CITY COUNCIL, CITY OF SOUTH SAN FRANCISCO, STATE OF CALIFORNIA
A RESOLUTION AUTHORIZING THE CITY MANAGER TO
EXECUTE A CONSULTING SERVICES AGREEMENT WITH
SWINERTON MANAGEMENT & CONSULTING OF SAN
FRANCISO, CALIFORNIA FOR PROGRAM MANAGEMENT
SERVICES FOR THE CITY OF SOUTH SAN FRANCISCO'S
CAPITAL IMPROVEMENT PROGRAM IN AN AMOUNT NOT
TO EXCEED $1,229,256
WHEREAS, on June 30, 2014, City of South San Francisco ("City") staff issued a
Request for Proposals ("RFP") for program management services for the delivery of a variety of
CIP Projects; and
WHEREAS, on July 22, 2014, staff received proposals from five (5) firms; and
WHEREAS, after reviewing and evaluating each firm for their capabilities, Swinerton
Management & Consulting was selected for their understanding of the development process,
experience with municipal functions, experience of proposed staff, and capital improvement
project experience; and
WHEREAS, staff recommends approving a consulting services agreement for program
management services to Swinerton Management & Consulting ("SMC") of San Francisco,
California in an amount not to exceed $1,229,256; and
WHEREAS, funding for the agreement will be provided by the assigned Capital
Improvement Program Projects.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of South San
Francisco that the City Council hereby authorizes the City Manager to execute the consulting
services agreement for program management services to Swinerton Management & Consulting
of San Francisco, California, in an amount not to exceed $1,229,256 conditioned on SMC's
timely execution of the Project contract and submission of all required documents, including but
not limited to, certificates of insurance and endorsements, in accordance with the Project
documents.
BE IT FURTHER RESOLVED that the City Manager is hereby authorized to execute the
agreement documents on behalf of the City Council upon timely submission by SMC's signed
contract and all other documents, subject to approval by the City Attorney.
I hereby certify that the foregoing Resolution was regularly introduced and adopted by
the City Council of the City of South San Francisco at a regular meeting held on the 1011 day of
September, 2014 by the following vote:
AYES: Councilmembers Mark N. Addiego, Pradeep Gupta, and Liza Normandy
Vice Mayor Richard A. Garbarino and Mayor Karyl Matsumoto
