed and counted as provided by law as a
vote against said proposition and rejecting the same.
The City Clerk is hereby directed to publish in The Sout~ San ~ancisco Journal, a
weekly newspaper, printed and published in said C~.ty of South San Francisco, a notice of
election and a notice of the measure to be voted upon at said special election, in the manner
and forr~ and for the time required by law.
