~ the City of So~th San Francisco presently, has a population in excess of thirty thousand
people and is, at the present time, rapidly growing in size and ~wTortance; and
~ said City now has a I~ ~.m~ering approximately one hundred and thirty persons and each
mo~th there are presente~ for pa2ment m~ro~s claim~; and
~ it is dee~ed to be in the interests of economy a~d efficiency that the salaries of all City
empXoyees and all elai~ be paid By check iu~te~ of by warrant, and that all checks be signed by the City Clerk,
as a bonded mmicipal officer, and by no other City official.
