HomeMy WebLinkAboutReso 1380-1948312 RESOLUTION NO. 1380 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO DALLING A SPECIAL ELECTION FOR THE PURPOSE OF SUBMITTING TO THE QUALIFIED ELECTORS THE PROPOSITION TO AMEND ORDINANCE NO. 216 OF SAID CITY ENTITLED: "AN ORDINANCE OF THE CITY OF SOUTH SAN FRANCISCO CREATING AND ESTABLISHING A PERSONNEL SYSTEM FOR SAID CITY", ADOPTED DECEMBER 15, 19&l. RESOLVED, by the City Council of the City of South San Francisco as follows: 1. A special election is hereby called and shall be held in the City of South San Francisco, County of San Mateo, State of California, On Tuesday, the 2nd day of November, 19&8, for the purpose of submitting, and at which there shall be submitted to the qualified electors of the City of South San Francisco'th~ proposition to amend Section 5 of Ordinance No. 216 of said city entitled: "AN ORDINANCE OF THE CITY OF SOUTH~SAN FRANCISCO CREATING AND ESTABLISH- ING A PERSONNEL SYSTEM FOR SAID CITY", adopted by said City Council on the 15th day of December, 19&t, so that said Section 5, as amended, shall read as follows: Section 5. Competitive service. The provisions of this ordinance shall apply to all offices, positions and employments in the service of the city, including all persons employed in the public library of said city, except: (a) Elective Offices. Provided however, that, in the event the people of the city shall, at a general municipal election or special election held for that purpose, elect to change the status of any one or more ele6tive officers of the city to that of appointive officers, then at the expiration of the term of office of any such officer, the person holding the office at the time of the expiration of said term, provided that he shall have served in such position for a period of at least ~ix months continuously, immediately prior to the expiration of said term of office, shall assume regular status in. the competitive servtce without preliminary examination or working tests and shall thereafter be subject in all respects to the provisions of this ordinance. (b) Positions on appointiveboards, commissions and committees. (c) All police officers whose compensation is not paid by said city. (d) The chief of police, chief of the fire department, superintendent of streets, building inspector, city judge, city attorney, auditor, tax collector, pound master and any deputy pound master. In the event that the chief of police may be removed from that office by the cit~ council, he shall take the rank and office of captain of police and shall retain his status in the competitive service as such captain. In the eVent that the chief of the fire department may be removed from that office by the city council, he shall take the rank and office of captain of the fire department and shall retain his status in the competitive service as such captain In the event that the superintendent of streets may be removed from that office by the city council, he shall take the rank and office of foreman in the street department in said city and shall retain his status in the competitive service as such foreman. In the event that thebuilding inspector may be removed from that office by the city council, he shall become an employee in the building department of said city and shall retain his status as such employee in the competi- tive service. city. In the event that the building inspector may be removed from that office by the city council, he shall become an employee in the building depaPtment of said city and shall retain his status as such employee in the competitive service. Offices, positions and employments not exempted above shall consitute the competitive service of the city." The polling places for said spedial election shall be those established by the board of supervisors of the County of San M~teo for the purposes of holding the general election to be held in said City of South San Francisco on the 2nd day of November, 19~8, and the hours during which said polling places shall be open shall be the hours provided by law for holding general elections in the State of California. The officers who shall conduct said special election, shall be those appointed by said board of super- visors of said County of ~an Mateo to conduct the general election on November 2, 19~8, in said City of South San Francisco. 2. The board of supervisors of said County of San Mateo is hereby requested to consolidate said special election hereby called with the general e~ection to be held in said city of South San Francisco on the 2nd day of Novembe~ 19~8. The board of supervisors is hereby authorized to canvass the returns of the special election hereby called.
