CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AWARDING A CONSULTING SERVICES
AGREEMENT TO MARK THOMAS & COMPANY OF
OAKLAND, CALIFORNIA FOR THE "GRAND AVENUE /
MAGNOLIA AVENUE AND MISSION ROAD /EVERGREEN
DRIVE TRAFFIC SIGNAL & INTERSECTION
IMPROVEMENTS" PROJECT IN AN AMOUNT NOT TO
EXCEED $119,900
WHEREAS, on December 12, 2013, City of South San Francisco ( "City ") staff issued a
Request for Proposals ( "RFP ") for the Grand Avenue /Magnolia Avenue and Mission
Road/Evergreen Drive Traffic Signal & Intersection Improvements Project ( "Project "); and
WHEREAS, on January 10, 2014, staff received a proposal from four (4) firms; and
WHEREAS, after reviewing the proposal and interviewing the firm, Mark Thomas &
Company was chosen based on their project understanding, qualifications and expertise,
interview, and experience; and
WHEREAS, staff recommends awarding the consulting services agreement for the
Project to Mark Thomas & Company of Oakland, California in an amount not to exceed
$119,900; and
WHEREAS, funding for the Project is included in the City of South San Francisco's
2013 -2014 Capital Improvement Program ( "CIP ").
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San
Francisco that the City Council hereby awards the consulting services agreement for the Project
to Mark Thomas & Company of Oakland, California, in an amount not to exceed $119,900
conditioned on Mark Thomas & Company's timely execution of the Project contract and
submission of all required documents, including but not limited to, certificates of insurance and
endorsements, in accordance with the Project documents.
BE IT FURTHER RESOLVED that the City Council of the City of South San Francisco
authorizes the Finance Department to establish the Project Budget consistent with the
information contained in the staff report.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the
documents on behalf of the City upon timely submission by Mark Thomas & Company's signed
contract and all other documents, subject to approval by the City Attorney.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a regular meeting held on the 12'h day of
February, 2014 by the following vote:
AYES: Councilmembers Mark N. Addiego, Pradeep Gupta, and Liza Normandy
Vice Mayor Richard A. Garbarino and Mayor Karyl Matsumoto
