CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AWARDING AN ENERGY SERVICES
CONSULTING AGREEMENT TO SYSERCO INC. OF
FREMONT, CALIFORNIA FOR THE ENERGY MONITORING
SYSTEM OF THE MUNICIPAL SERVICES BUILDING IN AN
AMOUNT NOT TO EXCEED $76,907
WHEREAS, in early March 2014, City of South San Francisco ( "City ") staff issued a
Request for Proposals ( "RFP ") and advertised on eBidboard for the Energy Monitoring System
( "EMS ") for the HVAC units located at the Municipal Services Building ( "MSB ") ( "Project ");
and
WHEREAS, on April 8, 2014, staff received four (4) proposals; and
WHEREAS, after reviewing and evaluating the proposals, requesting additional
information, and interviewing two (2) of the finalist consultants, City staff selected Syserco, Inc.,
of Fremont, California for the EMS; and
WHEREAS, staff recommends awarding the EMS consulting services agreement to
Syserco, Inc., of Fremont, California in an amount not to exceed $76,907; and
WHEREAS, funding for the Project is included in the City of South San Francisco's
2014 -2015 Capital Improvement Program ( "CIP ") and sufficient funds have been allocated to
cover the project cost.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San
Francisco that the City Council makes the following findings:
1. Upon completion of this Project, the City will save approximately $38,162
annually in energy costs and reduce energy consumption by 273,145 million kilowatt
hours a year, a reduction of 440,168 pounds per year in CO2 emissions.
2. This Project will qualify for On -bill Financing, which will help reduce the overall
costs of the Project to the City.
3. The anticipated costs for energy conservation services provided by Syserco will be
less than the anticipated marginal costs to the City of energy consumed by the City in
absence of the Project.
BE IT FURTHER RESOLVED by the City Council of the City of South San Francisco
that the City Council hereby awards the energy services consulting agreement for the Project to
Syserco, Inc., of Fremont, California in an amount not to exceed $76,907 conditioned on
Syserco, Inc.'s timely execution of the agreement and submission of all required documents,
including but not limited to, certificates of insurance and endorsements, in accordance with the
agreement documents.
BE IT FURTHER RESOLVED that the City Council of the City of South San Francisco
authorizes the Finance Department to establish the Project Budget consistent with the
information contained in the staff report.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the
documents on behalf of the City upon timely submission by Syserco, Inc.'s signed contract and
all other documents, subject to approval by the City Attorney.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a regular meeting held on the 9t' day of
July, 2014 by the following vote:

Vice Mayor Richard A. Garbarino and Mayor Karyl Matsumoto
