HomeMy WebLinkAboutReso 2597-1958RESOLUTION NO. 2597 A RESOLUTION OF INTENTION TO ACQUIRE AND CONSTRUCT. IMPROVEMENTS PINEVIEW CREST RESOLVED, by the City Council of the City of South San Francisco, California, that in its opinion the public interest and convenience require, and that it is the inten- tion of said Council to order the following acquisitions and improvements, to wit: 1. (a) The improving of Yellowstone Drive, Almanor Drive, Mariposa Drive, Yosemite Drive, Valverde Drive, Shasta Court and Tahoe Court for their full length as shown on the Map of Pineview Crest, by grading and the construction therein of untreated rock base pavement and plant mix wearing surface, Portland cement concrete curbs, gutters, sidewalks, valley gutters and driveway aprons, reinforced concrete pipe storm drains with standard manholes and catch basins, vitrified clay pipe sanitary sewer mains, wye branches, house laterals, lampholes and cleanouts and standard manholes, electrical system complete including electroliers and service wires and appurtenances, a fire alarm system complete including fire alarm boxes, overhead wiring and appurtenances, street signs and engineer's monuments. (b) The acquisition of an easement five (5) feet in width along the northerly boundary of Lot 21, Block 6, Avalon Park No. 3 and the construction therein and in Alhambra Drive from the rear of Lot 26, Block 2, Pineview Crest to the existing sewer main in Alhambra Drive, of a vitrified clay pipe storm sewer and manhole. (c) The construction of a reinforced concrete storm drain pipe in an easement between Lots 4 and 5 and Lots 12 and 13, Block 1, Pineview Crest. (d) The construction of a reinforced concrete cement pipe storm drain along the easement between Lots 24 and 25 and along the rear of Lots 23 and 24, Block 2, Pineview Crest, with standard manhole and channel outlet. (e) The construction of a reinforced cement concrete pipe storm drain with manhole in the easement along the dividing line between Lots 6 and 7 and Lots 16 and 17, Block 4, Pineview Crest. (f) The construction of an open Portland cement concrete storm drain gutter in the easement along the rear of Lots I through 3 and 7 through 17, Block 3, along the rear of Lots 1 through 11, Block 4, along the rear of Lots 17 through 31, Block 2, and along the rear of Lots 6 through 16, Block 1, Pineview Crest. (g) The construction of a vitrified clay pipe sanitary sewer main along the easement between Lots 5 and 6 and Lots 17 and 18, Block 4, and between.Lots 25 and 26 and along the rear of Lot 26, Block 2, Pineview Crest. (h) The construction of a fire alarm overhead cable between Lots 28 and 29, Block 2, Pineview Crest, and along the rear of Lots 17 through 21, Block 6,Avalon Park No. 3, between Lots 14 and 15, Block 6 and on Valencia Drive in Avalon Park No. 2. (i) The grading of Pineview Crest, including slopes and site, and slope planting, for the proper drainage of the district and for the pro~ction of the streets to be constructed therein from overflow by water, ~' (j) The acquisition of a capacity interest in the sanitary Francisco Terrace, in the sanita~ --,.,~- * ATTEST: ARTHUR A. (g) The construction of a vitrified clay pipe sanitary sewer main along the easement between Lots 5 and 6 and Lots 17 and 18, Block 4, and between Lots 25 and 26 and along the rear of Lot 26, Block 2, Pineview Crest. (h) The construction of a fire alarm overhead cable between Lots 28 and 29, Block 2, Pineview Crest, and along the rear of Lots 17 through 21, Block 6,Avalon Park No. 3, between Lots 14 and 15, Block 6 and on Valencia Drive in Avalon Park No. 2. (i) The grading of Pineview Crest, including slopes and site, and slope planting, for the proper drainage of the district and for the protection of the streets to be constructed therein from over~low by water, (j) The acquisition of a capacity interest in the sanitary sewer for Francisco Terrace, in the sanitary sewer for Lindenville and in the sanitary sewer for South of Reichhold Chemistry from drill track to the Southern Pacific Railroad, and the acquisition of a capacity interest in the storm-sewer for Francisco Terrace and in the storm sewer through Avalon Park, in the amount of $21,077.82. (k) The acquisition of all lands, easements, facilities and work relat- ing or auxiliary to any of the above and necessary to complete the same. 2. Whenever'any public way is herein referred to as running between two public ways, or from or to any public way, the intersections of the public ways referred to are included to the extent that work shall be shown on the plans to be done therein. 