HomeMy WebLinkAboutReso 3133-1961 RESOLVED, by the City Council of the City of South San Francisco, California, that in its opinion the public interest and convenience re- quire and that it is the intention of said Council to order the follow- ing acquisitions and improvements, to wit: 1. (a) The acquisition of land on either side of Littlefield Avenue between the North line of South San Francisco Industrial Park, Map No. 2-C~ to East Grand Avenue for the widening of said street to approxi' mately sixty feet and improving of same by grading and the construc- tion thereon of eight inches of untreated rock base pavement with three inches of asphalt concrete wearing'surfacing and Portland con- crete curbs and gutters, and a sidewalk along the West side, a storm drain pipe with catch basins and manholes, and monuments. (b) The acquisition of a right-of-way for the extension of a cul-de-sac road, to be known as Kimball Way, approximately sixt~ feet wide for a distance of about five hundred feet Southerly from East Grand Avenue generally along the private right-of-way along the West side of the lands of Swift & Co. approximately seven hundred forty feet Easterly of Littlefield Avenue described in (a) above, together with the construction thereon of grading, eight-inch untreated rock base pavement with three-inch asphalt concrete wearing surfacing, Portland concrete curbs and gutters, a sidewalk along the West side thereof, and a storm drainage pipe with catch basins and manholes and outlet structure, and monuments. (c) The acquisition of an easement Northerly of and parallel to the Northerly line of South San Francisco Industrial Park Map No. 2-C, from the Westerly side of Littlefield Avenue to South San Francisco Pumping Station No. 3 on the East side of said Kimball Way and the con- struction therein of a sanitary sewer main, manholes and appurtenances. i. (a) The acquisition of land on either side of Littlefield Avenue between the North line of South San Francisco Industrial Park, Map No. R-C, to East Grand Avenue for the wide~ning of said street to approxi- mately sixty feet and improving of same by grading and the construc- tion thereon of eight inches of untreated rock base pavement with three inches of asphalt concrete wearing surfacing and Portland con- crete curbs and gutters, and a sidewalk along the West side, a storm drain pipe wlth catch basins and manholes, and monuments.~ (b) The acquisition of a right-of-way for the extension of a cul-de-sac road, to be known as Kimball Way, approximately sixt~ feet wide for a distance of about five hundred feet Southerly from East Grand Avenue generally along the private right-of-way along the West side of the lands of Swift & Co. approximately seven hundred forty feet Easterly of Littlefield Avenue described in (a) above, together with the construction thereon of grading, eight-inch untreated rock base pavement with three-inch asphalt concrete wearing surfacing, Portland concrete curbs and gutters, a sidewalk along the West side thereof, and a storm drainage pipe with catch basins and manholes and outlet structure, and monuments. (c) The acquisition of an easement Northerly of and parallel to the Northerly line of South San Francisco Industrial Park Map No. from the Westerly side of Littlefield Avenue to South San Francisco Pumping Station No. ~ on the East side of said Kimball Way and the con- struction therein of a sanitary sewer main, manholes and appurtenances. (d) The relocation of spur railroad trackage along the South side of the Southern Pacific Railroad right-of-way necessary to per- mit the crossing thereof by said two streets. (e) The making of all acquisitions and the doing of all work necessary to complete the above. 2. Whenever any public, way is herein referred to as running between two public ways, or from or to any public way~ the inter- sections of the public ways referred to are included to the extent that work shall be shown on the plans to be done therein. 3o Said streets and highways are more particularly shown in the records in the office of the County Recorder of San Mateo County, California, and shall be shown upon the plans herein referred to and to be filed with the City Clerk of said City. 4. All of said work and i~provements are to be constructed at the places and in the particular locations, of the forms, sizes, dimensions and materials, and at the lines, grades and elevations as shown and delineated upon the plans, profiles and specifications to he-made therefor, as hereinafter provided. There is to be excepted from the work herein described .. any of such work already done to line and grade and marked excepted or shown not to be done on said plans, profiles and specifications. 6. Notice is hereby given of the fact that in many cases said work and improvement will bring the finished work to a grade diff- erent from that formerly existing, and that to said extent said grades are hereby changed and that said work will be done to said changed grades. 7. Said Council does hereby adopt and establish as the offi- cial grades for said work the grades and elevations to be shown upon said plans, profiles and specifications. All such grades and eleva- tions are to be in feet and decimals thereof with reference to the datum plane of the City of South San Francisco. 8. The descriptions of the acquisitions and improvements and the termini of the work contained in this Resolution are genera~ in nature. All items of work do not necessarily extend for the full len:¢th of, t,~e description thereof. The plans and profiles of the work and maps and descriptions as contained in tne Engineer's report, shall be controlling as to the correct and detailed description thereof. 9. Said contemplated acquisitions and improvements, in the opinion of tile Council~ are of more than local or ordinary public benefit and said Council does hereby make the costs and expenses t~ereof chargeable upon an assessment district, w~icn distric~,said Council declares to be the district benefited t,~ereby, the exterior boundaries of which distr~ ~ ~--'" - · ~a~ ~ existing, and that to said eXtent said grades are hereby changed and that said work will be done to said changed grades. 