HomeMy WebLinkAboutRDA Minutes 2003-01-08MINUTES REDEVELOPMENT AGENCY OF THE CITY OF SOUTH SAN FRANCISCO REGULAR MEETING JANUARY 8, 2003 MUNICIPAL SERVICE BUILDING COMMUNITY ROOM 33 ARROYO DRIVE CALLTO ORDER 7:00 p.m. (Cassette Tape No. 1) ROLL CALL Present: Boardmembers Femekes, Garbadno, and Green, Vice Chair Matsumoto and Chairman Gonzalez Absent: None AGENDA REVIEW City Manager Wilson informed Council that an additional staff report for Item No. 3 has been distributed to Council. PUBLIC COMMENTS None CONSENT CALENDAR 1. Motion to approve the minutes of the December 11, 2002 regular meeting 2. Motion to confirm expense claims of January 8, 2003 in the amount of $726,088.65 Motion-Matsumoto/Second-Femekes: To approve the Consent Calendar as submitted. Unanimously approved by voice vote. ADMINISTRATIVE o Resolution approving loan agreements between the City of South San Francisco and the Redevelopment Agency, allocating funds between agency accounts, appropriating funds for repayment of obligations and approving an amendment to the Redevelopment Agency Budget (No. 03-13) to reflect appropriations Staff report presented by Agency Assistant Director Van Duyn. Staff requested that $3.6 million be pledged to the General Fund and left uncommitted at this time. Executive Director Wilson stated that the money would not be committed until it is prudent and the fiscal situation at the State level is resolved. In response to a question by Boardmember Green, Director Van Duyn explained that the source of revenue for the 20% low-to-moderate income fund comes from tax increment money and the 20% level is set by the State. He further explained that when General Fund money is loaned to the Redevelopment Agency it is paid back at a 6% interest rate. Boardmember Matsumoto questioned the number of Willow Garden units owned by the Agency and staff responded that the Agency currently owns seven fourplexes, but seventeen fourplexes is the overall program objective. In response to further questions raised, Director Van Duyn explained that staff is requesting that the 20% low-to- moderate fund be encumbered to the Willow Garden "project specific" to insure that the entire contract with Mid-Peninsula be completed. Staff indicated that this action does not guarantee that the money is protected from the State. Prior to the adoption of the resolutions, Agency Counsel Mattas noted corrections to resolution, modifying language that the payment of $1,600,000 be amended to reflect $3,600,000. Motion-Femekes/Second-Garbarino: To approve Resolution No. 1-2003, with corrections as noted above, approving loan agreements between the City of South San Francisco and Redevelopment Agency, appropriating funds for repayment of obligations and approving budget amendment 03-13. Unanimously approved by voice vote. (note: A second motion was taken by the Agency on the adoption ora resolution that was later determined by Agency Counsel Mattis to be not necessary.)
