HomeMy WebLinkAboutReso 3049-1960A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN FRANCISCO ESTABLISHING A POLICY POSITION IN THE JET NUISANCE l~ATTER ~HEREAS, jet aircraft operatAons from San Francisco International Airport are ad- versely affecting the pattern of living in the City of South San Francisco and depriving the use of enjoyment of property and CO~h~unity facilities, and ~HEREAS, it is imperative that this nuisance be abated in order the the airport may be maintained as a positive economic force in San Mateo County, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Fran- cisco that the following states the policy position of the City Council of the City of South San Francisco in the jet nuisance matter: (1) That every effort should be made to have the airport and airline operators modify their operations so that flights on take-off from San Francisco International Airport make maximum use of preferential runway 1-R (protected by the sound barrier at the Millbrae end of the runway). That, further, runway 28-R and 28-L be modified so that flights taking off from said runways will attain sufficient altitude to accommodate a turn to the North prior to passing over the residential areas of South San Francisco. That said modifications are necessary to end the abuse of the economy of South San Francisco and the adjacent commun- ities and enable the airport to continue its place in the community. (2) That all efforts continue in the direction of developing voluntary modifica- tions by San Francisco International Airport and the airline operators through mediation, but that the City continue preparation for legal proceedings to compel modification and com- mence the legal proceedings when the City Attorney has compiled sufficient data. That the time of commencing legal proceedings shall in no way be dependent on promises or representa- tions of San Francisco International Airport or airline operators. (3) That until the main goal of modification of operations is attained the City should take every legally available action that will result in a decrease of said flights across South San Francisco and oppose any action of the airport or airline operators that will increase said flights across South San Francisco. (4) That the City should be represented at every meeting of any board, commission, agency, or other organization where the substance of the meeting will affect the City's right to compel the modifications of operations required to restore the benefits of property to the people of South San Francisco and remove the adverse affect of the pattern of sa~ City all caused by the flight of jets across said city on take-off from San Francisco International Airport. That the Chairman of the Jet Committee, Councilman Leo Ryan, is hereby authorized to represent the City and he is further authorized to take with him or designate the City Man- ager or City Attorney for said appearances when necessary. (5) That if San Francisco International Airport abates the jet noise nuisance which damages South San Francisco and the other communities thereby, then we urge that none of the services presently operating at the local airport be diverted. (6) That if San Francisco International Airport can accommodate jet operations now and in the future expansion and at the same time eliminate the jet nuisance which deprives the use and enjoyment of property and community facilities, then that the San Francisco Inter- national Airport fully participate in the future expansion of the overall aviation industry in the San Francisco Bay Area, providing better service to business, industry and the residents of the San Francisco Peninsula. (7) That we are cognizant of our share of the economy generated by the over 12,000 employees at the airport ~rough the $78,000,000 payroll that is provided, but that such bene- fits do not superse&the interests of South San Francisco and other communities in being re- lieved of the jet nuisance nor do those benefits provide a basis, economic or otherwise, for the airport to create or continue a method of operation that adversely affects the pattern of liv- ing in adjacent communities and deprives the use and enjoyment of property and community faciliti (8) That if San Francisco Internation Airport is unable or unwilling to modify its operations in order to abate the jet nuisance, the only methods left for relief may be the di- version of some'of the services presently operating at the airport and limitation of expansion. * * * * * * 1'1.8 RESOLUTION NO. 3049 (CONT'D): I hereby certify that the foregoing resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held this 1st day of August, 1960, by the following vote: AYES, NOES, Councilmen Andrew Rocca, G.
