HomeMy WebLinkAboutReso 81-2014RESOLUTION NO. 81 -2014 CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA A RESOLUTION AWARDING AN ENERGY SERVICES CONSULTING AGREEMENT TO PACIFIC GAS AND ELECTRIC COMPANY OF SAN FRANCISCO, CA FOR THE "STREETLIGHT CONVERSION TO LED" PROJECT IN AN AMOUNT NOT TO EXCEED $1,129,458 WHEREAS, on May 28, 2014, the City Council of the City of South San Francisco ( "City ") directed staff to issue a Request for Proposals ( "RFP ") for turnkey services for the Streetlight Conversion to LED Project ( "Project "); and WHEREAS, on May 30, 2014, City staff issued a Request for Proposals ( "RFP ") for turnkey services for the "Streetlight Conversion to LED" Project ( "Project "); and WHEREAS, on June 19, 2014, staff received proposals from four (4) firms; and WHEREAS, after reviewing and scoring the proposals, Pacific Gas and Electric Company ( "PG &E ") was selected based on their average overall proposal score, which included evaluation of Project costs, Project understanding, Project completion schedule, qualifications, expertise, and experience; and WHEREAS, staff recommends awarding the energy services consulting agreement for the Project to PG &E of San Francisco, California in an amount not to exceed $1,129,458; and WHEREAS, funding for the Project is included in the City of South San Francisco's 2013 -2014 Capital Improvement Program ( "CIP "), and WHEREAS, the Project is categorically exempt from the California Environmental Quality Act ( "CEQA "), pursuant to CEQA Guidelines § 15301, (Class 1) as well as CEQA Guidelines § 15302, (Class 2). NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San Francisco that the City Council makes the following findings: 1. Upon completion of this Project, the City will save approximately $204,300 (or 62 %) annually in energy costs and reduce energy consumption by 1.4 million kilowatt hours a year, a reduction of 740,000 pounds per year in COz emissions. 2. This Project will qualify for PG &E rebates, which will reduce the overall costs of the Project to the City. 3. The anticipated costs for energy conservation services provided by PG &E will be less than the anticipated marginal costs to the City of energy consumed by the City in absence of a Streetlight Conversion to LED project. BE IT FURTHER RESOLVED, by the City Council of the City of South San Francisco that the City Council hereby awards the energy services consulting agreement for the Project to PG &E of San Francisco, CA in an amount not to exceed $1,129,428 conditioned on PG &E's timely execution of the Project contract and submission of all required documents, including but not limited to, certificates of insurance and endorsements, in accordance with the Project documents. BE IT FURTHER RESOLVED that the City Council of the City of South San Francisco authorizes the Finance Department to amend the Project Budget consistent with the information contained in the staff report. BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the documents on behalf of the City upon timely submission by PG &E signed contract and all other documents, subject to approval by the City Attorney. I hereby certify that the foregoing Resolution was regularly introduced and adopted by the City Council of the City of South San Francisco at a regular meeting held on the 9a' day of July, 2014 by the following vote: AYES: Councilmembers Mark N.