7. Said contemplated acquisitions and improvements, in the opinion of t~e Council~ are of more than local or ordinary public benefit and said Council does hereby make the costs and expenses ti~ereof chargeable upon an assessment district, wi~icn district said Council declares to be the district benefited t~ereby, the exterior boundaries of which district are desc'ribed as follows: Commencini~ at a point which is about three hundred forty feet Northerly of the Northeast corner of the lands, shown on the map of South San Francisco Industrial Park, Unit No. 2-D; thence Westerly along the Southerly line of the 17.5 acre parcel of land of the Utah Construction & Mining Co. to Littlefield Avenue; thence Westerly and Northerly along the Southerly and Westerly line of said 17.5 acre p~rcel; t~ence Northerly and E~sterly along the Westerly and Northerly lines of the 3.5 acre parcel of land of the Utah Construction & Mining Co. to the Northeast corner thereof; taence Northerly and Easterly along the Westerly and Northerly lines oi~ ti~e 3.8 acre tract of the lands of Klestadt to a point about one [~undred feet Westerly of t.ae Norti~east corner thereof; t~ence Northerly North sixty feet across the Southern Pacific Railroad trackage; tl~ence Northeast about one hundred'forty feet on a' curve to the bend in Littlefield Avenue; ti~ence Northeasterly along the Westerly side thereof to East Grand Avenue, thence- Southeasterly along t~e Southwesterly line of East Grand Avenue to the Northeast corner of tae 0.3 acre parcel of land of Humbert; thence Southwesterly along tae Southeasterly line ti~ereof to the Southeasterly corner; thence Southerly about one hundred sixty feet; thence Easterly along the Southerly line of the land of the Southern Pacific Co. to a point two hundred feet East of tl~e proposed Kimball Way cul-de-sac; thence South to the South line of the lands of Swift & Co.; thence West along the South line of said lands to said proposed cul-ce-sac; thence Southwesterly along said proposed cul-de-sac to the East line of the 17.5 acre tract of the lands of the Utah Construction & Mining Co.; thence Soutaerly along the East line of said parcel to the point of beginning; excepting therefrom, the lands of tae Southern Pacific Railroad Co. except the 0.1 acre triangular parcel on the West side of Littlefield ~venue North of the lands of Klestadt; exclusive of the parcel transversing the lands of Klestadt. 10. Said Council further declares that all public streets and highways within said assessment district in use in the performance of a public function as such shall be omitted from the assessment hereafter to be made to cover the costs and expenses of said acqui- · Sitions and improvements. ; ~.,"~':.""~." Streets and Highways Code, the last installment o£ which bonds shall mature not to e~ceed fourteen (1~) years from the second day of July next succeeding ten (lC) months from their date. 12. Except as herein otherwise provided £or the issuance o£ bonds, all o£ said improvements shall be done pursuant to the pro- visions o£ the Municipal Improvement Act o£ 1~13. 13. Re~erence is hereby made to proceedings had pursuant to Division ~ o£ the Streets and Highways Code on £ile in the office o£ the City Clerk. 1~. Said proposed acquisitions and improvements are hereby re£erred to the Engineer o£ ~or~, being a competent person employed by said O~ty £or that purpose; and said Engineer is hereby directed to ma~e and £±le with the C~ty Clerk o£ said City a report in writing, presenting the £ollo~ing: (a) Maps and descriptions o£ the lands and easements to be acquired; (b) Plans and spec±£±cat±ons o£ the proposed improve- ments to be made pursuant to this Resolution o£ Intention; (c)' Engineer's statement o£ the itemized and total esti- mated costs and expenses of said acquisitions and improvements and o£ the incidenta~ expenses in connection (d) Diagram showing the assessment district above re- ferred to, and also the boundaries and dimensions o£ the respective subdlvls~ons o£ land within said district as the same existed at · . the time o£ the passage o£ this Resolution of Intention, each of which subdivisions 'shall be given a separate number upon said dia- gram; (e) A proposed assessment o~ the total amount of the costs and expenses of the proposed acquisitions and improvements . upon the several subdivisions of land in said dmstr±ct in proportion to the estimated benefits to be received by such subdivlsions~ res- pectlvely, £rom said acquisitions and improvements, and of the ex- penses incidental thereto. 15. If any excess shall be realized from the assessment it shall be spent for the maintenance of said acquisitions and improve- 3133 · 13. Reference is hereby made to proceedings had pursuant to Division 4 of the Streets and Highways Code on file in the office of the City Clerk. lt. Said proposed acquisitions and improvements are hereby referred to the Engineer of Work, being a competent person employed by said City for that purpose; and said Engineer is hereby directed to make and file with the City Clerk of said City a report in writing, presenting the following: (a) Maps and descriptions of the lands and easements to be acquired; (b) Plans and specifications of the proposed improve- ments to be made pursuant to this Resolution of Intention; (c) Engineer's statement of the itemized and total esti- mated costs and expenses of said acquisitions and improvements and of the incidental expenses in connection therewith; (d) Diagram showing the assessment district above re- ferred to, and also the boundaries and dimensions of the respective subdivisions of land within said district as the same existed at the time of the passage of this Resolution of Intention, each of which subdivisions'shall be given a separate number upon said dia- gram; (e) A proposed assessment of the total amount of the costs and expenses of the proposed acquisitions and improvements upon the several subdivisions of land in said district in proportion to the estimated benefits to be received by such subdivisions~ res- pectively, from said acquisitions and improvements, and of the ex- penses incidental thereto. 15. If any excess shall be realized from the assessment it shall be spent for the maintenance of said acquisitions and improve- ments, unless the Council shall hereafter determine that said amount or any part thereof shall be applied as a credit to each assessment ~e~ein~? I hereby cer$ify that the foregoing resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held this 6th day of February , 1961, by the following vote: AYES, COUNCILMEN Andrew Rocca, Patrick E.
