CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION ESTABLISHING INCREASED SEWER
SERVICE RATES FOR FISCAL YEARS (FY) 2014 -15
THROUGH 2016 -17, AMENDING THE MASTER FEE
SCHEDULE TO INCLUDE THE RATES, ADOPTING THE
"REPORT OF ANNUAL SEWER RENTAL AND CHARGES"
FOR FISCAL YEAR 2014 -15, AND ESTABLISHING
MAXIMUM NOT TO EXCEED RATES FOR FISCAL YEARS
2015 -16 THROUGH 2016 -17
WHEREAS, by Chapter 14.12 of the South San Francisco Municipal Code, the City
Council is authorized to establish sewer rates by resolution; and
WHEREAS, on May 28, 2014, the City Council reviewed the implementation of the 3-
year rate adjustments of a 4% increase for single -unit residential and trailer unit residential, a 3%
decrease for multi -unit residential and a 5% increase for commercial properties for 2014 -15; a
4% increase for single -unit residential and trailer unit residential and a 0% increase for multi -unit
residential and commercial rates for 2015 -16; and a 2% increase for all classifications in 2016-
17; and
WHEREAS, the rates described above were calculated by staff and by Bartle Wells
Associates in order to distribute costs fairly to all customer classes based on their proportionate
share of the Sewer Fund's fixed and variable costs, and
WHEREAS, in April and May of 2014, in accordance with the requirements of
Proposition 218, the City notified the owners of property within South San Francisco of the
proposed rate adjustment, and notice of the proposed adjustment and the public hearing was
published in a newspaper of general circulation; and
WHEREAS, on May 8, 2014, City staff held an informational meeting with the public to
discuss the Sewer Plant's capital improvement needs, State regulatory changes, the proposed rate
increase and the structure of the rate changes; and
WHEREAS, the City Council has given notice and on May 28, 2014, held a public
hearing as required by law on the proposed sewer rates; and
WHEREAS, after a properly noticed public hearing on May 28, 2014, at which there was
not a majority protest, the City Council approved the sewer rate increase to finance
improvements to the City's sewer collection, pumping and treatment facilities; and
WHEREAS, the rates reflected in the report of Annual Sewer Rentals and charges are
consistent with the three -year financing plan.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of South San
Francisco hereby approves the schedule of rates set forth in the attached Exhibit "A" which
implements the previously approved financing plan, and hereby maintains the City's Master Fee
Schedule of sewer rates, and
BE IT FURTHER RESOLVED that the City Council hereby adopts the Report of Annual
Sewer Rentals and Charges for Fiscal Year 2014 -2015, and directs that the rates so established
shall be collected on the official tax assessment roll, together with real property taxes, and that
the amount shall constitute liens upon the properties which shall be effective at the same time
and to the same extent as is provided for by law in the case of real property taxes, with like
penalties for delinquencies.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a regular meeting held on the 28th day of
May, 2014 by the following vote:
