HomeMy WebLinkAboutReso 02-2014RESOLUTION NO. 02 -2014 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION SUPPORTING THE EAST GRAND AVENUE BIKE LANES PROJECT, SUBMITTING AN APPLICATION FOR MEASURE A PEDESTRIAN AND BICYCLE PROGRAM FUNDING IN THE AMOUNT OF $490,000 FOR THE EAST GRAND AVENUE BIKE LANES PROJECT, AND COMMITTING $85,556 IN MATCHING FUNDS WHEREAS, East Grand Avenue does not have a designated bike lane; and WHEREAS, bicyclists often use East Grand Avenue as a route to travel to their places of employment; and WHEREAS, the East Grand Avenue Bike Lanes Project ( "Project ") will include design and installation of bike lanes on East Grand Avenue between the intersection of East Grand Avenue /East Grand Avenue (just west of Gateway Boulevard) and Haskins Way. The Project includes an Initial Study and required environmental review; and WHEREAS, the City of South San Francisco ( "City ") staff estimates it will cost $575,556 to implement the Project scope; and WHEREAS, the City wishes to sponsor the implementation of the Project; and WHEREAS, the City seeks a grant in the amount of $490,000 from the San Mateo County Measure A Pedestrian and Bicycle Program for Fiscal Year 2014/2015, and WHEREAS, on June 7, 1988, the voters of San Mateo County approved a ballot measure to allow the collection and distribution by the San Mateo County Transportation Authority (TA) of a half -cent transactions and use tax in San Mateo County for 25 years, with the tax revenues to be used for highway and transit improvements pursuant to the Transportation Expenditure Plan presented to the voters (Original Measure A); and WHEREAS, on November 2, 2004, the voters of San Mateo County approved the continuation of the collection and distribution by the TA the half -cent transactions and use tax for an additional 25 years to implement the 2004 Transportation Expenditure Plan beginning January 1, 2009 (New Measure A); and WHEREAS, the TA issued a Call for Projects for the Measure A Pedestrian and Bicycle Program on December 9, 2013, and WHEREAS, the TA requires a governing board resolution from the City in support of the City's application for $490,000 in San Mateo County Measure A Pedestrian and Bicycle Program funds for the East Grand Avenue Bike Lanes Project, and WHEREAS, the TA requires a governing board resolution from the City committing the City to the completion of the East Grand Avenue Bike Lanes Project, including the commitment of any matching funds needed for implementation; and WHEREAS, the City will provide $85,556 in matching funds, to be funded from either the City's Gas Tax, Measure A, or General Fund Reserves. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco supports and directs staff to submit an application for the TA Measure A Pedestrian and Bicycle Program funds in the amount of $490,000 for the East Grand Avenue Bike Lanes Project; and BE IT FURTHER RESOLVED that the City Council of the City of South San Francisco authorizes the City Manager to execute a funding agreement with the San Mateo County Transportation Authority to encumber any TA Measure A Pedestrian and Bicycle Program funds awarded. BE IT FURTHER RESOLVED that the City of South San Francisco commits to the completion of the East Grand Avenue Bike Lanes Project, including the commitment of $85,556 in matching funds form the City, with those funds coming from either the City's Gas Tax, Measure A, or General Fund Reserves. A City Council decision on the source of funds will be made when a budget amendment accepting the County grant funds is submitted at a later date.
