'~EREAS, a depositing or discharging of any sewage, trade wastes, or any animal, mineral, or
vegetable matter or substance, offensive, or injurious, or dangerous to health in any of the salt water within
the jurisdiction of the. State is prohibited by the Health and Safety Code of the State of California, unless a
permit has been obtained therefor; and
?~EREAS'~ on the llth day of March, 19&6, the Board of Health of the State of California, revoked
permits for the depositing or discharging of raw sewage within the Bay of San Francisco and, on said date, refuse~
to grant any further permits for depositing or discharging such raw sewage in the Bayof South San Francisco; and
~EREAS, the City of South San Francisco has, for many years last past, deposited in the Bay of
San Francisco, at South San Francisco, raw sewage and trade wastes, originating in factories located in South San
Francisco.
R~SOLVED by the City Co~mcil of the City of South San Francisco, as follows:
Section 1. That the public interest and necessity Uemand the acquisition, construction and compl~
by the City of South San Francisco of the following numicipal improvement, to wit:
A ~ewage Disposal System,~including sewage tveatment plant, digester, clarifiers,
grit ch~nbers, sludge and lift pumps, laboratory and office building, together
with outfall, intercepting, connecting and lateral sewers, pipes, pumping station,
manholes, lands, easements, rights-of,way and other works, property or structures
necessary or convenient for a complete sewage disposal system of the City of South
San Francisco. _
Section 2. That the acquisition, construction and completion of said municipal improvement is
necessary and convenient to carry out the objects, purposes and powers of said City.
Section 3. That the estimated cost of said proposed improvement is $1,667,000, and that said
estimated cost of the acq,~isition, construction and completion of said municipal improvement is and will be too
great to be paid out of the ordinary annual income and revenue of said City.
