Meeting called to order at 8'I0 O'Clock P.M. , by Trustee ~.A.Cunningham "President of the Board" 9 Roll-call found the follow,lng Trustees present to wit; G.W. Holston 'J$~ J.O.Mc G overn,J.H. Kelley and F.A. Cunningham. Trustee T.L.Hickey appeared after roll-call. Minute s of the three previous meetings were read and approved. A circular letter was received from the League of California Municipalities seting forth the advantages of Home rule in taxation and asking the aid of the ~oard in ol,taining sig- natures to a referendum petition to submit the question to the voters at the g,neral elect- ion next November. Moved by Trustee Hickey seconded by Trustee Mo Govern that the Clerk be strutted to write to the campaign committee and secure petition. Carried A com,unic~tion was received from Jos. H. Nash Clerk of the Board of County Sopervisors asking that,that portion of the San Bruno Road within the City of South 25 an Francisco be abandoned by the Trustees so that it might be included in the Bond issue $6ra highway in SAn Mateo County. The matter was refered to the City Attorney for investigation. A communication was received from A.B. Rilovich asking that his work on Bay View and Aspen Avenues be inspected bythe Board of Trustees he having completed said work according to specificat Specifications. The matter was refered to the Street committee for immediate acl~ion. A communication was received from Geo. Washington asking permission to construct a concrete curb and artificial stone sidewalk in front of his property on San Bruno Road. Moved by Trustee Mc Govern seconded by Trustee Kelley that the permission be granted under the supervision of the Supt of Street,.s. Carried An ordinance amending section number II of ordinance number 4 of the City of South San ~rancisco which was introduced July,24th. by Trustee Hickey, was, upon motion of Trustee Hickey seconded by Trustee Holston and regularly carried,laid on the table. An ordinance entitled, "An Ordinance amending section number Eleven of ordinance number four of the City of South San ~rancis~o, entitled an o~dinance licensing and regulating the Traffic,Vending and Disposing, of Spiritous, Malt, m~d 2erment~ d Liquors and wines or any Admixture thereof, in the City of South San Francisco,(passed and adopted the 2nd. day of November, I908.) was read and upon roll-call was adopted as an ordinance of the City of South San Prancisco, by the following vote; Ayes and in favor of the passage of said or- dinance, Trustees G.W. Holston,T.L.Hickey. J.H.Kelley, J.C.I,~c Govern and F.A. Curmingham ordinance Noes, and against the passage of said x~A~lm~mm , Trustees, None. Absent, Trustees None. Parr,Peter Regli, A.Locatelli, apltcations aecomp~naLng each of the above ~$$~ v,~as ~ bond in ~vor of the City of South San ~fran~ cisco,in th~ sum of $I000~r the faithful compliance with ordinate number 4 ~f the City of South San Francisco, and all of the above applicants having complied in all respects with ordinance number 4, they were granted permits for class a liquor licenses until december 3Ist. I912, by the unanimous vote of all Trustees present to wit; G.W.Holston, T.L.Hiokey, J.H.Kelley,J.C. MC Govern and ~'..A. Cunningham. l~eports of City Officers for month e'.:~ding June 30, I~IP, were then read, the report of the City Clerk showed a Balance of $875.56,on hand J~Lue,30,IgI2. Move~ by Trustee Hickey seconded by Trustee Mc Govern that the report of all City Officers received at this meeting be ~ccepted :?s read. Carried The folowing bids were, then opened,; Prom Chas. J.7~ingren a proposal relay concrete curbs for the sum of Z? cents per lineal foot,artificial stone sidewalk~? for thesum of I3cents per squ~re foot, gutters I5 cents per square foot ~nd gradeing for the lump sum The folowing bid was received from the Sunset Construction com~.'..any. Laying concrete curbs formthe sum of 30cents per lineal foot, artificiql stone sidewalks for the sum of I~ cents per square foot.gutters for the ~mm of Z0 cents perfect and the grading forthe lump sum of $IS,534. Moved by Trustee Mc Govern seconded by Trusties Kelley that all the bids received for the im improvment of Mi4Xer Avenue be rejected. The Board of Trustees ,under the authority co nferred u~on it by '~he provisions of theft certain act of the Legislature of the S~ate of California approved April?th~ IgII, and ~own as the "Improvment act of IgII," determines and declares that serial bonds shall be issued to represent thec,~,st of said proposed improvements; said bonds dshall be serial ,~xtending ever ~ peri-~d of nine ~9)years from the second day of January ,uext succeeding their date ,and shall be issued tote represent assessments of twenty five (~61 dollars or more remaining unpaid for thirty days after thed alate of the warrant issued ~ the contractor or, five ~) days after the decision c~ ~&dBoard of Trustees on an appe~l an even an~ual proportion of the principal sum of each bond shallbe shall be pa~able by coupon on the second day of J~nuary of e~ ch year after its date and and ~Lutil the whole is paid, and intrest shall be payable sc~ni-annu~!ly, ~y coupon,on the second days of Jan- uary and July,respect~&ly of each year .at the rate of seven per cent' per annum on all su~ unpaid untill the whole $~ ~aid principal ~nd intrest is paid ; and said bonds bonds ~hall be issued in ~ccordance with the provisions of said "Improvement act of IgII." And whereas o~id ~oard o f Trustees did reject all of said ~$1~osals or bids, Resolved that the City Cl~rk be and hereby is directed to again post a notice o~ ,~i~! work,together with plans and specific~tions therefor conspicuo,~y for five (~} days on or near the council ch~-~mber doo~ , inviting sealed propos- als or bids for the doing of said work. He is also directed to publish a notice inviting such proposals , and referring to the plans and specifications posted or on file, by ~o (2) XN~t~fOns in "The Enterprise", a weekly newspaper printed Du~lished and circulated in said City, ond hereby designated for that purpose.
