HomeMy WebLinkAboutReso 19-2014RESOLUTION NO. 19 -2014 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA RESOLUTION APPROVING A FISCAL YEAR 2013 -14 COMMUNITY DEVELOPMENT BLOCK GRANT ( "CDBG ") GRANT AGREEMENT BETWEEN THE CITY OF SOUTH SAN FRANCISCO AND THE SALVATION ARMY FOR THE PROVISION OF SAFETY NET SERVICES AND AUTHORIZING THE CITY MANAGER TO EXECUTE ALL NECESSARY DOCUMENTS REQUIRED FOR THE GRANT. WHEREAS, the City of South San Francisco ( "City ") receives Community Development Block Grant ( "CDBG ") funds from the U.S. Department of Housing and Urban Development ( "HUD ") pursuant to the provisions of Title I of the Housing and Community Development Act of 1974, as amended; and WHEREAS, on May 1, 2013, the City Council approved the City's 2013 -2018 Five Year Consolidated Plan ( "Con Plan ") for the City's CDBG Program which stipulated that $24,000 would be allocated to an organization that provides safety net services for FY 13 -14; and WHEREAS, the City issued a request for applications on October 14, 2013 for the $24,000 that was made available to non - profits that provide safety net services; and WHEREAS, the City received one application from the Salvation Army, requesting funds for their Rental Assistance Project. The Rental Assistance Project would provide short term rental assistance along with requiring the families served to attend their Financial Mentoring Program; and WHEREAS, staff recommends that the City Council adopt the attached Resolution approving a FY 2013 -14 CDBG grant agreement between the City of South San Francisco and the Salvation Army for the provision of safety net services and authorizing the City Manager to execute all necessary documents required for the grant. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San Francisco that the City Council approves a grant agreement between the City of South San Francisco and the Salvation Army for the provision of safety net services in the form of the attached Grant Agreement. BE IT FURTHER RESOLVED that the City Manager of the City of South San Francisco is hereby authorized and directed to execute the grant agreement and any related documents on behalf of the City, subject to approval as to final form by the City Attorney, and to take any other action consistent with the intent of this Resolution.
