A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN
FRANCISCO AUTHORIZING EXECUTION OF A CERTIFICATE THAT THE
CONSTRUCTION LOAN, IF GRANTED, WILL NOT CREATE AN INDEBTED-
NESS OR LIABILITY CONTRARY TO ARTICLE XI, SECTION 18, OF THE
CONSTITUTION OF CALIFORNIA
BE IT RESOLVED by the City Council of the City of South ~an Francisco that:
1. The Certificate attached hereto as "Appendix A" and entitled, "Certificate
of the City Council of the City of South San Francisco that the Construction Loan Will Not
Create an Indebtedness or Liability Contrary to Article XI, Section 18, of the California
Constitution" is hereby approved and authorized and the execution and filing thereof by the
Mayor of said City with the Small Craft Harbor Commission for the City Council in accordance
with Title 14, Section 5103(c) of the California Administrative Code is ~uthorized to attest
the Mayor's signature thereto.
I hereby certify that the foregoing resolution was regularly introduced and
adopted by the City Council of the City of South San Francisco at an adjourned regular
meeting held this 13th day of November , 1961, by the following vote:

APPENDIX "A"
(RESOLUTION NO. 3330)
CERTIFICATE OF THE CITY COUNCIL OF THE CITY OF SOUTH SAN
FRANCISCO THAT THE CONSTRUCTION LOAN WILL NOT CREATE AN
INDEBTEDNESS OR LIABILITY CONTRARY TO ARTICLE XI, SECTION
18, OF ~HE CONSTITUTION OF CALIFORNIA
I, GUIDO J. ROZZI, Mayor of the City of South San Francisco, applicant for
the Construction Loan, certify that the Construction Loan, if granted, will not create an
indebtedness or liability contrary to provisions of Article XI, Section 18, of the Constitution
of the State of California, because the requested loan is payable from gross revenues of the
project and such gross revenues constitute security for the payment of the loan.
I further certify that the expenditures required in addition to the requested
loan will not create such liability or indebtedness for the following reason: The estimated
sum needed in addition to the loan proceeds is $307~400.00 .
A fund of Three Hundred Seven Thousand Four Hundred ($307,400.00) Dollars
has been earmarked, and when the additional sum required is made certain upon the opening and
declaring of the bids and determination of the lowest qualified bidder, said sum required will
be transferred from the earmarked account and deposited as required by paragraphs 3 and ~ of the
Loan Agre~t; and as evidence of the availability of said sum I have attached hereto mdditional
certificates of/~ty Treasurer and City Manager certifying the City Council has ordered said
sum earmarked for the purposes above recited and further certifying that the use of sum or
commitment of it to the project when added to the other expenditures of the City for this fiscal
year will not exceed the City's revenues for said fiscal year.

I submit this Certificate to the Small Craft Harbor Commission of the State of
California, for and on behalf of the City Council of the City of South ~an Francisco, same
being duly authorized by Resolution No. 3331, passed and adopted on the 13th day of
November , 19 61.
