SOUTH SAN FRANCISCO REDEVELOPMENT AGENCY
March 4, 1981
Regular Meeting
TIME: 7:00 p.m.
PLACE: West Orange Avenue Library Auditorium
CALL TO ORDER: Chairman Ronald G. Acosta called the South San Francisco
Redevelopment Agency meeting to order at 7:05 p.m.
ROLL CALL: Present: Chairman Ronald G. Acosta, Vice Chairman Gus Nicolopulos,
Members Mark N. Addiego, Emanuele N. Damonte, and
Roberta Cerri Teglia
Also present: Executive Director/Secretary C. Walter Birkelo;
Assistant Secretary Louis Dell'Angela; Finance Director
William Anderson, Herman Fitzgerald, Esq., Counsel;
representatives from Homart Development Company, and
The SWA Group.

APPROVAL OF MINUTES Because of the lateness of the Minutes' submittal, Council delayed
OF FEBRUARY 18, 1981 action on the Minutes until the next Agency's meeting.
DRAFT ENVIRONMENTAL Assistant Secretary Louis Dell'Angela commented on the Draft
IMPACT REPORT Environmental Impact Report for the Gateway Redevelopment Project/
GATEWAY REDEVELOPMENT Final Redevelopment Plan, dated January, 1981. He stated that the
PROJECT communication from the Metropolitan Transportation Commission,
dated February 27, 1981, is included as part of the information
for the E.I.R. The Assistant Secretary reviewed the extensive
studY of the environmental effects of the Gateway Redevelopment
project since March 27, 1980, when a determination was made that
an E.I.R. would be prepared for the project. A notice of this
determination was distributed to public and private agencies; and
prior to the preparation of the Draft E.I.R., information was dis-
seminated and opinions solicited from area property owners and
the general public. Notice procedure was followed in preparing
the Draft E.I.R. in accordance with the CEQA Guidelines, and
maximum opportunity has been given to affected agencies and
individuals to respond to the project. Concerns of the traffic
impact of the project had been expressed by the Department of
Transportation, Caltrans, District 4, in their letter of February 23,
1981. Assistant Secretary Dell'Angela stated that the Agency
Board could receive the final report by the latter part of March
DRAFT ENVIRONMENTAL or April, and all concerns will have been responded to. The Board
~MPACT REPORT will be requested to certify the Final Environmental Impact Report.
,TEWAY REDEVELOPMENT He concluded by stating that representatives from the SWA Group
~OJECT (Continued) were present to answer any questions.
PUBLIC HEARING OPENED Chairman Acosta declared the Public Hearing opened and invited
proponents and opponents to speak.
PUBLIC HEARING CLOSED As no one spoke, Chairman Acosta closed the Public Hearing.
Council inquired as to the locations of the Draft Environmental
Impact Report for public viewing. It was noted that these had
been placed in the two libraries, City Clerk's and Community
Development's offices; further, only public responses received
were by telephone as a result of the newspaper articles. The
Board further discussed the concerns of the City's departments
and was informed that these issues were satisfactorily answered.
Director of Public Services Robert Yee assured the Board that
his concerns had been answered by the current Draft E.I.R., and
Finance Director William Anderson remarked that the figures in the
Administrative Draft should be reconciled before the Final E.I.R.
was presented.
Mr. Walter Bemis, representing swA Group, stated that all of the
issues addressed as of January 26, 1981, were responded to in the
Draft E.I.R. He explained the recommendations of the Department
of Fish and Game to modify the design to maintain aquatic and
riparian values of the two drainage channels on the site and the
earlier plans to cover the ditch for the utilization of more land.
To leave it as an open ditch would be consistent with the current
plans and engineering recommendations.
The Board questioned the wording of the draft document and its
flexibility, the tax increment funding to be used by the Agency
for the purpose of increasing or improving housing for low-or-
moderate income households.
Mr. Bemis elaborated on the project area's two distinct geographic
sub-areas and the plan whereby authority and opportunity for such
development are provided. Provisions to eliminate and prevent the
spread of "blight" and to strengthen the economic base of the
project areas and community were explained.
Member Teglia moved, seconded by Member Damonte, that the South
San Francisco Redevelopment Agency accept the Draft Environmental
Impact Report, for the Gateway Redevelopment Project/Final
Redevelopment Plan, dated January, 1981. Motion, as made and
seconded, was unanimously approved.
Member Teglia moved, seconded by Member Addiego, that authorization
be granted to proceed with the Final Environmental Impact Report.
Motion, as made and seconded, was unanimously approved.

introduced by the Executive Director.
GOOD AND WELFARE Chairman Acosta invited anyone to speak under Good and Welfare.
No one spoke.
ADJOURNMENT Member Damonte moved, seconded by Member Teglia, and unanimously
carried that the meeting be adjourned at 7:45 p.m.
