HomeMy WebLinkAboutReso 58-2013RESOLUTION NO. 58 -2013 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION APPROVING STORMWATER MANAGEMENT SERVICE CHARGES FOR FISCAL YEAR 2013 -2014 WHEREAS, South San Francisco Municipal Code Chapter 14.04 enables the City of South San Francisco ( "City ") to levy charges for the local portion of the San Mateo County Stormwater Management Program; and WHEREAS, notices were published and a public hearing was held on June 26, 2013 as required for the enactment of the subject stormwater fees; and WHEREAS, the proposed local program budget for Fiscal Year 2013 -2014 is $1,665,775 and, WHEREAS, the Stormwater Service Charges continue to be maintained at the level established in Fiscal Year 1993 -94. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of South San Francisco, hereby confirms the Stormwater Management Service Charge formula attached hereto as Exhibit A, for Fiscal Year 2013 -2014. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 26 day of June, 2013 by the following vote: AYES: Councilmembers Mark N. Garbarino, and Pradeep Gupta Mayor Pro Tem Karyl Matsumoto and Mayor Pedro Gonzalez NOES: None ABSTAIN: ABSENT: None ATTEST: , City Clerk 0 A o CITY OF SOUTH SAN FRANCISCO C'd'Upo NOTICE OF PUBLIC HEARING NOTICE OF PROPOSED CHARGES FOR FY 2013 -2014 CITY OF SOUTH SAN FRANCISCO STORMWATER MANAGEMENT SERVICE CHARGES NOTICE IS HEREBY GIVEN that the City Council of the City of South San Francisco on Wednesday the 26th of June 2013, at 7:00 p.m. in the Community Room of the Municipal Services Building, 33 Arroyo Drive, South San Francisco, California will consider the adoption of charges for the local portion of the San Mateo County Stormwater Management Program pursuant to Chapter 14.04 of the South San Francisco Municipal Code, and any, and all interested persons may appear and be heard thereon. This rate was established in 1993, has never changed, and is not proposed to change for the upcoming fiscal year. The following formula, proposed for adoption, shall be used to calculate stormwater service fees for each parcel: PARCEL SIZE _ BASE THRESHOLD (sq. footage) (average sq. ft. of single family dwelling) [number of EDU's] x EDU RATE = ANNUAL SERVICE FEE (per class) Sample Fees per Classification: Type of Parcels Annual Rate 1. Single Family Residential 5,400 sq. ft. _ 5,352 sq. ft. (base) x $8.72 = $ 8.72 [1 EDU] 2. Multi - Family Residential 10,700 sq. ft. — 5,352 sq. ft. (base) x $17.42 = $ 34.84 [2 EDU] 3. Commercial/Industrial (a) 20,000 sq. ft — 5,352 sq. ft. (base) x $17.86 = $ 66.74 [3.73 EDU's] (b) 43,560 sq. ft _ 5,352 sq. ft. (base) x $17.86 = $145.36 (1 acre) [8.13 EDU's] 4. Vacant 10,000 sq. ft. — 5,352 sq. ft. (base) x $1.74 = $ 3.26 [2 EDU] 5. Parking Lots 10,000 sq. ft. — 5,352 sq. ft.
