HomeMy WebLinkAboutReso 14-2014RESOLUTION NO. 14 -2014 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION APPROVING THE FIRST AMENDED JOINT EXERCISE OF POWERS AGREEMENT OF THE SAN MATEO OPERATIONAL AREA EMERGENCY SERVICES ORGANIZATION; AND AUTHORIZING THE CITY MANAGER TO EXECUTE THE FIRST AMENDED JOINT EXERCISE OF POWERS AGREEMENT WHEREAS, the City of South San Francisco (City) is currently a member of the San Mateo Operational Area Emergency Services Authority ( "Authority "); and WHEREAS, the City first approved and executed the first Joint Exercise of Powers Agreement ( "JPA ") in 1997; and WHEREAS, the Authority has recognized the need to update and revise the JPA; and WHEREAS, the entire landscape of the Homeland Security and Emergency Services field has drastically changed since 2001; and WHEREAS, the JPA that governs how San Mateo County provides Emergency Services must reflect current laws, rules, directives, orders and trends; and WHEREAS, this First Amended JPA has been updated to reflect the current relationships between the County of San Mateo and the participating cities and other partners to provide a clear understanding of the responsibilities of the Emergency Services Council and the Emergency Coordinators within the County, Cities and other participating partner agencies /jurisdictions; and WHEREAS, the City desires to continue participation in Authority; and WHEREAS, the City desires to execute the First Amended Joint Exercise of Powers Agreement. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San Francisco hereby approves the First Amended Joint Exercise of Powers Agreement of the San Mateo Operational Area Emergency Services Authority. BE IT FURTHER RESOLVED, that the City Council hereby authorizes the City Manager to execute the First Amended Joint Exercise of Powers Agreement for and on behalf of City of South San Francisco, subject to approval as to form by the City Attorney, and to take any other action consistent with the intent of this Resolution.
