HomeMy WebLinkAboutReso 2486-1957RESOLUTION NO. 2486 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO URGING THE CALIFORNIA STATE LEGISLATURE TO ENACT LEGISLATION REDUCING OR REMOVING CERTAIN INEQUITABLE HIGHWAY AND SALES TAXES PHESENTLY ASSESSED URBAN PASSENGER BUS OPERATIONS WHEREAS, rising costs of operation and resultant higher fares, together with diversion of patronage to the private automobile, have placed continued'and necessary urban public transit service to our comunity in jeopardy, and WHEREAS, although urban transit makes but little use of the costly improvements to the State highway and freeway system, it is heavily taxed for such improvements, and WHEREAS, but a small proportion of 'such highway taxes is returned to the cities for maintenance of roadways over which such urban transit vehicles mainly operate, and WHEREAS, urban bus operation, although in ~any cases on the brink of failure, is in fact subsidizing the competition of the private auto~obile, by payment of taxes to build State highways it seldom useS, and WHEREAS, unless .substantial relief from such State taxes is afforded private bus operations, municipalities are faced with payment of direct subsidy or assu~ing full operation themselves, to assure continuance of transit service, and WHEREAS, several Bills to correct these tax inequities have been introduced in the present State Legislature, NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco hereby urges its representatives in the California State Legislature, to enact into law, legislation which would First, reduce Vehicle Weight Fees to that previously granted as an exception to Urban Transit Vehicles as now contained in S. B. 1352, and Second, remove existing discriminatory sales tax on Diesel Fuel (not applicable to gasoline) used for highway purposes, as now contained in A. B. 1470, and Third, refund that portion of use fuel and motor vehicle fuel taxes paid by urban transit for use on highways other than those constructed and maintained toll-free by the State of California, when greater than one half of its fixed route operations, as now contained in A. B. 3648 and A. B. 3651, and BE IT FURTHER RESOLVED that copies of this resolution be transmitted to its representatives in the State Legislature, and'the chairmen of the Senate Transportation Cosmittee, the Senate Revenue and Taxation Comittee, the Assembly Transportation and Commerce Co~mittee, and the Assembly Reveaue and Taxation Cosmittee. I hereby certify that the foregoing resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 20th day of May, 1957, by the following vote: AYES, Councilmen G.
