CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
RESOLUTION AUTHORIZING THE PURCHASE OF AN
ELECTRONIC VIDEO SECURITY SYSTEM FROM VAS
SECURITY SYSTEMS, AMENDING THE POLICE BUILDING
SECURITY UPGRADE CAPITAL IMPROVEMENT PROJECT
BUDGET BY $55,000, FUNDED FROM THE NARCOTICS
SEIZURE ACCOUNT
WHEREAS, the City of South San Francisco ("City") approved the Police Department
Security Upgrade Project("Project") in August 2013; and
WHEREAS,the Electronic Video Security System purchase is a component of the Project;
and
WHEREAS,the City issued an RFP for potential vendors to provide equipment and services
for the Electronic Video Security System purchase; and
WHEREAS, VAS Security Systems was the lowest responsible proposer and staff
recommends awarding the purchase agreement to VAS Security Systems,in an amount not to exceed
$115,000; and
WHEREAS,the Project is included in the City of South San Francisco's 2014-2015 Capital
Improvement Program ("CIP"), and staff recommends an amendment to the Project (Capital
Improvement Project#PF 1409)budget to increase it from the current$176,000 to a new amount of
$231,000 with the increase to be paid with additional funding of$55,000 from the Narcotics Seizure
Account; and
WHEREAS, additional funds listed above will allow for the completion of the Project by
funding security camera installation and additional costs on the other components of the Project.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of South San
Francisco that the City Council hereby awards a purchase agreement to VAS Security Systems for
the Electronic Video Security System purchase as a phase of the Police Department Security
Upgrade Project, in an amount not to exceed$115,000.00, conditioned on VAS Security Systems'
timely execution of the contract and submission of all required documents,including but not limited
to, certificates of insurance and endorsements, in accordance with the Project documents.
BE IT FURTHER RESOLVED that the City Council hereby amends the City of South San
Francisco's 2014-2015 CIP Police Department Security Upgrade CIP Project(#PF1409)by$55,000
to reflect this expenditure of funds for this Project.
BE IT FURTHER RESOLVED that the City Council of the City of South San Francisco
authorizes the Finance Department to establish the Project Budget consistent with the information
contained in the staff report.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the
documents on behalf of the City upon timely submission by VAS Security Systems' signed contract
and all other documents, subject to approval as to form by the City Attorney.
