~EREAS Secretary of Denfense James Fo~'estal on February 16, 1%8, announced the establishment
of a Nation Civil Defense Unit within his depart~nent, which may require the integration of the California
Disaster Preparedness Plan; and
~ERFA~ the cities and counties of the State of California, under the provisions of the California
Disaster Act, have established or are in the process of establishing Accredited Disaster Councils and Jaave adopted
mutual aid agreements and plans to mee~ local disaster conditions and assist the Federal Government in times of
National E~ergeney, which program would fit naturally into any national program; and
~HEREAS information, which has been made available to California, as of April 27, 1%8, does not ir~
dicate that national planning has progressed to the point where extensive expansion or civilian participation is
feasible at this time;
~0~, ~EREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco adop~e the
following as being a reasonable policy to pursue pending further information from the Federal government;
1. The City of South San Francisco will participate, in evelypractical way, in any national e~ergency
preparedness program.
2. The City of South San Francisco, having adopted a disasber ordinance under statutary authority,
will adop~ essential mutual aid agreements apd plans, where such organizations, agreements and plans do not now exist.
3. The City of South San Francisco will continue with its established pl~aning program through its City
Clerk and the various citizens advisory committees on law, fire, health, and industrial security, working in coopera-
tion with the American Red Cross, the Military Forces, and the new National Civil Defense Agency, until factual~ informa-
tion is available indicating the necess~ity for further expansion.
I hereby certify that the foregoing resolution was ~egularly introduced and adopted by the City Council
of the City of South San Francisco this 1st day of November, 19~8.