3. Said streets and highways are more particularly shown in the records in the office of the County Recorder of San Mateo County, California, and shall be shown upon the plans herein referred to to be filed with the City Clerk of said City. 4. All of said work and improvements are to be constructed at the places and in the particular locations, of the forms, sizes, dimensions and materials, and at the lines, grades and elevations as shown and delineated upon the plans, profiles and specifications to be made therefor, as hereinafter provided. 5. There is to be excepted from the work herein described any of such work already done to line and grade and marked excepted or shown not to be done on said plans, profiles and specifications. 6. Notice is hereby given of the fact that in many cases said work and improvement will bring the finished work to a grade different from that formerly existing, and that to said extent said grades are hereby changed and that said work will be done to said changed grades. 7. Said Council does hereby adopt and establish as the official grades for said work the grades and elevations to be shoWn upon said plans, profiles and specifications. All such grades and elevations are to be in feet and decimals thereof with reference to the datum plane of the City of South San Francisco. 8. Said contemplated acquisitions and improvements, in the opinion of the Council, are of More than local or ordinary public benefit and said Council does hereby make the costs and expenses thereof chargeable upon an assessment district, which district said Council declares to be the district benefited thereby, the exter- ior boundaries of which district are the coterminous exterior boundaries of the com- posite and consolidated area consisting of Pineview Crest, as shown on the map thereof on file in the office of the City Clerk to which reference is hereby made for further particulars. 9. Said Council further declares that all public streets and highways within said assessment district in use in the performance of a public function as such shall be omitted from the assessment hereafter to be made to cover the costs and expenses of said acquisitions and improvements. 10. Notice is hereby given that serial bonds to represent the unpaid assessments, and bear interest at the rate of not to exceed six per cent (6%) per annum, will be issued hereunder in the manner provided in the Improvement Bond Act of 1915, Division 10 of the Streets and Highways Code, the last installment of which bonds shall mature not to exceed fourteen (14) years from the second day of July next suc- ceeding ten (10) months from their date. 11. Except as herein otherwise provided for the issuance of bonds, all of said improvements shall be done pursuant to the provisions of the Municipal Improve- ment Act of 1913, as amended. 12. Reference is hereby made to proceedings had pursuant to Division 4 of the Streets and Highways Code on file in the office of the City Clerk. 13. Said proposed acquisitions and improvements are hereby referred to the Engineer of Work, being a competent person employed by said Council for that purpose; and said Engineer is hereby directed to make and file. with the City Clerk of said City a report in writing, presenting the following: (a) Maps and descriptions of the lands and easements to be acquired; (b) Plans and specifications of the proposed improvements to be made pursuant to this Resolution of Intention; (c) Engineer's statement of the itemized and total estimated costs and expenses of said acquisitions and improvements and of the incidental expenses in connection therewith; (d) Diagram showing the assessment district above referred to, and also the boundaries and dimensions of the respective subdivisions of land within said district as the same existed at the time of the passage of this Resolution of intention, each of which subdivisions shall be given a separate number upon said diagram; (e) A proposed assessment of the total amount of the costs and expenses of the proposed acquisitions and improvements upon the several sub- divisions of land in said district in proportion to the estimated benefits to be received by such subdivisions, respectively, from said acquisitions and improvements, and of the expenses incidental thereto. 14. If any excess shall be realized from the assessment it shall be spent for the maintenance of said acquisitions and improvements, unless the Council shall here- after determine that said amount or any part thereof shall be applied as a credit to each assessment herein. * * * * * I hereby certify that the foregoing resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at an Adjourned Regular Meeting held this 21st day of March, 1958, by the following vote: AYES, Councilmen G.
