CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
RESOLUTION AMENDING PERSONNEL RULES AND
REGULATIONS SECTION 4.01 AUTHORIZING THE CITY
MANAGER TO AMEND JOB DESCRIPTIONS FOR EXISTING
JOB CLASSIFICATIONS AND TO REFLECT THE CHANGES
MADE PURSUANT TO CITY ORDINANCE NO. 1447 -2011
AUTHORIZING THE CITY MANAGER TO MAINTAIN THE
LISTING OF THE CITY'S JOB CLASSIFICATIONS
WHEREAS, Personnel Rules and Regulations Section 4.01 states the personnel officer shall
submit job specifications for newly created positions, reclassifications, or restructuring of the
existing positions to the City Council for adoption; and
WHEREAS, in 2011, the City Council passed City Ordinance 1447 -2011 wherein the City
Council delegated the authority to create and abolish jobs to the City Manager; and
WHEREAS, pursuant to Personnel Rules and Regulations Section 4.01 Personnel Officer
Responsibility the Personnel Board is responsible for amendments to existing job specifications;
and,
WHEREAS, the Personnel Board recommends that the authority to approve amendments to
job descriptions be transferred to the City Manager; and
WHEREAS, the Personnel Board agrees, in the event that the affected bargaining unit
disagrees with changes to an existing job description, to review the matter and make a
recommendation prior to its submission to the City Manager; and
WHEREAS, Personnel Rules and Regulations 2.06 states that changes to Personnel Rules
may be recommended by the Personnel Board and amended by resolution of the City Council; and,
WHEREAS, on April 15, 2014, the Personnel Board approved the recommendation to the
City Council to approve the amendment of Personnel Rules and Regulations 4.01 to delegate the
authority to approve amendments to job descriptions to the City Manager; and,
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San
Francisco hereby approves a resolution approving the delegating of the authority to amend job
descriptions to the City Manager and, in conjunction with City Ordinance 1447 -2011, amend the
Personnel Rules and Regulations accordingly.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by the
City Council of the City of South San Francisco at a regular meeting held on the 14th day of May,
2014 by the following vote:
AYES: Councilmembers Mark N. Addiego Pradeep Gupta, and Liza Normandy
Vice Mayor Richard A. Garbarino and Ma oaryl Matsumoto
