HomeMy WebLinkAboutReso 2595-1958RESOLUTION NO. 2595 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO REQUESTING THE COUNTY SUPERVISORS TO ADOPT A FAIR AND EQUITABLE FORMULA FOR DISTRIBUTION OF GASOLINE TAX MONIES FOR COUNTY ROADS AND CITY STREETS WHEREAS, the County of San Mateo receives gas tax funds at the rate of 1-3/85 per gallon, paid by motorists; and ~HEREAS, the Cities receive gas tax funds based on 5/8q per gallon; and WHEREAS, the gas tax funds are collected from all local motorists and re- turned to the Cities and Counties on a per capita basis; and WHEREAS, the County road mileage is approximately 470.41 miles and the City street mileage is approximately 925.90 miles; and WHEREAS, a fair and equitable formula for distribution of gas tax monies is needed to better serve the motorists paying said tax; and WHEREAS, in Alameda County the Mayors and County Supervisors have suc- cessfully worked out a fair and equitable formula for allocation of gas tax monies; and WHEREAS, a fair and equitable distribution is needed in San Mateo County similar to the Alameda County Supervisors and Mayors Conference Formula Agreement. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of. South San Francisco: Section I. That the Board of County Supervisors of the.County of San Mamoare hereby urgently requested to agree with the Cities on a formula for distribution of gas tax monies as follows: (1) That the gas tax from the lq County funds and the 5/8~ Cities' funds be added; and, that the total be gas tax funds to be apportioned; (2) That the apportionment between County and Cities be as follows: (a) Percentage of County road mileage compared to City street mileage; (b) That the apportionment to Cities shall be the said City street mileage percentage of the total sum designated in (1) above, less the Cities' 5/8q fund, leaving the amount to be allocated to Cities from the County lq gas tax fund. Section II. That the said apportionment due to Cities aforementioned shall then be apportioned among the Cities in the County as follows: (a) Minimum of $10,000 apportioned each City; (b) The balance to be apportioned 50% on population of each City basis and 50% on mileage of each City basis. Section III. That the unrestricted portion of the County's 3/8q gas tax be apportioned between the County and Cities on the basis of percentage of County roads to City streets and the same apportioned among the Cities on the basis of 50% on population of the Cities and 50% of ~treet mileage of the Cities. Section IV. That a certified copy of this resolution be forwarded to the Board of County Supervisors of San Marco County for their action and cooperation. $ * * * $ * * $ * I hereby certify that the foregoing resolution was regularly introduced and adopted by the City Council of the City of South San Fran- cisco at an adjourned meeting held on the 21st day of March, 1958, by the following vote: AYES, Councilmen G.
