CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AUTHORIZING THE FILING OF TWO
ACTIVE TRANSPORTATION PROGRAM GRANT
APPLICATIONS FOR PEDESTRIAN AND BICYCLING
IMPROVEMENTS WITHIN THE CITY OF SOUTH SAN
FRANCISCO FOR A TOTAL PROJECT COST OF $2,475,000
AND COMMITTING UP TO $284,000 IN MATCHING FUNDS
TO COMPLETE THE IMPROVEMENTS
WHEREAS, the Active Transportation Program ( "ATP ") consolidates existing federal
and state transportation programs including the Transportation Alternatives Program ( "TAP "),
Bicycle Transportation Account ( "BTA "), and State Safe Routes to School ( "SR2S ") into a
single program with a focus to make California a national leader in active transportation; and
WHEREAS, the ATP is administered by the State of California Department of
Transportation (Caltrans) Division of Local Assistance, Office of Active Transportation and
Special Programs; and
WHEREAS, the City of South San Francisco ( "City ") staff selected two (2) projects from
the City's adopted Pedestrian Master Plan and Bicycle Master Plan for the ATP grant
applications: Linden Avenue and Spruce Avenue Traffic Calming Improvements; and Sunshine
Gardens Traffic Calming Improvements; and
WHEREAS, the proposed grant application for the Linden Avenue and Spruce Avenue
Traffic Calming Improvement Project will install bulbouts, new ADA compliant curb ramps,
advanced stop bars, high visibility ladder crosswalks, median pedestrian refuge islands, advanced
yield lines and signage of uncontrolled crossings on Linden Avenue between Aspen Avenue and
Miller Avenue. In addition, the project will also install high visibility crosswalks with pedestrian
actuated beacons or all -way stop control, median refuge islands, stripe edgelines, staggered
sidewalk bulbs to reinforce edgelines, new ADA accessible curb ramps at all crossings and high
visibility crosswalk striping on Spruce Avenue between Lux Avenue and Maple Avenue; and
WHEREAS, the proposed grant application for the Sunshine Gardens Traffic Calming
Improvements Project will consist of pedestrian and bicycling improvement which will include
the marking of edgelines, high visibility striped crosswalks, sharrows and striping, installation of
traffic circles or other traffic calming elements at key intersections and new ADA accessible curb
ramps. This project will be construct on the following streets located in the Sunshine Gardens
area: Evergreen Drive between Baywood Avenue and Miller Avenue; Miller Avenue between
Evergreen Drive and Holly Avenue; Crestwood Drive between Evergreen Drive and Holly
Avenue; and Holly Avenue between Mission Road and Hillside Boulevard; and
WHEREAS, the City wishes to sponsor the implementation of the Projects; and
WHEREAS, the City seeks grants in an amount up to $2,475,000 from the California
Transportation Commission ( "CTC "); and
WHEREAS, Caltrans issued a Call for Projects for the ATP in March 2014; and
WHEREAS, the City will provide $284,000 in matching funds, to be funded from either
the City's Gas Tax, Measure A, or General Fund Reserves.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of South San
Francisco supports and directs staff to submit an application for the Active Transportation
Program funds in an amount up to $2,475,000 for the Linden Avenue and Spruce Avenue Traffic
Calming Improvement Project and Sunshine Gardens Traffic Calming Improvements Project;
and
BE IT FURTHER RESOLVED that the City of South San Francisco commits to the
completion of the Linden Avenue and Spruce Avenue Traffic Calming Improvement Project and
Sunshine Gardens Traffic Calming Improvements Project, including the commitment of
$284,000 in matching funds from the City, with those funds coming from either the City's Gas
Tax, Measure A, or General Fund Reserves. A City Council decision on the source of funds will
be made when a budget amendment accepting the County grant funds is submitted at a later date.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a regular meeting held on the 14th day of
May, 2014 by the following vote:

The City of South San Francisco's Bicycle and Pedestrian Advisory Committee (BPAC) strongly supports
staffs applications for the Active Transportation Program for the South San Francisco Linden Avenue/
Spruce Avenue and Sunshine Gardens Pedestrian and Bicycling Improvements Project.
The projects will encourage walking and bicycling among the communities and will thus aid in helping to
reduce air pollutants. The proposed projects will design a direct connection for improved bicycle and
pedestrian safety, eliminating vehicle conflict points. This project will no doubt support and encourage the
community to ride their bikes and walk, increasing alternate modes of transportation in the area.
