CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AWARDING AN ENERGY SERVICES
CONSULTING AGREEMENT TO TANKO LIGHTING OF SAN
FRANCISCO, CALIFORNIA FOR THE "STREETLIGHT
CONVERSION TO LED" PROJECT IN AN AMOUNT NOT TO
EXCEED $1,150.317
WHEREAS, on January 23, 2014, City of South San Francisco ( "City ") staff issued a
Request for Proposals ( "RFP ") for turnkey services for the "Streetlight Conversion to LED"
Project ( "Project "); and
WHEREAS, on February 28, 2014, staff received a proposal from five (5) firms; and
WHEREAS, after reviewing the proposals, Tanko Lighting was chosen based on their
project understanding, qualifications and expertise, and experience; and
WHEREAS, staff recommends awarding the energy services consulting agreement for
the Project to Tanko Lighting of San Francisco, California coving the base proposal only in an
amount not to exceed $1,150,317; and
WHEREAS, funding for the Project is included in the City of South San Francisco's
2013 -2014 Capital Improvement Program ( "CIP "), and
WHEREAS, the Project is categorically exempt from the California Environmental
Quality Act (CEQA), Class 1 section 15301 (a, b, & c) and Class 2 section 15302 (c).
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San
Francisco that the City Council makes the following findings:
1. Upon completion of this Project, the City will save approximately $195,000 (or
60 %) annually in energy costs and reduce energy consumption by 1.4 million kilowatt
hours a year, a reduction of 760,000 pounds per year in CO2 emissions.
2. This Project will qualify for PG &E rebates, which will reduce the overall costs of
the Project to the City.
3. The anticipated costs for energy conservation services provided by Tanko Lighting
will be less than the anticipated marginal costs to the City of energy consumed by the City
in absence of a Streetlight Conversion to LED project.
BE IT FURTHER RESOLVED, by the City Council of the City of South San Francisco
that the City Council hereby awards the energy services consulting agreement for the Project to
Tanko Lighting of San Francisco, California, in an amount not to exceed $1,150,317 conditioned

on Tanko Lighting's timely execution of the Project contract and submission of all required
documents, including but not limited to, certificates of insurance and endorsements, in
accordance with the Project documents.
BE IT FURTHER RESOLVED that the City Council of the City of South San Francisco
authorizes the Finance Department to amend the Project Budget consistent with the information
contained in the staff.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the
documents on behalf of the City upon timely submission by Tanko Lighting signed contract and
all other documents, subject to approval by the City Attorney.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a regular meeting held on the 9t1i day of
April, 2014 by the following vote:
